Madam Speaker, I thank my colleague for the question. Again, Quebec is the only province that has an agreement with the federal government on immigration. We send Quebec more than $700 million a year, including for work on the integration of immigrants into French-speaking society in Quebec. We will continue to work with Quebec. As my colleague mentioned, he has a meeting with the Government of Quebec to discuss immigration thresholds and how we are going to work together to ensure that we properly welcome refugees and asylum seekers.

Madam Speaker, I thank my colleague for her question in French, and I would also like to answer in French. I would remind her, as I am sure she knows full well, that the agreement we have with Quebec gives it the power and jurisdiction to choose its immigration thresholds. We are working very well with Quebec, and we will continue to work with our Quebec counterparts to create an immigration system that meets our needs, the needs of Quebec and the needs of francophones in Quebec.

Mr. Speaker, as my colleague said, our government knows that SMEs are still facing challenges. I am proud that CED is supporting SMEs with its 12 regional offices throughout Quebec. Over the past year, we have invested over $200 million in more than 580 economic projects and $33 million in more than 50 CFDCs that provide businesses in every small municipality in Quebec with assistance to spur economic development. I look forward to meeting with representatives of the Grand Roussillon chamber of commerce and industry and with businesses in the beautiful riding of Châteauguay—Lacolle.

Madam Speaker, if there is one thing we can agree on with our colleague and with Quebec, it is that addressing the housing issue is a matter of urgency. That is exactly what we are doing. Since 2015, we have agreed on many things with Quebec, and we will reach an agreement for Quebec. The thing that is bothering the Bloc is that it is not at the negotiating table and never will be. On the other side, there are the Conservatives who want to take money away from the municipalities and who do not believe in the provinces. On this side of the House, we will work on reaching an agreement on housing for Quebeckers.

Mr. Speaker, this Saturday, June 24, the ground of the riding of Hochelaga will shake under the dance steps of everyone celebrating the national holiday. Across Quebec, from Gatineau to Gaspé, we will be celebrating Quebec's National Holiday. This year, the people of Quebec are showcasing their love of dance and its place in Quebec culture. Fans of jigs, square dancing, modern jazz and others will all be able to celebrate their zest for life together. Quebec is a strong, welcoming nation, open to diversity and proud of its heritage. Let us celebrate an inclusive Quebec where everyone is welcome. On this national holiday, I must salute a monument to our Quebec culture, the immeasurable Michel Côté. Today he is being posthumously awarded the Ordre national du Québec and will be knighted. He was one of the most important figures in our popular culture. From Broue to C.R.A.Z.Y. and Omertà, he inspired a whole generation of Quebeckers. Happy national holiday!

Mr. Speaker, on March 11, Quebec will celebrate its Journée nationale du microcrédit, or national microcredit day. MicroEntreprendre is a group of 20 organizations that promote economic and social development, particularly for low-income women, immigrants or people with disabilities. Through their guidance and support, they help make the dreams of thousands of entrepreneurs come true. So far, more than 6,384 businesses have been created and maintained. In Hochelaga, the Nabou Beauty hair salon was financed by Microcredit Montréal. Ms. Dieynaba Samb is proud to have created a mini Senegal where her community can, for the length of time it takes to get their hair cut, reminisce about their country. For 32 years, Microcredit Montréal has been fighting poverty and exclusion by providing small loans for people who do not have access to the traditional financing system. The five-year survival rate among these businesses is twice the Quebec average and the repayment rate exceeds 90%. The secret to this success is proximity, trust, guidance, a Quebec-style microcredit approach that means community credit.

Mr. Speaker, today it is my privilege to take part in the debate at second reading of private member's Bill C‑239. This bill is identical to private member's Bill C‑224, which was introduced and rejected in the previous parliamentary session. By now, hon. members should be quite familiar with the major flaws that resulted in its being rejected. Now that it is once again before us, I feel obligated to use my time to review those flaws. The bill authorized Quebec or any other province to collect federal personal and corporate income tax on behalf of the Government of Canada. Our government has always recognized that the purpose of this bill, which is to find ways to simplify income tax returns and reduce the compliance burden on Quebec taxpayers, is appealing. We all share that goal. However, the way the bill seeks to achieve that raises grave concerns about effectiveness, equity, efficiency and value for both taxpayers and governments, including those in Quebec. At the forefront of these concerns are the serious negative impacts the bill would have on the employment situation of Canada Revenue Agency employees working in Quebec, as well as their communities as a whole. At committee stage in the previous Parliament, we heard from expert witnesses and stakeholders such as a representative of the Union of Taxation Employees, who warned that “massive job losses will clearly ensue if this bill is passed and the federal government hands over administration of Quebec's federal taxes to the provincial government” and that “the vast majority of jobs that would be lost are held by people living in Quebec who pay taxes there and greatly contribute to the province's economic activity.” As the witness concluded, this “would be devastating, especially for the Saguenay—Lac-Saint-Jean and Mauricie regions. The CRA is the biggest employer in the Mauricie region and one of the biggest in the Saguenay—Lac-Saint-Jean region, along with the mining sector.” These alarming findings are consistent with the CRA's projections, which show that the transfer of the federal administration of Quebec's income tax could jeopardize approximately 6,000 jobs in the 14 CRA offices in Quebec. The transfer would also affect employees in many offices outside of Quebec, such as the office in Summerside, Prince Edward Island, and offices in Ontario, which also process income tax returns. We also learned in the previous Parliament that this bill would likely result in higher costs for taxpayers. The existing tax collection agreements produce efficiency gains that result in cost savings for taxpayers. The transfer of the administration of several provinces and territories to one tax administrator, namely the federal government, creates economies of scale and reduces the administrative burden on each taxpayer. Unfortunately, the bill we are discussing does the exact opposite. This was confirmed by the testimony of a Canada Revenue Agency official when the bill was being studied in committee in the previous Parliament. As she noted, “The required integration between both organizations' processes and technology infrastructures would result in additional expenses. The fixed costs related to the functioning and significant investments in infrastructure by the agency to serve all Canadians will not decrease with such a transfer.” The CRA official confirmed that such a decision would increase costs. She stated, “At a minimum, our estimate at this time is around $800 million.” This was corroborated by the testimony of a representative of The Professional Institute of the Public Service of Canada, who pointed out that “the numbers don't add up. There are no savings or efficiencies to be gained either for Quebec taxpayers or for those in the rest of Canada”, he added. This same union official then went on to point out that “the most efficient and cost-effective way for Quebeckers to have a single tax return would be for them to ask the CRA to administer all tax collection.” This opinion is shared by the representative for the Union of Taxation Employees. That is not to say that we want to go in that direction. As the CRA official clearly indicated at committee, the question should not be whether Canada should be in charge of Quebec's taxes or whether Quebec should be in charge of Canada's taxes. The question should be: how can we simplify taxes for residents of Quebec? Our government completely agrees. That is why we will continue to work and engage with Revenu Québec, with whom we have long had a productive and collaborative relationship, on finding ways to simplify the tax return and reduce the burden on Quebec taxpayers. We will continue to work with Quebec and the other provinces to make things more efficient. Our concerns about the bill go even further. This bill also raises fears about Canada's ability to meet its obligations under international tax conventions and agreements in effect that state that the Minister of National Revenue is the competent authority in Canada. Canada has more than a hundred tax conventions and agreements of this nature and renegotiating them could take years and considerable resources, with no guarantee of favourable results. Our international partners may, for example, not agree to change these provisions or be prepared to interact with two or more distinct tax administrations. This situation could in return have serious consequences on our capacity to fight tax evasion and tax avoidance, which relies on tax information exchange agreements and treaties. Those are the important considerations, and Canadians expect us to take them into account. I want to commend my parliamentary colleagues for doing so when assessing this bill in the previous Parliament and for having rejected this bill. As we clearly stated, our government is open to improving tax administration to ensure the best possible results for all Canadians in terms of fairness, efficiency and value for taxpayers and governments, including those of Quebec. We will continue to work with Revenu Québec to find ways to simplify tax returns and reduce the compliance burden on Quebec taxpayers. This will ensure a better harmonization of our respective tax administrations and make it easier for Quebec taxpayers to complete their tax returns. We are always willing to improve the situation. However, the preponderance of the evidence clearly shows that the bill before us will do the opposite.

Mr. Speaker, this week, my riding of Hochelaga, like the rest of Quebec, is celebrating our national holiday. This year's theme is “One Language, a Thousand Accents”. With its French language, Quebec is a strong nation with a unique identity, a large artistic community, and a resilient and inspiring entrepreneurial and community-centred culture. We are celebrating an open, inclusive Quebec. We are celebrating a Quebec where everyone is welcome, regardless of their French accent. Quebec nationalism is for all Quebeckers. Pride in being a Quebecker is about more than political parties. It is the belief that Quebec's future is intimately entwined with its ability to carve a place for itself in Canada and the world, that Quebec is an example of language protection and immigrant integration. There are millions of immigrant Quebeckers who speak French, with thousands of different accents. That is not a trivial or minor fact, let alone an anecdotal one. We should be proud of it and focus on our similarities and shared goals to create a unifying message that respects Quebec's uniqueness. Happy Saint-Jean-Baptiste.

Madam Speaker, I will be sharing my time with the member for Halifax. The government is fully aware that there are currently inflationary pressures all around the world. Every country in the globe is facing the same challenge of reviving the global economy. We all have to deal with the disruptions in the supply chain. Then we have to add to that the current instability of global markets because of Russia's attack on Ukraine. This invasion has resulted in rising costs for raw materials, which will put upward pressure on prices. Canadians are worried about the rising cost of living and we understand that. I want to assure the House that the government is taking tangible measures to help Canadians absorb the rising cost of living. The government is there to support Canadians, especially the most vulnerable. Let us also put things into context. Canada's inflation rate is currently 5.7%. The inflation rate in Canada is lower than it is in the United States and the United Kingdom. It is also lower than the average rate for the G7, G20 and OECD countries. Canada does, however, have the highest rates when it comes to economic recovery. There are more Canadians working now than there were before the pandemic. There are more businesses open in Canada than there were before the pandemic. Canada's job rate sits at 112% of what it was during the worst of the pandemic, in spite of omicron's impact on Canada's job market. We have vastly outperformed the United States, where just 90% of the jobs lost have been recovered. Canada's real GDP has now surpassed its prepandemic level. The economic recovery is well under way, even though progress is slower in some sectors. This is why we have maintained targeted measures to provide assistance where required. Russia's invasion of Ukraine does, indeed, represent a major new source of uncertainty for the global economy, and it has led to a significant increase in the price of oil and agricultural products. That said, I hope that the member for Abbotsford will agree that the measures taken against Russia were and still are necessary. Quick, decisive action was needed, and that is exactly what the Canadian government did. We worked together with the European Union, the United States and the United Kingdom to implement the harshest sanctions every placed on a major economy. For these sanctions to truly be effective and have a real impact, we have to be prepared for some temporary consequences for our own economy. That said, I would remind the member for Abbotsford and everyone in the House that government assistance programs are indexed to inflation. This ensures that the benefits paid to Canadians increase in line with the rising cost of living. This is true of the Canada child benefit, the goods and services tax credit, the Canada pension plan, old age security, and the guaranteed income supplement. Speaking of old age security, this pension benefit is going up as of July for people aged 75 and over. Roughly 3.3 million Canadians will benefit from this, and they do not have to take any action. These seniors will automatically receive the additional payment if they qualify. This 10% increase will provide an additional $766 in the first year for seniors receiving the full pension. The Canada child benefit that I just mentioned is also a key part of our efforts to make life more affordable for Canadian families. This program helps 3.5 million families with children each year. Compared to previous child benefit plans, the program puts more money in the pockets of nine out of 10 Canadian families. The benefit has already lifted 435,000 children out of poverty and, every year, the payments are indexed to keep up with the increase in the cost of living. We are also working with the provinces and territories so that Canadian parents across the country can access early learning and child care services at an average cost of $10 a day. We have entered into agreements with nine provinces and three territories, and we are continuing our discussions with Ontario. I carefully read the motion moved by the member, and I have to say that it would not do much for many Canadians. The motion calls on the federal Parliament to reduce the Quebec sales tax on gasoline and diesel. That is not a federal jurisdiction and we cannot reduce a provincial tax. The Government of Quebec has already indicated that it has no intention of reducing the tax. The member for Abbotsford can challenge that if he wants to. As I stated earlier, our government realizes that the high inflation rate around the world has a real impact on Canada. We will remain vigilant. We will continue to be there for all Canadians, to make life more affordable for families, to build a resilient economy, to ensure that no one is left behind, and to build a stronger, fairer, more competitive and more prosperous economy. We want to build a Canada, and a Quebec, that is sustainable and united, fairer and more equitable, because no one can be left behind.

I hope my colleagues in the opposition will call on Quebec to increase francophone immigration, because this is one way to maintain this population in Quebec and throughout Canada.

Mr. Speaker, I will not deny that the Liberal Party and the government made commitments on electoral reform in 2015. However, it would be such a major reform based on the democratic rule of law that we cannot base it only on a majority decision. This reform must be unanimous and the product of consensus. This consensus did not exist at the time, which is why the reform was not carried out. That being said, I still think, like my colleague, that electoral reform needs to be addressed in Canada in order to make it more representative.

Mr. Speaker, it is unfortunate that every time the Bloc Québécois moves a motion, it is also a way for them to make partisan political gains. Yes, I did say partisan gains. In this instance, an independent commission is dealing with this issue. We work together every day for the good of Quebec. Today's debate in the House, however, is politicizing the issue. Quebec's demographics and weight depend on many things, not only on representation by its members, but also on the growth of its population, especially its francophone population. This is also the Quebec government's job, and it must take responsibility for it.

Mr. Speaker, today it is my turn to rise in the House to address one of the important processes of our democracy: electoral redistribution. Indeed, the official process of redistribution of electoral districts must, by law, take place every 10 years. For 60 years, independent, non-partisan electoral boundaries commissions have been responsible for redrawing our electoral maps. These commissions were created in 1964 when Parliament passed the Electoral Boundaries Readjustment Act. This independent approach was introduced to avoid the risk of political interference in this important process. It is an approach that aims to maintain the integrity and transparency of our democratic systems and institutions. Moreover, we have seen, through several events in recent years, and again recently, how fragile the public's confidence in our democratic institutions can be. This is why it is so important to properly follow the process of redrawing the electoral map. While this process has already begun, Elections Canada has already made a proposal that, as a member from Quebec, I find surprising. No matter what anyone says or does, it is not the federal government's decision to reduce Quebec's weight in the House. This proposal comes from a completely independent institution and is not a political matter. Still, for the Bloc Québécois, this is another way of trying to create debates and disputes between Quebec and the federal government. The fact is, the Bloc Québécois is not the only party making sure Quebec's voice is heard in the House. The Bloc Québécois is not the only party fighting for Quebec. The Bloc Québécois certainly does not have a monopoly on being Québécois. As a proud member from Quebec and a proud Quebecker, fighting for Quebec is what I do and have done every day since being elected. The people taking action for Quebec are not the ones on the opposition benches; they are the ones in government. Since 2015, that is exactly what we have been doing every day: delivering concrete results. We are making a difference in the lives of all Quebeckers. We invested a record $1.8 billion to build housing and tackle the housing crisis affecting all of Quebec, especially our wonderful metropolis. We signed a $6-billion agreement to create thousands of child care spaces in Quebec because we know there is a shortage of spaces for Quebec families. We invested $172 million to take effective action in partnership with cities against homelessness in Montreal and elsewhere in the province. We will connect all Quebeckers to high-speed Internet thanks to record investments in Canada-Quebec operation high speed. We were there with the Canadian Armed Forces to help seniors in long-term care homes at the height of the pandemic. Our armed forces also supported the vaccination campaign during the pandemic in Quebec. That is what we have been doing. We take concrete action for Quebeckers ever day. Getting things done for Quebec comes from having Quebec MPs in government. I am very proud to be part of a team of 35 Liberal MPs who are getting results for Quebec every day. What this motion is trying to do, to some extent, is to show that the federal government is disconnected from Quebeckers and that it does not hear their concerns. Quebec's political weight has always been important, and it will not be eroded in 2022 under our government, which is there for Quebec. We must not politicize this debate. Unfortunately, it is being implied that the federal government has contempt for Quebeckers, but the reality is quite different. I still remember an announcement that our government made in 2017. For the first time, the federal government invested $2.4 million to fund Quebec's national holiday. The Bloc Québécois may have already forgotten that this was the first time the federal government funded Quebec's national holiday, that federal money was invested in the national holiday. It was also our government that invested $750,000 to develop Espace René-Lévesque in New Carlisle, the hometown of one of our great democrats from Quebec. I would like the Bloc Québécois to admit that and to commend the federal government on such initiatives, which preserve the memory of René Lévesque. It will also be our Liberal government that will bring forward the modernization of the Official Languages Act to protect our beautiful French language. We are also taking action to protect the French language and francophone culture on major digital platforms. These are several examples of how the Liberal Party is taking concrete action for Quebec. We still have a lot of work to do, but I can assure the House that the 35 members from Quebec on this side are working hard to improve the lives of Quebeckers. Whether it is to defend our culture, our languages, our progressive values, or the desire to leave a green future, we will always be there to fight for Quebec. We all agree that the demographic weight of a francophone nation must be preserved. However, I do think that it is a shame that we have politicized this debate today instead of taking a more unanimous stance.

Madam Speaker, I would like to thank my colleague across the aisle for her intervention. As I was saying, in my riding, a large number of students are obliged to live together in small and increasingly expensive apartments. There is also a real homelessness problem, and providing more housing is an obvious solution. I am thinking about the organization L'Anonyme, which, thanks to funding from the Reaching Home program, was able to offer housing to people who do not qualify for social housing, and the organization CAP-CARE, which used the $1 million in funding it received to provide more than 22,000 overnight stays to people dealing with homelessness. Today, these people are living in uncertainty, not knowing whether they will be able to find a permanent home to meet their urgent need. I would also like to point out the close connection between poverty, access to housing and drug addiction. Poverty and homelessness are among the major causes of the opioid crisis. Across Canada, 17 people die of drug-related causes every day, and in Montreal alone, 14 die every month. Montreal's regional public health care department recorded a 25% increase in drug-related deaths between March 2020 and March 2021. Organizations such as L'Anonyme, Dopamine and CAP-CARE are on the front lines of the opioid crisis. I would like to take this opportunity to thank them for their commitment, their dedication and all the work they do every day on the ground. The government and I are aware that there is still a lot to do, especially in the riding of Hochelaga. From coast to coast to coast, our government will work tirelessly in collaboration with the provinces and territories to improve access to housing, free up funds for more housing units and protect Canadians' rights. Access to housing is an essential need, but access to high-quality green spaces close to home is good for physical and mental health. Access to a high-quality living environment is also a right. Our government is investing more than $60 million to reduce pollution, adapt to climate change and support clean economic growth. These are our priorities. Hochelaga and Montreal East are particularly affected by climate change. Our industrial past has left its mark, with highly contaminated land, heat islands, a lack of transportation infrastructure and bike paths, and, of course, a conspicuous lack of green spaces. In fact, a group of doctors recently wrote the following in an open letter in La Presse: ...the most disadvantaged neighbourhoods, such as Hochelaga-Maisonneuve, have a greater lack of green spaces and a higher number of heat islands. Let us be clear: This is a deadly combination. It is vitally important for all of us to move forward with strong, bold measures. That is why the government wants to cap and cut oil and gas sector emissions, invest heavily in public transit, and mandate the sale of zero-emission vehicles. We need to support local initiatives so that all communities across the country can help fight climate change. One concrete example in my riding is the funding of a vertical greenhouse in a major industrial area. This is a first in Montreal East. This farm will eventually be able to grow 80 tonnes of vegetables for food banks and for the community. Not only do we need a roof over our heads and a high-quality green community, but we also need full refrigerators. I would like to take this opportunity to acknowledge organizations working in the food banks and on the front lines. We are lucky that they have been there to support everyone in the community, including seniors, families, and people experiencing homelessness. I want to thank them very much. A resilient and inclusive economy means that we as a government will be there to help families, workers and businesses get through the pandemic. We are people of action. We know that my colleague, the Minister of Finance, tabled Bill C-2 to extend certain programs to support the economic recovery. We will continue to make sure that no workers are left behind by establishing the Canada worker lockdown benefit and extending the caregiving benefit and the Canada recovery sickness benefit. Not a day goes by without employees, employers and community organizations telling me that they and their businesses were saved by the measures we took during the pandemic. One important measure in the throne speech is the first-ever Canada-wide early learning and child care system. This will not only support the economy, but it will also help women get back to work. We know that women have been hit hard by the pandemic. It is unacceptable that families should have trouble finding affordable day care for their children. It is unacceptable that fathers and mothers should have to choose between their career and their children. Our government has reached an agreement with the government of Quebec. This historic $6‑billion agreement will help improve Quebec's child care system, a system we have been very proud of for more than 20 years. Many members of the House came to Canada as immigrants. We rely on many entrepreneurs, artists, restaurateurs, scientists, professors emeritus and workers from other countries, to name but a few. These people have helped build a resilient and competitive country, and they continue to do so. Our economy's vitality will depend on our ability to welcome new Canadians, and our government is committed to streamlining that process. I would like to thank the team in my riding and my colleagues' ridings for their work. My team has worked on more than 400 immigration files since I was first elected. The most important issue for our government is the fight against COVID-19, and I think that we can all agree that it is the number one priority. We have seen with the variants that we still need to remain vigilant. That is what we need to do and will do in collaboration with the other levels of government. We gave health care workers across the country the tools to fight COVID-19. I do not have strong enough words to thank our health care workers and frontline workers for what they have done. We can now be proud that 85% of Canadians aged 12 and over have been vaccinated. This is a good example of how we can do anything when we work together. We are aware that there is still work to do when it comes to access to health care. We need to work with the provinces and the territories to strengthen the health care system and find solutions to specific problems, in particular mental health issues. As a racialized woman, I have been a victim of racial profiling. My children, who were born in Quebec, have also been profiled. We need to recognize that systemic racism exists and that we need to do something about it. It is time for a change, time to make sure that people are protected against discrimination. That starts with reforming the criminal justice system and policing. As a proud francophone, I am pleased to see that the modernization of the Official Languages Act is one of our governments' priorities. We need to protect and promote the French language, which is a minority language in North America. I will conclude my speech by talking about the Broadcasting Act. There is a climate emergency, but there is also a real francophone cultural emergency. I urge all of my colleagues in the House to vote in favour of the upcoming bills aimed at safeguarding the French language in Canada.
