Mr. Speaker, providing funding to all organizations big or small is a laudable goal, and it is something we need to work on, but that is not what I see here. What I see in this legislation is too much risk. The government would insert itself into this process at the risk of being able to essentially contaminate the well, as they say. There is too much ability here for the government, and frankly any future government, to manipulate things and coerce through very subtle means or very direct means. That is the concern I have. I do not think this is the right approach.

Mr. Speaker, as I mentioned, it is a very important bill. It is currently at the foreign affairs committee, and it really needs to move through the House and become fully adopted. It is one of those bills that is a no-brainer. We should not be allowing people to harvest organs and then get paid to have those organs used. It is one more way that the Uighur people are being violated and taken advantage of. It is not just Uighurs, unfortunately. It is other people around the world too. This bill is very important because it will stop that practice, at least in Canada, for whoever might be affected by it.

Madam Speaker, that is a very good question. This is kind of the heart of what we are talking about here today. Conceptually, it is easy to say this person can speak and this one cannot, but in reality it is very difficult to do that. Who is the person who is going to decide that? We all know there is content on the Internet that is wrong and that is incorrect. We know there is content that is true. It is sometimes hard to tell. That is where we need to do some work. When we start saying that we can listen to this group and not listen to that group, this news organization is valid and this one is not, that is a very slippery slope, as the member stated. We have to be very careful as we go down this road. We do need to have some controls over things, but the way this is written, it gives way too much power to the CRTC to be the gatekeepers in saying who is good and who is bad. That is not a good place for us to go. We need to be very concerned about that.

Mr. Speaker, I also have a petition today, which I am pleased to present, in support of Bill S-223. This bill is about organ harvesting and trafficking, making it a criminal offence for a person to go abroad and receive an organ taken without the consent of the person. I note that this has been passed in the Senate unanimously three times, and for 13 years it has been in the House and the Senate. In 2019, the bill passed in the exact same form, so the petitioners are hoping that we will get it passed this time.
