Mr. Speaker, we are all hearing from constituents across Canada about the tremendous toll that the cost of living is taking as it continues to skyrocket. One group, in particular, I am hearing from in my riding of Nanaimo—Ladysmith are those living with disabilities. It is not enough for people living with disabilities to receive $200 a month. There was a glimmer of hope that people living with disabilities would finally be lifted out of poverty, that they would be consulted by the government in the way they deserve to be. When will the Liberals finally consult with those living with disabilities? When will they ensure that people living with disabilities are no longer legislated into poverty?

Madam Speaker, I want to acknowledge that it is essential that we are moving forward. We seem to be on the same page on ensuring that we get the answers we need about how we got into this mess in the first place with the ArriveCAN app. I think this speaks to some bigger issues around the process of how money is being allocated to consultants and being contracted out. One thing that came up and that the member mentioned in her speech was this process in which the criteria for this contract was developed by the exact people who would receive the funds and are in question today. Why does the member feel it is a concern that the criteria was developed by the same people who received the funds to follow through on the contract? What does that mean for how Canadian taxpayers' money is being utilized?

  • Re: Bill C-22
Mr. Speaker, yes, it is important that we talk about the specificity of the bill. I have a couple of thoughts on that: First, the Liberals have been in power for seven years. There has been a lot of time in which the consultation could have been done. Absolutely, people who are living with disabilities need to be involved in this process right from the very beginning to the very end. Who knows best but those living with disabilities? We also need to recognize that it is time to move forward with action. Rabia Khedr, the CEO of DEEN Support Services and national director of Disability Without Poverty stated her position that people with disabilities need money now. They are sick and tired of being consulted. The government should know the problem by now and it is time to deliver. Those are not my words. This is what we are hearing from those in the community, and they are saying that they need these supports now. That is coming from them, so it is time for us to listen.

Madam Chair, I am hearing from first nations that are worried about this transition taking place without a robust consultation and the resources they need to support their communities. Can the minister point to concrete steps that the government has taken to fund a just transition for these communities, and if there are none, when will we see them?

Madam Chair, does the minister agree that the department is doing enough to consult with first nations when DFO still has not shared with indigenous communities where their knowledge and expertise will fit within the PSSI?
