Madam Speaker, I want to assure my colleague that the oversight and certainty she is looking for are certainly there within the regulations. This is meant to target individuals who are breaking the law. Of course, the issue of proportionality, as well as reasonableness, is embedded in the regulations and I invite her to reflect on that. It is important to distinguish between those who may have innocently donated or with the right intent and those who obviously donated with the intention of breaking the law. I want to remind her there is an element of reasonableness already embedded in the regulations.
