Madam Speaker, I want to thank the member for Cowichan—Malahat—Langford for his advocacy, for carrying the torch. It was his petition that garnered tens of thousands of signatures across Canada. I do appreciate the work that he has done. Yes, there were easier ways to do the bill. It could have been written by slightly amending other legislation. That might have been easier to write, but it would have been possible to widen that scope. This bill was written very specifically as a stand-alone piece of legislation. That is why the title says that it is banning the export of live horses by air for slaughter. It is a very specific practice that is being banned. That way, the legislation makes sure that there will not be unintended consequences. I have met with the Beef Farmers of Ontario and the Canadian Cattle Association. I let them know that this bill is very narrow in its scope. It will not have those unintended consequences.
