Mr. Speaker, I did more than want to rise. I did rise. If I used unparliamentary language, I am glad to apologize. What I did say to the member opposite is that if he wants to call me out in the House of Commons, he can at least have the decency to come see me before that. There are plenty of opportunities. If we are going to have a debate on the substance of this, Mr. Speaker, I think you should understand the motivations for the words that I did express, but if the member has the intellectual integrity to want support for his bill, he can come up and ask me to support it. I told him to get off his ass. If that is unparliamentary, I apologize. Some hon. members: Oh, oh!

Mr. Speaker, as the member would know and as I would hope that all members would know, from my understanding of it there is a formula that is put into place that enables the cost of living increases for the GIS, the OAS and the Canada child benefit. That is my understanding, and if that is not the case, I would be more than happy to apologize. I am sure there will be some people who will be very quick to find out and ask me to apologize if in fact that is not the case.
