Mr. Speaker, community organizations have been working hard to present and develop projects under this national program. Seniors need these projects, which involve things like delivering meals and helping with transportation.
We are working on solutions with Quebec because we want to make sure that community organizations get the money they need to help seniors. There are not two classes of seniors; there is only one, and this government will be there to help them all.

Mr. Speaker, I thank my colleague for her question. It is extremely important that our government invest in training. We are making historic investments in training.
We will continue to work with businesses across Quebec. As the minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, that is exactly what I am doing. I am working very closely with my colleague, the Minister of Labour, who is investing record amounts in training.

Mr. Speaker, according to the Fédération du Québec pour le planning des naissances, every dollar invested in contraception saves the Quebec government $90 in health care costs.
Not all forms of contraception are available at this time. For example, IUDs are not covered by pharmacare. I would like to ask my esteemed colleague what she thinks about increasing access.
It is not a matter of jurisdiction, but rather it is about saying that we will work with Quebec. We want to ensure that all women in Quebec do not have to choose between paying for contraception and paying for groceries. They do not have to choose.

Madam Speaker, I am also from Quebec and I fully respect Quebec's jurisdictions.
I have a question for my colleague. Does he not know that, right now in Quebec, IUD fittings, for example, are not covered by insurance? Women have to pay every month for their method of contraception, which costs between $20 and $30. Many women choose not to take contraceptives.
Why not simply join a program that will give all women free access to their choice of contraception?

Madam Speaker, I thank my colleague from Pontiac for her question. I am very anxious to know what the Quebec Conservatives are saying to their colleague from New Brunswick Southwest, who wants to wipe out the regional economic development agencies.
Every dollar they invest generates more than four dollars in investments. Unlike the Conservatives, we believe in investing in economic growth and job creation. They just want to make cuts. Even provincial Conservatives are terrified of their austerity plan.

Mr. Speaker, I am the minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, or CED. If there is one sector that CED has assisted in every region, including the regions of Quebec, it is agriculture. We supported agricultural processing and farm businesses in making the green transition to ensure that they also contribute to achieving net-zero emissions. CED is active in all regions of Quebec. We will continue to be there to help them through this transition.

He knows as well as I do that our government has done more for housing than any government in recent decades. For the first time, we have reinvested in co-operative housing, which is one thing Montreal is known for. We will continue to enter into agreements like the one we just made with Quebec, where we announced $1.9 billion for affordable housing throughout the regions of Quebec.

He can tell everyone in Alfred-Pellan and the rest of Quebec that, as of today, the tourism growth program for Quebec is ready to receive project submissions from SMEs, not-for-profit organizations and indigenous communities.
Our delivery partners, the Société des attractions touristiques du Québec and Indigenous Tourism Quebec, will select projects to enhance and diversify visitor experiences.
The Conservatives do not believe in tourism. They want to make cuts everywhere from Saguenay to Gaspé. Here on this side of the House, we will support all of Quebec's tourism projects.

Madam Speaker, the Canada Economic Development for Quebec Regions has been in existence for 50 years. In that time, the agency has injected billions of dollars into the innovation, growth and productivity of thousands of Quebec businesses.
The Conservative Party members from Quebec say they want to support businesses, but they voted against Canada Economic Development funding, which supports regional economic growth.
I will continue to work with the member for Lac-Saint-Louis on behalf of all regions in Quebec and all Quebec businesses.

Mr. Speaker, I would like to remind my hon. colleague that on this side of the House we do not insult the mayors of cities in Quebec. We work with the municipalities.
On this side of the House we actually get real deals done, unlike him, when he was housing minister. We build real housing. We are going to keep working with all Canadians to put a roof over their heads.

I would like to remind her that this was not the first but the second extension that we gave to all businesses, and that there is no business that cannot get support from the government. If they cannot pay back their loan, we will guarantee that loan for three years at an interest rate of 5%, which means that they have to reimburse about $250 a month.
Not only that, but Canada Economic Development is looking to the future. I just made announcements in Drummondville, Sherbrooke and a number of regions in Quebec. We will continue to support businesses in making the much-needed green transition.

Mr. Speaker, I thank my opposition colleague and I can see he is very passionate about this.
Having said that, I am happy to be on this side of the House, with a government that began rolling out the very first national housing strategy in 2016 to put a roof over the heads of Canadians across the country, rather than with a party that wants to insult the mayors of our cities, because when someone insults mayors in Quebec, they are insulting all Quebeckers.

Mr. Speaker, the gift came from the Conservatives last week when they put their ideology of budget cuts and austerity on full display. Cuts like those hamper Quebec's economic growth, especially in the tourism industry.
Why are Quebec Conservatives unwilling to make cuts to the tourism growth program on the Prairies, but happy to do so in Quebec, the north or Ontario? The Saguenay Fjord is less important than the Prairies. The Plains of Abraham are less important than the Prairies. The St-Tite western festival is less important than the Calgary Stampede. On this side of the House, we are there for all Quebeckers. The Conservatives should be ashamed of themselves.

Mr. Speaker, my colleague is absolutely right. Our government is a partner in economic development, not only in Quebec, but across the country.
Unlike the Conservative leader, who wants to take us back to the Stone Age and fossil fuels, we are investing in innovative green projects, such as the Carrefour d'innovation bioalimentaire de l'Est in Montreal, the transformation of mine tailings into fertilizer in Thetford Mines and the manufacture of brake pads for wind turbines in Gaspésie.
We will continue to invest in the economy of the future. I would like to know what the Conservative Party is going to cut for business owners in Quebec.

Again, Quebec is the only province that has an agreement with the federal government on immigration. We send Quebec more than $700 million a year, including for work on the integration of immigrants into French-speaking society in Quebec.
We will continue to work with Quebec. As my colleague mentioned, he has a meeting with the Government of Quebec to discuss immigration thresholds and how we are going to work together to ensure that we properly welcome refugees and asylum seekers.

I would remind her, as I am sure she knows full well, that the agreement we have with Quebec gives it the power and jurisdiction to choose its immigration thresholds. We are working very well with Quebec, and we will continue to work with our Quebec counterparts to create an immigration system that meets our needs, the needs of Quebec and the needs of francophones in Quebec.

Mr. Speaker, our government was the one that said it first: French is in decline and it has to be promoted and supported.
We passed a new Official Languages Act that the Bloc Québécois supported. It is very misleading to calculate spending at roughly $70 million over 27 years when in fact we have been giving Quebec $500 million to $700 million a year for the past 30 years to support francization. We assist Radio-Canada and Telefilm Canada because, on this side of the House, we support not only French, but francophone content as well.

Mr. Speaker, I agree with my colleague that there are several thousand businesses and SMEs in Quebec.
We have been there for them. We are still there for them today and we will continue to be there for them tomorrow. The measures we have put in place are flexible, responsible measures that will help businesses pay back these loans.

Mr. Speaker, I thank my colleague for her question. As she is well aware, 99% of Quebec's economy is made up of small and medium-sized businesses. We know that the global inflationary environment is difficult. That is why we are offering additional flexibilities for small businesses to repay their CEBA loans.
We have been there, we are there, and we will be there. On Friday, I was in Bromont to give funding to Stûv America, a company that will create new jobs and promote growth. Canada Economic Development is helping many businesses in Quebec. We are talking about 1,300 projects since last year.

Mr. Speaker, as my colleague said, our government knows that SMEs are still facing challenges. I am proud that CED is supporting SMEs with its 12 regional offices throughout Quebec.
Over the past year, we have invested over $200 million in more than 580 economic projects and $33 million in more than 50 CFDCs that provide businesses in every small municipality in Quebec with assistance to spur economic development.
I look forward to meeting with representatives of the Grand Roussillon chamber of commerce and industry and with businesses in the beautiful riding of Châteauguay—Lacolle.
