Mr. Speaker, we have been focusing on indigenous people's health, their economic security and their requirements since we came to power and over the last nine years. We have taken so many measures that we cannot explain it all, but in this recent budget we have brought in one particular program that I am really proud of, the indigenous loan guarantee program. The economic empowerment of indigenous people leads not just to their economic prosperity but also the additional benefits of having good health and a good society.

Madam Speaker, health care is important for all Canadians. It is the responsibility of all levels of government to work together collaboratively so Canadians get the quality health care they deserve. Unfortunately, certain provinces are not in a very collaborative mood when it comes to dealing with the federal government, which has taken enormous steps during the last several years to provide additional funding to the health care system.

Madam Speaker, the hon. member is right that the health care system is not perfect today. A lot of challenges are being faced, and the responsibility lies with the provinces. The federal government has taken enormous steps to improve the health care of the country as a whole. We have allocated $198 billion, mostly to the provinces and territories, to deliver better health care. My wish is that the provinces step up and shoulder their part of the responsibility to develop quality care for all residents.

Madam Speaker, I agree with the hon. member that rural and remote communities, including indigenous peoples, have difficulty accessing the quality health care that many of us in urban centres take for granted. I also agree with the member that we need to look beyond the formal structure that is currently available in identifying the people with knowledge who can provide health care services. We should see whether we can bring people with the knowledge and expertise in traditional medicine or the various other knowledge systems available around the world into the system, where their knowledge and experience would be available not only to indigenous peoples but to all Canadians.

Madam Speaker, the hon. member mentioned her constituents in London and their concerns about health care. I agree. Health care is in crisis. All that Canadians should need for health care is their health card, not a credit card. The budget will invest $198.3 billion in funding for the provinces and territories, including $46 billion more in additional funding. We want the provinces to use this funding to help access to family doctors, to reduce the backlogs, to support health care workers and to improve the mental health system. I would like to know from the hon. member what she thinks about this additional new funding the federal government is providing to provinces and how best it can be used.

Mr. Speaker, with the growing number of senior Canadians comes an exponential increase in the onset of diseases of the brain and mind, which is creating a huge pressure on our health care system. It impacts our elderly, their families and their caregivers. There is a need to bring together stakeholders with expertise to shape public policy on this issue. The petition calls for a national brain and mind health week beginning every first Monday of October.
