  • Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting pharmacare”.

    This enactment sets out the principles that the Minister of Health is to consider when working towards the implementation of national universal pharmacare and obliges the Minister to make payments, in certain circumstances, in relation to the coverage of certain prescription drugs and related products. It also sets out certain powers and obligations of the Minister — including in relation to the preparation of a list to inform the development of a national formulary and in relation to the development of a national bulk purchasing strategy — and requires the Minister to publish a pan-Canadian strategy regarding the appropriate use of prescription drugs and related products. Finally, it provides for the establishment of a committee of experts to make certain recommendations.

  • The bill amends the National Capital Act to, among other things,

    (a)establish the boundaries of Gatineau Park;

    (b)prioritize the ecological integrity of the park in its management by the National Capital Commission (NCC);

    (c)prohibit the sale of public lands located within the park, with certain exceptions;

    (d)strengthen consultation and collaboration between the NCC, the Algonquin Anishinabeg Nation and neighbouring municipalities;

    (e)promote the use of services from businesses and workers of the Algonquin Anishinabeg Nation for maintenance and conservation activities in Gatineau Park;

    (f)allow the NCC to negotiate a preemptive right agreement (right of first refusal) with private landowners in the park; and

    (g)authorize the creation of regulations to oversee activities in the park and set corresponding fees.

    This enactment provides for the appointment of a Commissioner for Modern Treaty Implementation to conduct reviews and performance audits of the activities of government institutions related to the implementation of modern treaties. It also establishes the Office of the Commissioner for Modern Treaty Implementation for the purpose of assisting the Commissioner in the fulfillment of their mandate and the exercise of their powers and the performance of their duties and functions. Finally, it makes consequential amendments to other Acts.
