Mr. Speaker, the second petition that I have harmonizes with work done at the fisheries and oceans standing committee. Basically, the undersigned citizens of Canada call on the Minister of Fisheries, Oceans and the Canadian Coast Guard to immediately prohibit any transfer of commercial fishing licences and quotas to foreign interests or beneficial owners who are not Canadian.

Mr. Speaker, I have two certified petitions pursuant to Standing Order 36. The first recognizes long wait times and inconsistent standards of service delivery, which have a significant negative impact on the physical and mental well-being of Canadian Armed Forces veterans, as well as current and former members of the Royal Canadian Mounted Police. The petitioners ask that the Minister of Veterans Affairs commit to remedying the situation, which has been allowed to exist for too long.

Madam Speaker, to be honest, the hon. member's question is key. The first thing we have to do is really get a firm grasp about what is causing prices to be so high. Hon. members would point to the carbon tax, but there was a report out of the University of Calgary that said, no, that was not really it. We would point to the war between Ukraine and Russia, with Ukraine's exports of grains being greatly reduced because of the conflict, which has had a chilling effect on the availability of food around the world that then had an effect on prices. However, it is anti-competitive behaviour at a time when all of the major grocery chains are recording record profits that suggests there is something not working properly in the free market system. That, I think, is the purpose of the Competition Act amendments.

Madam Speaker, I have a petition from the membership of the Fleetwood Christian Reformed Church asking for the expedition of the private sponsorship of Afghan refugees to Canada. The church has been active in sponsoring refugees for 40 years. Right now it is seeking to bring 16 Afghan refugees to Canada. Its concern is that the processing time is lengthy and it would like it reduced to a maximum of one year. I am pleased to present this petition on behalf of the petitioners.

Madam Speaker, on a point of order, I believe the rules of presenting petitions are that there should be a brief summary and do not allow a member to literally fill up the time that might be asked for by other members presenting petitions. The member should be directed to keep it brief. This is not a speech.
