Mr. Speaker, our hearts go out to all of the people and families who are affected by this horrible earthquake that has taken place in Turkey and in Syria. I have been in touch with many Canadian NGOs that are either working in Syria or trying to get support into Syria. Our government has already pledged a matching fund of an additional $10 million. I can assure the member that our government will be doing more.

Mr. Speaker, I would like to thank the hon. member for his advocacy and hard work on this very important issue. All children and youth have the right to quality education and the chance for a better future. That is why our government is pledging $87.5 million over four years to “Education Cannot Wait”, the United Nations global fund for education in emergencies and protracted crises. Our contribution will provide support for 20 million crisis-affected children in accessing quality education, particularly girls and adolescent girls living in hard-to-reach places and fragile or conflict-affected areas.

Mr. Speaker, I want to thank the Humanitarian Coalition, a group of Canadian NGOs that do this amazing work. Yes, we have announced a matching fund of $10 million. This is in addition to the $10 million we have already committed. Our needs assessment is currently ongoing and all options are on the table, including additional matching funds. We will even consider direct funding to the Humanitarian Coalition to help the tremendous work that it is doing on the ground.

Mr. Speaker, I want to thank the member for his important work in development. This is a great opportunity for me to highlight International Development Week and our feminist international assistance policy. Through our feminist international assistance policy, we fund programs that address food security while giving women and girls equal access to education and resources. I will give members an example of this. A study found that if women farmers had the same access to resources as men, there would be an over 40% reduction of people living in hunger. We will continue to fund programs that have a direct impact on reducing hunger around the world and that increase women and girls' participation in decision-making.

Mr. Speaker, our government stands ready to support those affected by these devastating earthquakes. This is why today I authorized an initial emergency humanitarian response of $10 million to support the people of Turkey and Syria. This is in addition to the $50 million in funding that we provided for disaster response in Syria, and our international partners on the ground have already initiated emergency response activities. We are also conducting need assessments because we will be doing more.

Yes, we are looking at a matching fund as well. I was just speaking with the head of UN OCHA regarding our response and we are looking at all avenues of support. We will have more to say on this.

Mr. Speaker, the climate crisis is causing a food security crisis for the most vulnerable around the world. Hunger leads to conflict. This is why Canada was the fourth-largest single country donor to the World Food Programme in 2021, providing over $306 million in humanitarian funding for emergency food and nutritional assistance to people in need. I want to take this opportunity to thank the members of the World Food Programme and the many other organizations for feeding the most vulnerable on our planet.

Mr. Speaker, Canada remains deeply concerned about the critical and worsening humanitarian situation that is unfolding in Afghanistan. This is why I announced that Canada is providing an additional $50 million for a total of $156 million in 2022 to help support the people of Afghanistan, particularly women and girls. The funding will allow Canada's humanitarian partners to provide life-saving assistance to ensure that humanitarian goods are dispatched and that workers continue to be able to support the Afghan people.

Mr. Speaker, Canada has stepped up when it comes to food security crises around the world. The impact that Putin's war in Ukraine has had on the food security crisis in the world is very troubling. That is why Canada has stepped up. We have announced approximately over $70 million to help. We have also announced funding for Afghanistan, Syria and the Horn of Africa. In fact, I just visited three nations in Africa to talk about the food security crisis, and this was one of the main topics we discussed at the G7. We will have more to say about this later.

Mr. Speaker, I would like to thank the member for Willowdale for his strong advocacy. Since 2015, our government has been present for the Syrian people, with over $4 billion in funding, which includes significant humanitarian development and stabilization assistance. Today, I announced that we will continue to be there for them, with additional funding of over $229 million to Syria and the surrounding region. This funding will help the crisis-affected people to meet their basic needs, such as food, sanitation and health services, and empower women and girls in advancing gender rights.

Mr. Speaker, our government is committed to women's health as a long-standing priority. That is why I recently announced $40 million in additional funding to support the Global Financing Facility's “Reclaim the Gains” campaign, bringing Canada's total contribution to $190 million. The funds will help lower-income countries improve the resilience of their health systems and reverse the impact of COVID-19. Canada sees the GFF as a critical part of strengthening country-led health systems and reinforcing sexual and reproductive health rights as core components of the health care system.

Mr. Speaker, I want to thank the member for Dorval—Lachine—LaSalle for this question and for her hard work. The conflict in Yemen continues to impact almost 20 million people who need help, especially women and children. This is why last week I announced an additional $62.5 million in funding to help with urgent humanitarian needs. By providing food assistance, clean water, sanitation, protection and health care, this aid will help the Yemeni people whose lives have been impacted by this.

Mr. Speaker, I want to thank the hon. member for Mississauga—Streetsville, who is also the first Filipina in this chamber. Today, I am announcing that Canada will provide an additional $2 million in funding for life-saving humanitarian assistance to the Philippines to help the most vulnerable people affected by typhoon Rai. This funding builds on the $3 million of humanitarian assistance announced last year that Canada provided to the Philippines. Our hearts go out to everyone impacted by this typhoon.
