She said: Madam Speaker, I am very excited to stand today for the second hour to speak on my bill, Bill C-284, which would establish a national eye care strategy, on second reading. For many years, Canadians have been calling for a comprehensive national plan for vision health, including you, Madam Speaker. You have mentioned this issue many times. Historically, the federal government has lacked any substantive framework on the matter of public eye health care. As it stands, supplementary coverage has only been extended to particular groups of people who qualify for provincial medicare services. The current structure has created huge gaps in access to care, leaving the majority of Canadians to pay for their eye health care expenses out-of-pocket or forcing them to work private insurance packages into their already narrow budgets. I find this system unacceptable. The vision loss crisis in Canada requires a coordinated response, and this is what the national eye care strategy is all about. Here are some of the numbers, to give an even better idea of what is going on in vision health in our country. Over eight million Canadians, or one in five, have an eye disease. There are 1.2 million Canadians who live with vision loss or blindness. There were 1,292 deaths associated with vision loss in 2019 alone. Meanwhile, 75% of vision loss cases can be prevented if patients are diagnosed early and have access to treatment. Dr. Arshinoff of Humber River—Black Creek has told me many stories of people who would have gone blind had they not been able to get immediate attention. Too often, we take our eyes for granted. My grandmother died with a blinding eye disease, and I had a long-time friend and mentor who was also blind when he died. My aunt suffers from blindness related to macular degeneration today. Age-related macular degeneration, glaucoma and cataracts are among the top five causes of vision loss here in Canada. AMD affects millions of Canadians and is the leading cause of blindness for those over 55. However, it fails to garner the same attention as other common eye diseases. Many of us in this room may also develop age-related macular degeneration, and as part of this bill, I would like to see February designated as macular degeneration awareness month to give us an opportunity to focus on the signs of AMD and what we can do about it. There is a high percentage of seniors and school-aged children who have undiagnosed eye problems. Very few children had an eye test during the pandemic, and many also spent an inordinate amount of time in front of computer screens. Even more, over 3,000 Canadians are in need of and waiting for an eye transplant. The Canadian Transplant Society actively recruits Canadians to become organ donors, but many people have a fear about donating their eyes. In polls, over 81% Canadian respondents say they would donate their organs, but only 35% actually sign up to do that. Losing one's vision increases mental, financial and social hardship. It can lead to a loss of mobility and inability to live independently, to drive, to read or to participate in physical activity. It can result in a loss of social interaction, which can often lead to depression and other mental illnesses. Vision loss has a profound impact on individuals, their families and society, costing our economy an estimated $32.9 billion a year. Of this cost, $4.2 billion is attributed to reduced productivity in the workplace. Over half of that cost, $17.4 billion, is also attributed to reduced quality of life, which is primarily due to a loss of independence, especially in the aging population. Over $983 million was spent last year across Canada on injections to treat AMD. A national strategy for eye care will allow all provinces and the government, as well as health care researchers and practitioners, to sit down at one table and jointly develop and implement the measures necessary to make sure that all Canadians from coast to coast to coast have equal access to eye care, no matter where they live. Not long ago, I came across a heartbreaking story of a man who lives in Cambridge Bay, Nunavut. It has been five years since he last updated his prescription glasses, even though he has been eligible for a new pair for the last three years. He could not get an appointment with an eye doctor and he is still waiting. Some of the issues have to do with the pandemic, which caused gaps in people getting in for eye doctors' appointments, but a lot of it is because we take it all for granted. Nevertheless, the fact that access to eye health treatment varies widely from province to province seems so wrong to me. With Bill C-284, I am hoping to change that. I am sure many colleagues have heard many similar stories while talking to people about their eyesight and when they last got their eyes checked. It is something that we just take for granted. By the time a person finds out they have a problem, it is usually too late. Access to eye health care should not be treated as a luxury. It is a crucial service needed throughout all walks of life. Seniors need eye health care to keep themselves capable and protected. Working people need it to stay dedicated to their responsibilities and to not be excluded because of physical ability. Children and young adults need eye health care to study and navigate the world around them. Eye health care means having a safe and enjoyable quality of life. Bill C-284, if passed, commits the government to a national strategy dedicated to improved access to eye care and rehabilitation services, a strategy that also envisions the creation of a vision desk at the Public Health Agency of Canada and investments in research to find new treatments to prevent and stop blindness. The bill is also calling on enhanced access to eye health care for indigenous people who, for far too long, have been neglected and not had any access to any assistance on eye health care. We take our vision for granted. From social isolation to depression to travel difficulties, there are so many challenges when one cannot see. Many people never stop to consider what it would be like to go blind. We have to increase the awareness of vision loss and what we should be doing every day to protect our eyesight. I would like to see this piece of legislation move as quickly as possible, as I indicated. Thanks to all the support we have here in the House for this bill, as soon as it can get to committee, get through committee, back here and passed through the Senate, it would become law. I think there are many people across Canada, many of the organizations fighting blindness, CNIB and so on, that are desperately hoping that this time this is actually going to happen. Throughout my 33 years in political office, my mentor, Paul Valenti, suffered from age-related macular degeneration and died two years ago. My grandmother, Annie Steeves, was blind most of her life, as is my Aunt Ruby Steeves. I am doing this bill for everyone but especially for them. I am thrilled that in a position as an MP and on behalf of my family and all Canadians, I can truly make a difference by putting forward this bill, which will open the door for more recognition of vision loss and its implications and, of course, with the help of all members in this House and all parties that have indicated that they are very supportive. Bill C-284 will have a direct, positive impact on Canadians' vision health now and for generations to come. For many years, optometrists, ophthalmologists, researchers and patient advocates have been calling for federal leadership on eye care. The CNIB, Canadian Council for the Blind and Fighting Blindness Canada are just a few of the organizations. As I mentioned earlier, the member for Algoma—Manitoulin—Kapuskasing has been a leader in the fight for vision care in Canada and I am very happy to have you in the Speaker's chair today while I do the second reading. We have started many great health care initiatives in the chamber over the past several years, including dental care and pharmacare. The national eye care strategy is the next important step in making health care accessible and affordable for all Canadians. Making eye health, vision care and rehabilitation services a health priority requires our support. I call on all my colleagues in the House to continue to work together, to change attitudes toward blindness, to ensure that the 1.5 million Canadians with sight loss are understood and provided with the necessary supports. I encourage all members here today to become champions for Bill C-284 and refer it to the health committee as soon as possible. Together, we can continue the momentum to help the bill become a law for all Canadians.

Madam Speaker, today, I rise to celebrate a family-operated Canadian business of which I am very proud. I want to congratulate the Primucci family on the 60th anniversary of their delicious Pizza Nova brand. For many years, the Primucci family has been sharing the rich taste of Italy with Canadians. I am happy to share this moment of celebration with it today. Mr. Speaker, it is very unique to call it a grocery rebate. Let us be honest: It is about helping people with the high expenses with inflation. Calling it a grocery rebate is a cute little nickname to put on it. It gives us another opportunity to be able to promote it. It is a terrific thing.

Mr. Speaker, there is a variety of things. In particular, I go back to the issue of the dental benefit. I have knocked on doors and met with the constituents who have asked me for many years for a program that would help offset the extensive dental costs. It is very expensive, and this program, by the end of the year, will be there to help many seniors throughout Canada.

Mr. Speaker, I do not think we over-promise; we encourage people. We are encouraging them. We have lots of EV credits coming up. We are encouraging the issue of climate change so that we can get people actually test-driving EV vehicles and seeing how smooth that drive is. Sometimes we encourage people through a mechanism, like a raffle or whatever mechanism possible, to get them to actually try out different things. I think the government is looking for innovative ways to promote all of the great things we have in the 2023 budget.

Madam Speaker, I am pleased to find a few minutes to join my colleagues. It is always interesting following my colleague from Thornhill, who is my riding's representative. I think we are all here for the same reason, which is that we want to make a difference in the lives of many people. We may come from different sides of the equation on a variety of issues, but other than that, outside the House I think all of us get along quite well and are actually working at trying to get along better, in spite of all the things that get said here in the House. I am pleased to have a few minutes to comment on the budget and its importance. I will be sharing my time with the hon. member for Parkdale—High Park. The Deputy Prime Minister and Minister of Finance introduced budget 2023, called “A Made-in-Canada Plan: Strong Middle Class, Affordable Economy, Healthy Future”, and I think those are the words that talk about all of us Canadians and what we want, where we want to go and the kind of Canada we want to see. Canadians are clear: They want good jobs. They want clean air. They want a strong economy where everyone has a fair and real chance of success. Our government, I believe, is providing just that. In the months and years to come, we need to seize the remarkable opportunity before us. There are two fundamental shifts in the global economy. The first is the race to build clean economies of the 21st century. Clearly, when we look at climate change, the impact on the environment and what has happened this year in North America when it comes to storms and tornadoes and so on, these are pure examples of the need for investment in fighting climate change. Second, our allies are accelerating efforts to friendshore their economies by building their critical supply chains through democracies like our own. These are two great opportunities to move Canada forward and make the world a better place. At a challenging time and in a challenging world, budget 2023 will ensure that Canadians can continue to count on their government to be there for them in good times and in bad. Budget 2023 is focused on making life more affordable and making housing more affordable. I think we have heard about housing all day today, which is great, because for years we were not talking about housing. We knew there was a tremendous need. Our national housing strategy and the investment of billions of dollars that our government has made over the years ensure that affordable housing is being built and that seniors and others have access to good-quality housing. Focusing on making life more affordable, for the middle class as well, includes investing in growing the economy and also strengthening Canada's social safety net. I am very proud to have seen what our government has done, through the difficulty with the pandemic and so on. Budget 2023 is also delivering new measures for support for the most vulnerable Canadians with respect to the cost of living. Particularly, budget 2023 offers a one-time grocery rebate. It is a bit interesting to call it a grocery rebate, as my colleague pointed out earlier, but that is what it is. It is to help offset a few dollars of the cost of living, which seniors and many people on limited incomes are struggling with. The budget provided, again, $2.5 billion. That may sound like a little bit of money when one talks about a grocery rebate, but when one is looking at the overall costs to the tax envelope, $2.5 billion is a considerable amount of money, and that is targeted inflation assistance for over 11 million low- and middle-income Canadians and families. Moreover, this year's budget introduces automatic tax filing for low-income Canadians. My office, for the last 15 or 16 years, has provided four Saturdays each year to give income tax support to low-income constituents in Humber River—Black Creek. This coming Saturday will be the fourth one we are doing. My staff come in on those four Saturdays and spend the day, along with registered accountants who come in and volunteer their time as well. The fact that, in the future, some of these constituents will have their taxes done automatically will be a big help, because there is also a group of people who do not file, for a variety of reasons, and they are missing out on resources and money that they very much could use. I am always encouraging them to make sure that everybody files their income taxes. People say it is too cumbersome and too difficult, so we as a government are going to try to relieve that as well. Another issue we continue to hear a lot about is education. All of us hear from student associations from the different universities and colleges. For many years, they have come to see us, asking about relief for their loans and about increasing their capacity. Now that students do not have to pay interest on their loans, that makes a huge difference for them. They will not be graduating from college or university with a $30,000 debt. The debt will be much lower than that and much more easily paid back after they have become employed and not before. I have to say that I was really pleased to get some of the updated numbers for the year. In my riding itself, over $23 million was given out through the Canada child benefit. That is an important amount of money. Approximately $8,000 went to many individual families with children, and that makes a huge difference. When we see these families with backpacks, proper clothes and the like, we can tell that they have been receiving that extra support. I will talk about the dental plan. Already 4,000 children have benefited from the new Canada dental program. We are talking not only about investing in the large items in the budget, but also about investing in people and making a difference in the lives of so many who are important. We talked about the dental program being expanded. I recall many times when I was knocking on doors talking to seniors who complained about the issue of dental costs. We cannot control what dentists charge. It is expensive, but seniors need dental care and do not have the money for it. With this dental program, they are going to be able to go to the dentist and get the kind of help they need as seniors, without having to put out thousands of dollars. They will get a degree of assistance that will make it more affordable. Some of these measures are in place. Now I will talk about the tax-free home savings plan. Most of us have children who want to buy a home. As of April 1, the tax-free first home savings account is now available to my grandchildren to help them purchase their first home, which is critically important for them. We all talk about people getting their foot in the market, and that is what this is intended to do. It will help as they go through the system. Now I will get into the health care issue. As many members in the House did, I met with members of the Canadian Cancer Society today and heard first-hand about its challenges. Although we think we are moving ahead so quickly to solve problems, I listened to three women who told me of the difficulties they have had, of having to put out their own money for basic support within the Cancer Society and the health care system. They did not have sufficient income. They had to rely on being able to go to work to keep their health care, because there were no resources for them to access the necessary supports or mental health support. They talked about the length of time they had to wait to get treatment and about the issue of genetic testing, which we know is out there and available today, but was not available to many of these people. It took many years before they had the chance to get that, which was probably very late. A lot of the stories I heard this morning from these women show us clearly that there are huge gaps in our health care system. More money has to be put into it, and, yes, it will be transferred to the provinces. We have to ensure the provinces are going to provide the services required, so at the federal level we have put in an additional $198 billion over 10 years, including $46 billion in new funding for provinces and territories that we want to see get transferred to our hospital system and our health care workers.

Mr. Speaker, my colleague continues to ask questions about what else can be done, rather than just talking about labelling it as a terrorist organization. I think many of us want to see that happen. The issue is what else can be done. How do we continue to be the voices for the protection of journalism? So many journalists have been in jail. With the recent incident of the poisoning of many schoolgirls, which happened in over 50 schools in Iran, the journalists who were able to report it are apparently all in jail. It makes it very difficult. It calls on us, as parliamentarians and free voices, to be their voices, to stand up here in the House and outside making sure people understand and care about what is going on in Iran.

Mr. Speaker, I very much enjoy the times when my colleague and I occasionally get together at events. We do not always know what the government is doing. It does not send out a message to us every day on what it is doing and what it is not doing. When the government chose to take the route of not doing a blanket cover over everybody in Iran who was part of the regime, it was an attempt to make sure that innocent people were not caught up in that. That is the route it chose to take. There are senior officials who know exactly how many people are on that 10,000-plus list and who they are. They are doing the best they can to protect people's individuality and their opportunity to be treated fairly. We do not want to be like the regime in Iran and put a blanket over everybody and say everybody is inadmissible for whatever terrible reason. I do want to add that we need to do more together than just label it as a terrorist organization. More needs to be done. That is just one step. It works for us to talk about it here in the House, but more needs to be done.

Mr. Speaker, as much as it was unexpected this morning to be dealing with this rather than the Order Paper items and the work of the government, I think it is a very important debate. I would like to see us have a take-note debate in an evening when we could talk a lot more about the issues that we are all talking about. I believe all of us stand against this terrible regime, and stand with the Iranian community who are fighting for their freedom, especially the protesting women and students in Iran. The Government of Canada has designated the Iranian regime as a regime that has engaged in terrorism, as well as systemic and gross human rights violations. We hear about it every day on the news, the number of people who are murdered senselessly for nothing more than wanting to stand up for their freedom and the freedom of the Iranian people. As a result, senior officials, including those from the Islamic Revolutionary Guard Corps and its top leaders, are now inadmissible to Canada under the Immigration and Refugee Protection Act. There is an important distinction here, from the blanket covering of everyone. The government is targeting all senior officials with decision-making power, not innocent Iranians, as one of my colleagues was referring to earlier today, many of whom are actually the victims of this horrific regime. It is an important and effective measure. We do not want former Iranian IRGC and military leaders to be able to claim asylum in our country. The designation the government has put on the Islamic Republic of Iran as a regime means that all senior officials in the country are inadmissible. This includes heads of state, military leaders, intelligence officials, senior public servants, diplomats and members of the judiciary. To further strengthen our ability to hold Iran accountable, last May the government tabled Bill S-8 in the Senate to make changes to the Immigration and Refugee Protection Act. This legislation addresses an important gap in our framework to hold foreign governments accountable, whether we are talking about Iran or interference from China or Russia. I believe there are many countries that are looking to find ways to intimidate Canadians and Canadian parliamentarians, and to interfere in a variety of ways, which is why we are having many discussions here in the Government of Canada. The amendments placed expand the scope for inadmissibility to Canada based on sanctions imposed on a country, entity or person. Right now, individuals, organizations, state entities and businesses named or listed in Canada's economic sanctions are not automatically inadmissible to Canada. Bill S-8 is going to fix that and tighten up the loophole that is there. It means that corrupt officials may still be eligible for a travel visa, even if they are sanctioned under the current laws. Bill S-8 would fix this legislative oversight and empower Canadian officials to refuse visas to any Iranian regime leader, as well as any other individuals and groups sanctioned in the future. Again, this is another step forward to try to put down the kind of conditions that we want to see against Iran, and to try to help bring down the regime, ultimately, which I believe should be everybody's goal. Bill S-8 was reported to the House in October of last year, but it is not yet before the Standing Committee on Citizenship and Immigration. I do hope, especially given today's debate, that Bill S-8 gets there sooner rather than later, so that we could strengthen all the tools we have to try to help defeat the mullahs who are currently causing such terror throughout Iran and elsewhere. We know that the Iranian mullahs are helping to provide drones to Russia to continue to help with the destruction in Ukraine. They continue to murder their own people in a very clear way. I want to share with the House that last year I had an opportunity, together with several of my colleagues from other parties, to attend a meeting with representatives of the NCRI to talk about democracy and their quest for freedom for the Iranian people. For over 40 years, the NCRI has been standing and protesting against this brutal regime. Their dream, and the dream of most Iranians, is to have a free and democratic secular Iran. That is what people want. That is what NCRI wants. That is what the United States wants. Two weeks ago, I believe, Congress passed the motion for House Resolution 100, which was endorsed by hundreds of congressmen and senators, supporting the 10-point plan put forward by NCRI. Again, the goal is to have a free and democratic Iran. That is what we all want to see, and an end to the brutality. We are so fortunate to live in this wonderful country of ours and to have the freedom to come and go as we please, to say the things that need to be said, to have our freedom of speech and freedom of dress, all those things we take for granted. That is what the Iranian people are fighting for now. I think it is critically important that we, together, as parliamentarians of all stripes, continue to be their voice to continue to keep that pressure on Iran so that, ultimately, there will be many parties to choose from, whether it is NCRI or others that get together. It will be up to the Iranian people, who do not want to have a dictatorship and who want the freedom that we have. I hear that so many times: The Iranian people want what we have, that freedom of choice and the freedom to vote for whomever they want. Currently, I am working on a letter to send out to parliamentarians to try to keep up the pressure, as many Canadians are protesting at rallies every weekend. I think it is important, if there is going to be a collapse of this regime, for all of us to do whatever we can, so I have been putting together a communication. I will summarize a bit of it, because it will go to all 338 members. It is calling for support for the Iranian people in their quest for a secular and democratic republic. It talks about the past six months and the terrible things that have happened. It acknowledges that we stand in solidarity with the people of Iran in their desire for a secular and democratic republic in which no individual, regardless of religious beliefs or birthright, has any privileges over others. Through their slogans, which we have heard many nights on the nightly news, the Iranian people have made it clear that they reject all forms of dictatorship, be it in the form of the deposed shah or the current theocratic regime, and reject any association with any of the others. The goal here, I think for all of us, is to see a free and democratic Iran. We are looking today, in this discussion, for other ways to strengthen sanctions. Putting the IRGC on the terrorist list, yes, I support that. I am known to support that it should be listed as a terrorist organization, but I think we need to do more than that. We need to have more voices out there supporting and fighting for a free and democratic Iran. That has to be the goal, and whatever all of us can do as parliamentarians to advance that, whether it is in our own communications to each other or out to the community, I think is very important. I am thankful for the opportunity to participate in this important debate today, and I am happy to take some questions.

Mr. Speaker, I do not think there is a parliamentarian in this House or anywhere else who does not support the people of Iran and their quest for freedom and for a free and democratic Iran, ultimately. I believe we all want the very same thing. One recommendation was put forward by the committee, and I will read it quickly: That the Standing Committee on Citizenship and Immigration report the following to the House: In light of the downing of Ukrainian International Airlines flight PS 752 by the Iranian Revolutionary Guard Corps (IRGC), and in light of the killing of Mahsa Amini by the Iranian Guidance Patrol, that the committee demands the government stop issuing visas to all Iranian nationals directly affiliated with the Iranian Revolutionary Guard Corps (IRGC), Iranian Armed Forces, Iranian Guidance Patrol or Iranian intelligence organizations.... The government does agree with that recommendation in principle. What else would the member like to see the government of the day do to try to move forward and remove this Iranian group?

Madam Speaker, as parliamentarians, we are pretty much all feeling the same frustration of wanting to see more done. The fact is that the government has taken the stance of refusing visas to any of the Iranian officials and has quite a long list of people who would be denied visas to come to Canada, who are inadmissible. Part of the concern is that all of those younger people who would have been enlisted by force, who had no choice, would be caught up in a blanket covering of everyone. I would like to hear my colleague's comments on that.

Madam Speaker, I want to acknowledge my colleague for the commitment he has to ensuring that democracy is promoted and fought for. He has worked on many files over the years, and I have always respected him immensely. On a personal level, I very much support the IRGC being labelled a terrorist organization. I supported that when it came forward, and I would certainly like to see more activity happen, given the incidents that we have seen of the schoolgirls being poisoned and other things happening. What other action would you like the government to be taking today?

Mr. Speaker, I rise today to show my support for the people of Iran, following several troubling reports. In the past three months, over 50 schools in Iran have reported cases of schoolgirls impacted by alleged poisonings, followed by much concern over the effects that this will have on their education and their future. Despite lacking information on the details of these despicable attacks, due to the substantial number of journalists recently detained by the regime, many citizens, especially women and girls, continue to show unwavering bravery and work to protest their current environment. While the Iranian regime continues to ignore the rights of its citizens amid these despicable reports, we recognize that it is imperative for everyone to take a stand to protect the fundamental rights of women and girls and all citizens in Iran. Canadians across the country continue to support the families that deserve true justice, and we pray for all those affected.

Mr. Speaker, I am very pleased to present a report from the Standing Committee on International Trade, on which we have spent many hours in discussion and looking at opportunities for improvements in the system. It is my honour to present, in both official languages, as required, the sixth report of the Standing Committee on International Trade, entitled “The ArriveCAN Digital tool: Impacts on Certain Canadian Sectors”. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to this report.

Mr. Speaker, during the pandemic, gender-based violence increased at an alarming rate. We simultaneously saw that crisis lines were used more than ever across Canada, and this demand, unfortunately, continues today. Could the Minister for Women and Gender Equality and Youth share what our government is doing to respond to this heartbreaking increase and provide support to those experiencing gender-based violence?
