Madam Speaker, I will be sharing my time with the member for Fredericton. I rise in the House today to talk about the undeniable fact that the people of Quebec and Canada are increasingly diverse. As a society, we are being called upon to ensure diversity in all sectors. In 2016, 22.3% of Canadians reported being members of a visible minority and 4.9% reported being members of the first nations, Inuit or Métis. In addition, 70% of these people indicated that they had been born outside of the country. There are more than 250 ethnicities represented in Canada. Statistics Canada estimates that by 2036, visible minorities will represent between 31% and 36% of the population. In spite of these statistics, indigenous peoples, Blacks, racialized communities and minorities are subject to racism and discrimination on a daily basis, at work, when applying for jobs or a promotion, or when renting or buying a house. The notion of systemic racism and discrimination refers to an organizational culture, policies, directives, practices or procedures that exclude, displace or marginalize racialized communities and indigenous peoples. This creates unfair barriers to real options and opportunities, which means that non-racialized groups end up being prioritized over others. In recent years, our government has worked hard to address systemic racism and discrimination, in particular through Canada's anti-racism strategy. We have also focused on including diversity and indigenous peoples across all government policies. When it comes to the research environment, it is important to recognize the need for ongoing and sustainable action to address growing inequalities. Our government is taking important and necessary steps to build a more inclusive society, notably by developing a national action plan on combatting hate and by increasing funding for Canada's new anti-racism strategy. Budget 2022 announced $85 million over four years, starting in 2022‑2023, to support ongoing work to launch a new anti-racism strategy and a national action plan on combatting hate. This funding will support community-based projects that ensure Black and racialized Canadians and religious minorities have access to resources so they can fully participate in the Canadian economy, while raising awareness of issues related to racism and hate in Canada. Fighting racism and discrimination also means working to ensure that this diversity is better represented among our scientists and researchers. After decades of neglect, our government has reinvested in the scientific community. Budget 2022 provides $38.3 million over four years to add new Canada excellence research chairs. The Canada research chairs program aims to make Canada one of the world's top countries in research. This requires us to ensure better representation, and we have a long way to go. In 2016, visible minorities were about 13%; today, this figure is just over 22%. For new researchers, especially those from diverse backgrounds, it is very difficult to find their place in the scientific community, because historically the scientific community is a white Western community based on white knowledge. This refers to a white elite that has grown up in conscious and unconscious privilege. There is a lot of work to be done to ensure that we include diverse communities and indigenous peoples in the scientific community and to break out of historical white paradigms that do not represent multiple perspectives. Today we need to work toward a multiplicity of knowledge. Paradigms are diverse, and the multiplicity of knowledge helps give people a greater understanding of the world, an understanding that is more open to different perspectives. Research criteria and scientific rigour are the same for everyone. I find it dangerous to claim anything else. We need to recognize the challenge that indigenous and diverse peoples face when taking their place in the scientific community. It is a real challenge. It is critical because, once again, a multiplicity of knowledge brings diverse perspectives. It provides a broader spectrum of knowledge, and fosters a broader and more inclusive understanding of the world. This multiplicity of knowledge is expressed through the diversity of researchers who have experienced the realities of racialized communities and indigenous peoples. Otherwise we end up with a single world view in a monolithic identity, and that is the danger looming over Quebec. If you are from a diverse background or indigenous, that means you are not white. Wanting to be sure that we include these diverse perspectives is in no way indicative of a lack of scientific rigour. I would like to point out that if the Montreal police force had not been using hiring selection criteria to ensure that the police looked like their community in the 1990s, we would not see this much diversity on the police force today. While we have a strong legislative framework that supports diversity and fights discrimination, including the Canadian Charter of Rights and Freedoms, we have witnessed some troubling events here and abroad in recent years, which tells us that the charters and laws are not enough and that better representation of diversity and indigenous peoples in the scientific community is part of the work that remains to be done. Eliminating racism and discrimination is part of the government's responsibility—it is everyone's responsibility, in fact—to support a society that brings out the best in its members and treats them with dignity and respect. Treating people with dignity and respect means acknowledging that scientific rigour is not the issue. The issue is equal opportunity to ensure that our research chairs represent Canada's and Quebec's population as a whole. All Canadians, along with all Quebeckers, have a duty to do their part to fight all forms of hatred, discrimination and systemic discrimination, including at the research chair level.

Madam Speaker, I will be sharing my time with the member for Halifax. The government is fully aware that there are currently inflationary pressures all around the world. Every country in the globe is facing the same challenge of reviving the global economy. We all have to deal with the disruptions in the supply chain. Then we have to add to that the current instability of global markets because of Russia's attack on Ukraine. This invasion has resulted in rising costs for raw materials, which will put upward pressure on prices. Canadians are worried about the rising cost of living and we understand that. I want to assure the House that the government is taking tangible measures to help Canadians absorb the rising cost of living. The government is there to support Canadians, especially the most vulnerable. Let us also put things into context. Canada's inflation rate is currently 5.7%. The inflation rate in Canada is lower than it is in the United States and the United Kingdom. It is also lower than the average rate for the G7, G20 and OECD countries. Canada does, however, have the highest rates when it comes to economic recovery. There are more Canadians working now than there were before the pandemic. There are more businesses open in Canada than there were before the pandemic. Canada's job rate sits at 112% of what it was during the worst of the pandemic, in spite of omicron's impact on Canada's job market. We have vastly outperformed the United States, where just 90% of the jobs lost have been recovered. Canada's real GDP has now surpassed its prepandemic level. The economic recovery is well under way, even though progress is slower in some sectors. This is why we have maintained targeted measures to provide assistance where required. Russia's invasion of Ukraine does, indeed, represent a major new source of uncertainty for the global economy, and it has led to a significant increase in the price of oil and agricultural products. That said, I hope that the member for Abbotsford will agree that the measures taken against Russia were and still are necessary. Quick, decisive action was needed, and that is exactly what the Canadian government did. We worked together with the European Union, the United States and the United Kingdom to implement the harshest sanctions every placed on a major economy. For these sanctions to truly be effective and have a real impact, we have to be prepared for some temporary consequences for our own economy. That said, I would remind the member for Abbotsford and everyone in the House that government assistance programs are indexed to inflation. This ensures that the benefits paid to Canadians increase in line with the rising cost of living. This is true of the Canada child benefit, the goods and services tax credit, the Canada pension plan, old age security, and the guaranteed income supplement. Speaking of old age security, this pension benefit is going up as of July for people aged 75 and over. Roughly 3.3 million Canadians will benefit from this, and they do not have to take any action. These seniors will automatically receive the additional payment if they qualify. This 10% increase will provide an additional $766 in the first year for seniors receiving the full pension. The Canada child benefit that I just mentioned is also a key part of our efforts to make life more affordable for Canadian families. This program helps 3.5 million families with children each year. Compared to previous child benefit plans, the program puts more money in the pockets of nine out of 10 Canadian families. The benefit has already lifted 435,000 children out of poverty and, every year, the payments are indexed to keep up with the increase in the cost of living. We are also working with the provinces and territories so that Canadian parents across the country can access early learning and child care services at an average cost of $10 a day. We have entered into agreements with nine provinces and three territories, and we are continuing our discussions with Ontario. I carefully read the motion moved by the member, and I have to say that it would not do much for many Canadians. The motion calls on the federal Parliament to reduce the Quebec sales tax on gasoline and diesel. That is not a federal jurisdiction and we cannot reduce a provincial tax. The Government of Quebec has already indicated that it has no intention of reducing the tax. The member for Abbotsford can challenge that if he wants to. As I stated earlier, our government realizes that the high inflation rate around the world has a real impact on Canada. We will remain vigilant. We will continue to be there for all Canadians, to make life more affordable for families, to build a resilient economy, to ensure that no one is left behind, and to build a stronger, fairer, more competitive and more prosperous economy. We want to build a Canada, and a Quebec, that is sustainable and united, fairer and more equitable, because no one can be left behind.

Mr. Speaker, before I start, I would first like to acknowledge that I am attending this sitting virtually from the traditional territory of the Kanyen'kehà:ka Mohawk people. I will be sharing my time with the member for Etobicoke North. I too would like to thank all parliamentary employees, as well as the Parliamentary Protective Service, which always keeps us safe. It is thanks to them and their hard work that we are able to do our job today. The first time I went to a protest, I sat in a carriage with my mother on the streets of Santiago. We lived in a country where peaceful protests were illegal and where the police were politically controlled by a dictatorship, which is a non-democratically elected government. My family and I came to Canada as political refugees. As Patrick Lagacé so aptly said, “Real dictatorships do not mess around.” They do not let truckers camp out in the streets of their capital city, waving banners that openly insult the government. No, real dictatorships do not have as much respect for the rule of law. They do not have a charter of rights and freedoms that guarantees protections to all. I am also hearing my colleagues talk about the tragic events of the October crisis in 1970, and I can understand that. I can understand that Quebeckers are not comfortable, given the trauma they may have experienced in the past. I understand that invoking the Emergencies Act reawakened and reinforced this sentiment. However, that context was very different from today's, and drawing parallels between the two laws is an undesirable shortcut. It politicizes a historical context that is different from the one we have today. Based on the calls I have received and the conversations I have had, especially with my constituents, people can differentiate the past from the present. Our government invoked the Emergencies Act because the current situation warrants it. We saw what happened over the weekend. For 24 days now, blockades have been illegally disrupting Canadians' lives and have impacted our economy and public safety. The trucks came to town to protest vaccine mandates, but the protest rapidly morphed into an occupation of the city by people who openly and officially stated that their goal was to overthrow the government. This protest was a total violation of the public order. As someone from a family of left-wing socialist activists, am I happy that the Emergencies Act has been invoked? Definitely not. In the current context, however, it is the responsible choice. This legislation does not seek to remove the right to protest, which is essential in a democracy. It is a right that we need in order to defend all our other rights. Historically, protests have led to significant political and social changes. Every international human rights instrument recognizes the right to peaceful protest and its importance to freedom of expression, and the Canadian Charter of Rights and Freedoms is no exception. We have seen it before: a peaceful protest is the historic march involving half a million people who took to the streets of Montreal to protest climate change in 2019. It is the thousands of young people who stood up for students' rights in 2012. What we are seeing in Ottawa is not a peaceful protest, but a coordinated occupation and obstruction, and acts and threats targeting the very foundation of our democracy. Tamara Lich is not a trucker. She was the secretary of the separatist Maverick Party and creator of the convoy's GoFundMe campaign. The speculation that the movement benefited from foreign funding donated with a view to destabilizing Canada has now been made public. Jessica Davis, an author and former employee of the Financial Transactions and Reports Analysis Centre of Canada, said, “Is it possible that some of this money is coming in from overseas? I think that this is a very important hypothesis to explore.” The right to protest cannot be used to occupy a city. The right to protest cannot be used to put a city under siege. The right to protest cannot be used to prevent people from going to work. The right to protest cannot be used to scare and harass residents and force them to remove their masks. Obviously, we must protect the right to protest peacefully. However, we know that the situation is no longer peaceful and that many laws have been and continue to be broken. In a democracy, we must take a stand against those who threaten and assault people and prevent them from living freely. At no time should the right to protest infringe on others' rights and freedoms. The freedom to protest also comes with its set of responsibilities. The purpose of the Emergencies Act is not to infringe on Canadians' rights and freedoms—quite the contrary. The Act has a specific, limited and targeted scope. It allows the government to call in essential services, like tow trucks, and enables the RCMP to take quicker action to enforce compliance with local laws. These measures are targeted, temporary and proportional. The specific measures in the Emergencies Act are subject to numerous checks and safeguards by Parliament. These measures must be consistent with the Canadian Charter of Rights and Freedoms. We are all tired of this pandemic. We all want to get back to normal and be done with the health measures. The past two years have been difficult for everyone. Everyone feels that way. Canadians stepped up and followed public health guidelines in order to keep their loved ones safe. I witnessed it in my own riding, where people were helping each other and proving how resilient they are. A crisis like the one we have been in for the past two years really highlights the solidarity between businesses and people. The presence of trucks in the city, the occupation and the blockades have direct consequences for businesses. These are real consequences that are jeopardizing businesses, both big and small, as well as Canadians' livelihoods. We have been through two years of the pandemic, and Canadians do not need another test of their resilience. Everyone deserves to feel safe in their own home. Now is the time for us to fight for an end to this pandemic, to think about the recovery, about our future together, as Canadians, in a country that unequivocally condemns systemic discrimination, that works to end poverty and that fights to help our communities thrive. Now is not the time to sow division. Now is the time to come together and work with one another.

Madam Speaker, I will be sharing my time with the hon. member for Don Valley East. First, I would like to thank the citizens of Hochelaga for entrusting me with a second term. While walking around Hochelaga during my last term, I met with women, men, business owners, shopkeepers, and representatives of community organizations who thanked us for all the help they received during the pandemic. Now that we are in the recovery phase, their demands are clear. Canadians want us to increase the housing supply and access to home ownership, take bold action on climate change, ensure green, resilient and inclusive economic growth, defend diversity and inclusion, and ensure the survival of the French language. That is exactly what we announced in the throne speech. We are in the middle of a housing crisis in Quebec and across Canada. Housing is an essential need, a fundamental right. I would like to remind the House that our government implemented the very first national housing strategy. When I was a young adult, I was living in a two-bedroom apartment on the third floor with my mother and my two brothers, one of whom is in a wheelchair. My colleagues can imagine how hard it was for my mother to climb three flights of stairs every day for years. Today, I am thinking about Fatima, Ali and Joanne, who are on a waiting list for affordable social housing. I think that it is our duty to work together, since the situation has obviously not gotten any better. For families, the stress and anxiety of having to find a place to live that meets their needs are real. Consider students, for example. My riding has a large number of students—
