Mr. Speaker, it is everyone's responsibility to adopt a humanitarian approach to asylum seekers. The provinces have to be on board. If some provinces attempt to gain political advantage at the expense of asylum seekers, that will get complicated. These conversations will be ongoing. We will keep working with the provinces to make sure they are doing their fair share. The burden is obviously greatest for Quebec and Ontario, but we are working to achieve a more even distribution.

Mr. Speaker, sometimes I wonder if the Bloc Québécois is confusing the willingness and the ability to take in asylum seekers. What is clear is that Quebec is doing more than its fair share. However, 54% is an exaggeration. If we look at all the humanitarian streams that Quebec covers, the figure comes down to 24% or 25%. Yes, Quebec is doing more. Clearly, it needs to do more concerted work with the Canadian government, but it will take this partnership between Canada and Quebec that we have and that we will continue to work on.

Mr. Speaker, it is inaccurate that we have been able to extract people from Gaza in 2024. We have a unique program, unique in the world, to get family members of Canadians out from Gaza. It has of yet been unsuccessful because of unco-operative local authorities at the Rafah gates. We urge them to help us in getting those people across the border. That said, I have asked my department to review the humanitarian terms of the program to make sure they are complying with our obligations, without compromising the security of Canadians. We will get people out.

Madam Speaker, I thank the member for her question and, obviously, her passion on this issue. This is not just about coming to Canada and treading water. We have asylum seekers and refugees who are members of cabinet and members of Parliament. One even crossed at Roxham Road and is now a great serving member of Parliament in Ontario. Our settlement services are the envy of the world. I just went to Geneva, and this was noted by my counterparts, particularly in a forum dealing with this issue. Clearly, we can do more. We are facing flows of historic proportions in Canada. This is about coordination with the provinces. This is not the sole responsibility of the Government of Canada. It is shared with the provinces, including the provinces of Ontario and British Columbia. We have to work together to make sure people have shelter over their heads. We provide interim health benefits and interim housing. However, this is absolutely not a long-term solution. We need to do more and we need to do better for people who are here, while they get their due process. They are not necessarily entitled to be here, but if they are so entitled, if they are truly fleeing war or oppression from their source country, they clearly have a home in Canada. That needs to be done quickly and in a way that respects their humanitarian rights.

Mr. Speaker, that is precisely what this measure is about. It is about saving lives in the face of a humanitarian catastrophe. We have said time and time again that we will be flexible about the 1,000-person cap. Right now, the challenge is actually getting an initial list of people out who are pre-approved to cross Rafah gates. I am extremely disappointed with local authorities that we have not been able to get this through, but that will not prevent us from trying. It is very difficult to extend these programs when we cannot even get people out. I am frustrated by it. We are in the House and I would use stronger words outside it, but we need to get those people out and into safety.

Mr. Speaker, I cannot stress more to members of the House how difficult it is to actually get people out of Gaza, a war zone faced with a humanitarian disaster. Our priority remains permanent residents and Canadian families. We are looking at options to expand that to make sure that people connected to Canada can be afforded a safe haven, but again, it is a work in progress. It is extremely difficult to get people out at this time, but we will continue to work hard to do so.
