This bill redefines affordability based on income, instead of the market, for the purpose of the development charge exemption, which is an incremental improvement over the status quo. But as it’s currently defined, developers might receive an exemption for building affordable homes that are not affordable for most people and that might have been built anyway without these exemptions.
