Madam Speaker, I was talking about predatory federalism simply to point out the dynamic that has been in place since the establishment of the health care system. The federal government does not respect the division of powers, which dictates that anything that has to do with social matters should be left to the provinces. It does not respect that; it creates provincial dependency with a much larger tax base, and then it strangles the provinces by cutting transfer payments without paying a political price for it. This approach may sound very cynical and sinister, but we heard it straight from a former Liberal prime minister. Jean Chrétien once candidly admitted that this was the trick that he used to achieve balanced budgets without ever paying a political price. That is what I call predatory federalism.
