I would simply refer to the comments about this being a confidence measure, being late in the process, balanced against the fact that, technically, the Senate does have the prerogative or the right to amend the legislation, but that prerogative has to be exercised appropriately. In my judgment, the issues at stake do not justify the use of that prerogative at this stage in the process. That’s what I meant by “disproportionate.”
