Mr. Speaker, it is an honour to be here today to speak on the topic of Bill C-19, an act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures. Over the past two years, we have faced unprecedented challenges. There is no part of our lives that was not impacted in some way by the coronavirus pandemic. Challenges were both personal and collective in nature. “Budget 2022: A Plan to Grow Our Economy and Make Life More Affordable” contains significant investments in key areas that would help Canadians continue to recover from the detrimental impacts of the pandemic. Despite the challenges we have faced, Canada has emerged stronger. Because of our government's response to the pandemic, we are able to maintain the lowest debt-to-GDP ratio relative to our G7 international peers, with one of the fastest recoveries. We have the strongest job recovery in the G7, having recuperated 112% and maybe even 115% of the jobs that were lost since the peak of the pandemic, and our unemployment rate is down to 5.5%. This nearly matches Canada's best unemployment rate in 50 years, which we saw in 2019 when the unemployment rate was 5.4%. The targeted investments in budget 2022 are designed to support people, economic growth and a clean future for everyone as we continue to navigate pandemic recovery. Through these targeted measures, this budget would help make it easier for Canadians to buy a home and move forward on dental care, help Canadian businesses scale up and grow, ensure that wealthy corporations pay their fair share, invest in a clean future, and help Canada become a world leader in producing electric vehicles. I would like to take this opportunity to highlight just a few of the many important investments outlined in this budget that are particularly impactful for my riding of Surrey Centre. These include important investments in housing, immigration, health and dental care. Regarding housing, we know that access to safe and affordable housing remains an incredible challenge for far too many. This is an issue that constituents raise with me often. Access to safe and affordable housing is one of the biggest concerns faced by many residents in the lower mainland. This region has some of the highest housing prices in the country, and as our population continues to grow, we need more homes to meet the demand. Surrey Centre has been a recipient of significant investments through the rapid housing initiative over the past few years, including $16.4 million under the major city stream to support the creation of affordable housing units for the new Atira Women's Resource Society facility. I had the opportunity to tour the Atira site currently under construction with the Deputy Prime Minister and Finance Minister a couple of weeks ago. This modular housing apartment will provide approximately 44 new affordable units. Owned and operated by Atira Women's Resource Society, this supportive housing complex will serve women experiencing, and at risk of, homelessness, including indigenous women, trans and two-spirited women, and women who are struggling with substance abuse, mental health and spiritual wellness. The $16.4 million funding also assisted Atira to create more units, including next door, where now dozens of units are there to help women in need. Our government has also invested in the Foxglove supportive housing complex in my riding, which I had the opportunity to visit with the Minister of Housing and Diversity and Inclusion recently. This complex includes a total of 130 units: 66 are supportive housing, 34 are for complex care and 30 are shelter beds. Housing is a complex issue, and I am pleased to see that budget 2022 contains significant investments to address the many layers of challenges with housing that we face and would help expand access to housing in our communities. This would include doubling the construction of new homes over the next 10 years. Budget 2022 provides $4 billion over five years to CMHC to launch a new housing accelerator fund. This fund aims to remove barriers and help municipalities build housing more quickly. It would target the creation of 100,000 net new housing units in the next five years. Budget 2022 also contains investments to help Canadians buy their first homes, including by introducing the tax-free first home savings account and doubling the first-time homebuyers' tax credit, and introducing a multi-generational home renovation tax credit that provides up to $7,500 in support for constructing a secondary suite in a home for an additional loved one. This would help keep seniors at home longer, and give them better, safer, more comfortable places to say. The tax-free first home savings account would help thousands of Canadians save, tax free, up to $40,000 to buy their first home. This is on top of their RRSP options, thereby giving Canadian families up to $15,000 or $20,000 in tax savings. As members may know, immigration is an issue very near and dear to my heart. I have one of the busiest constituency offices in the country and receive hundreds of immigration files each month. Budget 2022 proposes investments to make our immigration system more efficient. Applicants currently face long waits and delays with processing times. Our government has already begun to address these issues and I am pleased to share with everyone that we are continuing to do more. Budget 2022 proposes $187 million over five years, and $37 million ongoing, for IRCC to improve its capacity to respond to a growing volume of inquiries and to invest in the technology and tools required to better support people using those services. The budget also proposes $386 million over five years, and $86 million ongoing, for IRCC, the Canadian Security Intelligence Service and CBSA to facilitate the timely and efficient entry of a growing number of visitors, workers and students. I also recently introduced a private member's motion, Motion No. 44, to expand pathways to permanent residency for temporary foreign workers. Budget 2022 contains a number of proposed investments relative to Motion No. 44 to improve the temporary foreign worker program. Throughout the pandemic, employers have found it challenging to find workers. As demand grows for the TFW program, we need to make changes to meet the needs of the system and ensure that TFWs are protected and have health, safety and quality of life while they work and contribute to our communities. These proposed measures include millions of dollars in funding for increasing protections for workers, reducing administrative burdens for trusted repeat employers and ensuring employers can quickly bring in workers to fill short-term labour market gaps. Health care, pharmacare and dental: Our health care system is vital to the functioning of this country. Our government made significant investments, more than $69 billion, to lead a coordinated federal, provincial and territorial response to fight COVID-19 and protect the health and safety of Canadians, with more funding to be rolled out in the future. This additional funding includes a $2-billion top-up, plus $45 billion to the Canada health transfer to the provinces and territories. Budget 2022 proposes initiatives to attract more health care workers to rural communities and to support access to mental health resources with $140 million for the Wellness Together Canada portal, as well as $100 million for the substance use and addiction program to address the opioid crisis. Finally, I would like to highlight the $5.3 billion over five years to provide dental care for Canadians with family incomes of less than $90,000 annually. It starts in 2022, with those under 12 years old, and expands to cover people under age 18, seniors and persons living with a disability in 2023, with full implementation by 2025. There are far too many other important issues that budget 2022 proposes investments in for me to cover in the 10 minutes I have today. On that note, I will end with the hope that we can work collaboratively to pass this bill and begin the important work of getting these programs to Canadians as soon as possible to make life more affordable from coast to coast to coast.

Mr. Speaker, for the last three weeks, law enforcement partners have been coordinating their efforts to end illegal blockades and disruptions in Ottawa and at border crossings. The RCMP have assisted municipal and provincial forces when requested, helping to stop unlawful protesters and restoring the freedoms and livelihoods of all Canadians. Why is the continued use of the Emergencies Act necessary to ensure Canadians' livelihood and quality of life are protected?

Mr. Speaker, my colleague is absolutely correct. When some members of Parliament on the other side, particularly the Conservatives, are aiding and abetting, as she states, by sometimes telling protesters to go away, sometimes saying, “Stay”, and sometimes saying, “We are for you”, while their aspiring leader supports the convoy, things become very difficult. The government has done an impeccable job at being controlled, complying with laws, allowing injunctions to take place and allowing the police and the city to do what they have to do. However, unfortunately, it has reached the point where we now have to invoke the Emergencies Act. There is no choice.

Mr. Speaker, as we have seen, without this legislation there has been chaos. In fact, the day this was invoked, just before midnight the Surrey border crossing was cleared. Fortunately, this does not take away the powers and laws already in place. This supplements them. It gives extra powers and tools on top of those we already have. This is territory-specific, so when we have an issue, we can invoke it and use it on one area. It is not universal to places that do not have the disruptions.

Mr. Speaker, central infrastructure and our Parliament buildings were put at risk. Ontario declared a state of emergency and, despite that, was not able to clear these occupiers from the streets of Ottawa. The city was not able to do it on its own. Tow truck companies have said they have received death threats, so they will not tow. That is why there is a time, a place and a need for such legislation.

Mr. Speaker, I would like to say that I am disheartened to have to give these remarks today. I am saddened by the events that continue outside the doors of this building, which have continued for the last three weeks, and by the blockades that have closed borders across the country. Let us be clear. This is no longer a protest. It is an occupation that advocated to overthrow a democratically elected government. On Monday, the Prime Minister, Deputy Prime Minister, Minister of Justice, Minister of Emergency Preparedness and Minister of Public Safety announced that our government was invoking the Emergencies Act, a decision that I support. This is a situation I do not think any of us wanted to get to. However, the defiance of those who continue to occupy the streets of Ottawa and attempt to block our border crossings needs to end. These individuals need to go home. There is a shocking amount of misinformation and plain lies being spread about the occupation, public health measures and the Emergencies Act, and some have been supported and echoed by members in the chamber. To begin, I think we should start by clarifying a few important points. Let us be clear on what the Emergencies Act is, and this is for those on the other side of the aisle who are provoking fear, spreading misinformation and encouraging conspiracy theories that legitimately concern Canadians who want to understand what is going on in their country. This is dangerous and harmful. I encourage those who have been supportive of this movement to think long and hard about the long-term consequences of their actions and words in support of the occupation. These are temporary, proportionate and targeted measures. I will repeat that. These are temporary, proportionate and targeted. The act was invoked to supplement provincial and territorial authorities, address the blockades and the occupation, ensure the safety of Canadians, protect people's jobs, and restore confidence in our institutions. Our government enacted this act after local and provincial efforts were unsuccessful in resolving the situation. The Emergencies Act provides law enforcement new authorities to prohibit blockades, ensure our essential corridors remain open and regulate crowds. It allows the government to mobilize essential services such as tow trucks, and it gives the RCMP the ability to act quickly to enforce local laws. This act will also provide more power to stop the flow of money. The scope of Canada's anti-money laundering and terrorist financing rules are being broadened. They will cover crowdfunding platforms and their payment service providers, as well as those using digital assets such as cryptocurrencies. In situations where there is suspicion of an account being involved to further the occupation or illegal blockades, Canadian financial institutions now have immediate authority to temporarily seize providing financial services. Corporate accounts can and will be frozen for those participating in the blockades. They are also at risk of having their vehicle insurance revoked. I have seen a significant amount of misinformation about the powers granted under the act. Let us clarify a few things that the Emergencies Act does not do. The Emergencies Act is limited in scope compared to the War Measures Act of the past. The act does not involve the military. For the military to be involved, the National Defence Act would need to be invoked. This has not happened. I think we also need to make very clear that no individual's charter rights are being violated. In fact, the Emergencies Act must be compliant with the Canadian Charter of Rights and Freedoms. The specific measures provided in this act are limited. Parliament provides many checks, safeguards and transparency. This is the reason we are here today debating. We are going through this process of checks and balances. I would like to pivot now to the impact of the occupation and the blockades on the lives of everyday Canadians. For those taking part in this illegal occupation in Ottawa, many seem to be enjoying themselves. There are pancake breakfasts, hot tubs, dance parties in the street and bouncy castles. Contrary to the narrative being driven by supporters, though, this has not been a peaceful experience for residents, businesses and employees in Ottawa. Honking continued most of the day yesterday and early this morning, despite a 60-day extension of an injunction requiring by law that it stop. On top of that constant honking, there have been drums beating, loud fireworks and music at all hours of the night. The health consequences of this constant bombardment of noise is not exclusive to residents. Occupiers are doing considerable damage to their own health and the health of the children they have brought with them, whether it is from the loud air horns or constant cloud of diesel fuel lingering on the streets from idling trucks. It has been a very frustrating time for the residents of Ottawa, especially those who live and work in affected areas. Residents complain of being harassed for wearing a mask, and of being accosted with racial and anti-Semitic slurs. Employees and businesses do not feel it is safe to keep their businesses open. Real peoples' lives are being impacted by a loud minority in very real and significant ways. The lack of empathy toward the residents and businesses in Ottawa is shocking and unacceptable. Thousands of people have been out of work in Ottawa. The Rideau Centre alone employs 1,500 individuals, and it has been closed for weeks. A woman who lives in my building here in Ottawa has been working from home due to the pandemic. She told me that she had to leave the city to go to her parents' home in Toronto in order to work and get some rest because she does not feel safe. Not only has the constant noise disrupted her sleep, but it has also prevented her from working during the day. Vaccine clinics, libraries and other important community resources have been shut down in the downtown core for weeks due to safety concerns. These resources are relied upon by many residents and many vulnerable residents in downtown Ottawa. The people of Ottawa are not strangers to protests. However, they know the right to protest comes with limits. Those limits stop when protesters are causing harm to the people around them. I have heard from staffers and employees on the Hill that they have been taunted and yelled at for simply wearing a mask. Many of the occupiers show disregard for public measures by going into restaurants and places of business without masks, thereby putting those who work there at risk. This week at the airport on my way home to B.C., I met a woman whose husband is a truck driver. He was not able to work for days because he could not cross the border due to blockades. She urged me to get the borders open so her husband could continue to work and provide food for their family. The week before, I received dozens of calls from trucking companies and families of drivers stuck on the other side of the border in Coutts and could not get back. They are the people who are making sure that there is food on our tables and that supply chains remain open. While the borders are back open again now, the blockades have taken a serious economic toll on our communities. These individuals blocking critical infrastructure, and their supporters, claim to want to ensure that groceries shelves stay full and our trade routes keep running smoothly. However, their actions have led to serious disruptions in our supply chains, including putting people out of work in the auto industry because of plant closure. They have caused the exact thing that they claim to want to protect our country from. This blockade has damaged trade relations with our most important trading partner, the United States of America. Around 73% of our exports go to the United States and billions of dollars in imports come from our neighbours to the south annually. Truckers were stuck on the other side of the Coutts border crossing for days and were forced to drive for hours to get through a different crossing. The blockade at the Coutts border cut off a vital trade route for agriculture and other goods, and cost our economy hundreds of millions of dollars. Jobs in Manitoba were at stake, because of the Emerson, Manitoba, crossing. Here, too, traffic was forced to divert to other crossings increasing travel time, creating chaos for truckers and other travellers. Windsor also experienced days of blockades at one of Canada's most important routes over the Ambassador Bridge. This bridge alone is responsible for 30% of trade going back and forth between Canada and the U.S. That is $390 million in trade per day. Around 40,000 commuters, truckers and others cross that bridge daily. In my own community, truckers and others trying to cross the Surrey border crossing were harassed by individuals blocking the border. There were reports of demonstrators driving on the wrong side of the road, a dangerous and reckless behaviour that endangers the lives of others. The Surrey crossing is home to hundreds of millions of dollars in trade back and forth. Organizations are speaking out, like the Surrey Board of Trade. The impact of these blockades is choking us and has already impacted supply chains, businesses and jobs. This is unacceptable sabotage to the economy. To be clear, everyone has a right to peaceful protest, but these type of demonstrations are impacting businesses and livelihoods. This is not a movement for the people. These are not peaceful demonstrations. Those who remain are unlawful, destructive and are looking to defy the law and abuse their fellow citizens. It has done a great deal of harm and it must end now. The pandemic has been a challenging time for everyone, and if people are still in Ottawa, I encourage them to leave now and allow residents to get back to their lives.

Mr. Speaker, I see a lot of very smart people on the other side, but my daughter asked me the other day, “What is this trucker convoy? What is this protest about?”, so I explained it to her. She is 12 years old. She is studying the divisions of power within this government in this country. I said, “The truckers cannot go across to the U.S. without being vaccinated.” She said, “Well, isn't the American government's rule?” I said, “Absolutely.” She said, “Shouldn't they be protesting in front of the U.S. consulate or the U.S. embassy?” I said they are upset about putting masks on in grocery stores and going to other places. She said, “Isn't that provincial?” I said, “Absolutely.” She said, “What about travel?” I said, “Travel is the one that, yes, is federal.” In fact, the member opposite just said that they were asking for these restrictions to be ended over a year ago, but the member for Durham, when it was flights from India or Pakistan, which have 1% or 2% of COVID cases coming, said to shut them down and then said to shut them all down. I want to hear what their stand was at that time.

Madam Speaker, friends and colleagues, I am very happy to be here in the House of Commons to reply to the Speech from the Throne. Canadians have faced a great deal of hardship over the last two years as a result of the unprecedented times we are living in. I continue to be in awe of the resilience, compassion and sheer tenacity that has been shown. Even though for much of the last two years we in the House have been working virtually from our communities, we have been able to accomplish a great deal of very important work on behalf of Canadians. I look forward to continuing our work together as we resume our work on behalf of Canadians. I would also like to take this opportunity to congratulate the Right Honourable Mary May Simon on her appointment as Canada's 30th Governor General and long-awaited first indigenous Governor General of Canada. I congratulate her on the delivery of her first Speech from the Throne. Now to our purpose for being here today, I am very proud of the government's record over the last six years. We have tackled many big issues that have been left unresolved by previous governments such as housing, child care and more. We continue to work towards creating a more equal Canada by addressing the systemic discrimination and racism embedded in our institutions. On top of that, we are nearly two years into a global pandemic, and with this new mandate, Canadians gave the government a clear direction to continue to work towards putting COVID-19 behind us and to continue working to resolve the challenges that face Canadians in their everyday lives. Our government will continue to be on the right side of history on these and many more issues as we work towards finishing the fight against COVID, take strong action against climate change, make life more affordable, walk the shared path of reconciliation, put home ownership back in reach, create jobs and grow the middle class. Canadians expect us, as their representatives in Ottawa, to focus on the big things that matter and to work together to deliver results that create meaningful change. I will speak today about a few of the themes from the Speech from the Throne, including housing, child care, safer communities and mental health and addiction, issues that are particularly important in my riding of Surrey Centre and in many other communities across the country. The government is committed to ensuring that Canadians have a safe place to call home. In fast-growing communities like Surrey Centre, we struggle to create enough homes to keep up with our growing population. In fact, in the last five years, an additional 74,000 people have called Surrey home. Since 2015, the government has increased the amount of affordable housing in Surrey and across the country. This includes 44 new affordable units in partnership with Atira Women's Resource Society, an important organization in our community that helps vulnerable women. Through a $16.4-million investment in the rapid housing initiative, a total of 105 new affordable units will support individuals experiencing homelessness and those struggling with substance abuse, mental health and spiritual wellness. Just last week, the government announced that there will now be more than 10,000 new affordable rapid housing units across Canada, made possible by our government's additional investments in the second round of the rapid housing initiative. This $2.5-billion investment is an excellent example of what can be accomplished through collaboration across all levels of government, provincial, territorial, municipal and indigenous governing bodies, that identify priorities in each community. The Liberal government has also been working to make housing and home ownership more accessible to more Canadians. This is through the creation of Canada's first-ever national housing strategy. We created a number of programs, like a more flexible first-time homebuyer incentive and CMHC's residential construction financing initiative. We will also be creating a rent-to-own program and will be reducing closing costs for first-time buyers. My province of British Columbia was the first in our country to step up for its residents and sign a deal with the federal government to provide $10-a-day child care. This is a $3.2-billion investment that will not only support accessible early learning and child care in Surrey, but also pandemic recovery to allow more parents to return to the workforce and contribute to our growing economy. In fact, it has already started, reducing the cost of child care by half for every parent in British Columbia. As a parent of three children, I was fortunate to have my mother and in-laws help us. However, that is not the case for many. Many have to choose between working or child care, a choice no one should have to make due to costs. No matter where people live across the country, they deserve a safe community. Many communities across the country like Surrey deal with gun violence and the challenges in preventing it. Surrey has the largest youth population in British Columbia, but with it also comes challenges of youth violence, guns, gangs, drugs and addictions. The government has taken strong action, in part by banning more than 1,500 types of assault weapons. This includes building on our progress in implementing a mandatory buyback of assault-style weapons and working with the provinces and territories that want to ban handguns. We are also moving forward with a 10-year national action plan on gender-based violence and will continue to support organizations providing critical services. The Province of British Columbia is receiving more than $30 million of federal funding to ensure that law enforcement is equipped with the necessary resources to better detect and prevent crimes before they happen, while having the resources to hold offenders accountable for any blatant disregard for the law. We also announced in the fall economic statement that the government will be providing an additional $250 million to municipalities and indigenous communities to support community-based programs aimed at prevention and wraparound services. We know that addressing social and economic issues such as housing and employment to create opportunities for young Canadians plays an important role in addressing violence and creating safe communities. Our government understands that we cannot simply arrest ourselves out of this problem. We support local community groups who have knowledge of the particular challenges in their communities and provide exit strategies for youth already involved in gang activities, programs like the Surrey anti-gang family empowerment program. My community is so fortunate to have access to a program working to address and prevent gang violence in our communities. The $7.5-million SAFE program, which is funded by Public Safety Canada and led by the City of Surrey, works to build positive life skills and increasing connections with families, schools and communities to keep children and youth out of gangs. This program delivers 11 individual programs through 10 partner organizations designed to disrupt the negative pathways to gang violence for Surrey's population and children. The program is on track to help over 4,500 at-risk youth and their families get the support and services they need to stay safe. The COVID-19 pandemic increased the challenges that Canadians face in supporting their mental health. With increased feelings of stress, loneliness and sadness, it has been a rough few years. Annually, 20% of Canadians experience a mental illness or addiction problem. Throughout the pandemic we have seen those numbers grow with nearly half of Canadians reporting that their mental health worsened during the pandemic, including seven out of 10 health care workers. Our government understands that mental health is health. We are working to help end the stigma around mental health and seeking support when people need it. We made the Wellness Together portal available to Canadians across the country and most recently the PocketWell app, which provides access to mental health tools and resources. Pandemic-related investments in mental health include $500 million in support during the pandemic for Canadians experiencing mental health challenges, homelessness and substance use; $100 million for mental health interventions for LGBTQ+, youth and seniors affected by COVID-19, and $50 million to support those at risk of COVID-19-related trauma or post-traumatic stress disorders. Prior to the pandemic, since forming government in 2015, we have been making investments in mental health, including $5 billion to provinces and territories to increase the availability of mental health care; $600 million for a distinctions-based mental health and wellness strategy for indigenous services; $140 million to support veterans dealing with PTSD; $45 million for national mental health care standards and $600 million to address the opioid crisis. In many communities, the COVID-19 pandemic is compounding the ongoing health crisis of opioid overdose and health. Through these new measures, vulnerable people will be better able to get the support they need while respecting public health. It is very good to be back with all members here in person and virtually. I look forward to continuing our work together on behalf of Canadians in bringing our government's vision from the Speech from the Throne to reality.

Madam Chair, I am pleased to rise in committee of the whole. This evening, I will speak to Global Affairs' international assistance and the estimates as they relate to the international development portfolio before asking questions. The international development landscape has evolved significantly in the last two years. The pandemic has highlighted and exacerbated inequalities and reversed decades of development gains. Meanwhile, the global community also faces serious conflicts and humanitarian crises in Afghanistan, Ethiopia, Haiti and elsewhere. These crises demand our immediate attention. At the same time, climate change is having alarming impacts on the least developed countries and small island developing states. We are seeing increases in drought, flooding, heat waves, crop failure and biodiversity loss. As we near the pandemic's two-year mark, we must keep these challenges in mind and look ahead to shaping a more sustainable, green and prosperous recovery. Globally, there have now been more than 260 million cases of COVID-19 and five million deaths. New and worrying variants continue to emerge. The pandemic has had many wide-ranging socio-economic impacts, greater social inequality, disproportionate economic vulnerabilities and burdens, and strained health systems. Many of these impacts are expected to be long-lasting worldwide, but especially in developing countries. While 76% of Canadians are now fully vaccinated against COVID-19, vaccination rates in lower-income countries are severely lagging. Across the African continent, only 7.5% of the population is fully vaccinated. We are already seeing how vaccine inequality increases overall inequalities. It is reversing development gains, particularly for women, girls and marginalized populations. After five million deaths worldwide, there is growing recognition that a stronger preparedness and response is critical to countering future pandemics. This calls for the highest level of political engagement, with a strong focus on accountability, transparency and equity. Canada is acting on the findings and recommendations of COVID-19 review bodies. We are part of multisectoral and multistakeholder discussions on how to strengthen the global health ecosystem. Even before the pandemic, humanitarian needs had been increasing. Driven by protracted conflict and the effects of climate change, the number of forcibly displaced people had reached over 82 million worldwide by the end of 2020. It is a number that has not been seen World War II. The world also saw the single largest increase in global hunger ever recorded, with an estimated 41 million people on the brink of famine. In recent years, we have since a widespread rollback in respect for human rights and democratic freedoms. This poses a serious obstacle to sustainable development. The pandemic has laid bare long-standing governance challenges in all regions of the world, but particularly in developing countries that lack the public sector capacity to deliver services sustainably and equitably. Canada is committed to improving the effectiveness of its international assistance to address these challenges. We will work with a diverse range of partners to take a whole-of-society approach that leaves no one behind. Since February 2020, Canada has committed more than $2.6 billion in international assistance in response to COVID-19. More than $1.3 billion of these funds went to the access to COVID-19 tools accelerator, more commonly known as the ACT accelerator, to facilitate equitable access to COVID-19 medical countermeasures. We are strongly committed to the ACT accelerator and its pillars, including the COVAX facility and its advanced market commitment. Canada will donate the equivalent of at least 200 million COVID-19 vaccine doses to the COVAX facility by the end of 2022. Canada supports global efforts to stabilize developing economies and to bring about pandemic recovery. Through the Prime Minister's collaboration with the Prime Minister of Jamaica and the Secretary General of the United Nations, Canada is working with the international community to develop practical responses to the pandemic's socio-economic and financial impacts. This work builds on Canadian leadership in financing the sustainable development goals over the last decade. Canada has also committed to doubling its global climate finance contribution to $5.3 billion over the next five years. We will continue to explore ways to use these funds to mobilize additional financial resources to tackle the climate crisis. Canada recognizes the pandemic's disproportionate impact on women. We are leading the call for greater attention to the matter of paid and unpaid case work. Canada recently announced $100 million to develop programs to address this issue in low- and middle-income countries. Throughout the pandemic, Canada's feminist international assistance policy has proven to be a robust strategic framework focused on supporting the poorest and the most vulnerable populations. In parallel to our COVID response, we have continued to implement our pre-COVID core international assistance commitments to achieve results and impacts. For example, our women's voice and leadership initiative supports more than 400 women's rights organizations in over 30 countries and regions. Many of these organizations received fast responsive funding to help them adjust to the pandemic's impacts. We will continue to support this important work, including by doubling funding to women's rights organizations. We are also funding Canadian organizations that work in partnership with local organizations through the small and medium organizations for impact and innovation initiative. These and other initiatives are reinforcing the resilience of local communities and supporting our wider sustainable development efforts. We are committed to implementing the feminist international assistance policy and to increasing our international assistance annually toward 2030. Before I conclude, I would like to turn to the supplementary estimates. In the 2021-22 supplementary estimates (B), Global Affairs Canada is seeking an increase of $683 million, bringing our total authorities to $7.6 billion. This includes investments announced in budget 2021, such as $375 million to continue supporting Canada's international COVID-19 responses, $165 million for international humanitarian assistance and $68.8 million for Canada's response to the Rohingya crisis in Myanmar and Bangladesh. Also included in the supplementary estimates is $75 million for the strategic priorities fund, which has enabled investments for unpaid and paid care work of $10 million; $50 million for the IMF's Poverty Reduction and Growth Trust; and $15 million allocated to the COVAX Manufacturing Task Force to support the establishment of the South Africa technology transfer hub. With the recent spread of new variants of concern, these strategic initiatives will help build capacity to enable development and production of mRNA vaccines and technologies in the region. In addition to the investments already mentioned, Global Affairs Canada has allocated $59.9 million in support for the Venezuela migrant crisis and pledged $300 million for the Global Partnership for Education. Through these efforts, we are achieving results and generating positive impacts, helping to build a more peaceful, inclusive and prosperous world for all. NACI has recently released some guidance on booster COVID-19 vaccine doses in Canada. Could the Minister of Health please tell us more about these new recommendations?

Madam Speaker, I would like to thank my member of Parliament who is representing me in my riding and my neighbouring riding, which I represent. The faster we vaccinate and the quicker we encourage others to get vaccinated, the country will be a much safer place, and leadership starts right here in the chamber. Those who are still trying to decide whether they should be vaccinated should show leadership so the residents of their ridings also participate in that. Some on the benches opposite are having a challenging time convincing their own colleagues to get vaccinated. Those who are vaccinated should encourage those who are not vaccinated to get vaccinated so our country can get back on its feet and we can become more resilient, control the spread and help those health care workers who are really struggling. They are working overtime and non-stop in the ICU, which they would not be doing if people were participating in the vaccination program.

Madam Speaker, our government has created over one million new jobs well ahead of schedule. In fact, the economy is turning on so many cylinders that we have a vacancy of almost 750,000 to one million jobs. That is a good and healthy sign, but we must resolve that a lot of that is because many of the immigrants that we would bring to the country have been unable to come due to travel restrictions. We are a resilient country. We will work very hard to ensure that they come. If the member opposite is alluding to the fact that people do not want to work, that is a false perception of Canadians. Canadians want to work, Canadians are working and they are working their butts off.

Madam Speaker, that was a great question from my colleague across the aisle. Bill C-2 covers all of the industries that are hard hit. It is based on the economic hit that the industry has had and whether it has reached the threshold. Those that are hard hit will receive the wage subsidy, as required, and we know that the tourism and hospitality sector have been the hardest hit currently and the slowest to recover, due to the travel restrictions. I think that those industries and those pilots will benefit from it. The larger industry, as a whole, has been provided assistance and those in smaller industries will also get the assistance they need.

Madam Speaker, I am very pleased to be here today to speak to Bill C-2, an act to provide further support in response to COVID-19. Our government is moving into the next phase of the recovery, with more targeted support for Canadians, as our economy continues to reopen. The benefits outlined in this bill are and will continue to be essential for Canadians who will be impacted by the pandemic in the months to come. I do not think any of us in this room could have imagined the immense cost that the COVID-19 virus was going to take on the world when we left the Hill for the weekend and headed home to our constituencies on March 13, 2020. However, here we are about 20 months later continuing to find new ways to respond to the individual and collective toll that the virus has taken on us all. In the midst of all this hardship and heartbreak, we have also seen incredible resilience and innovation. We have seen health care workers, first responders, service providers and government employees work through continually evolving situations for months to take care of patients, provide essential services and ensure that our country was able to continue to function. We saw the creation, clinical trials, approval and distribution of multiple vaccines for COVID-19. I heard from many Surrey Centre constituents who expressed how important the previous round of pandemic benefits were for them. I would like to extend my extreme gratitude to all those constituents and stakeholders who have provided very important feedback to us throughout the last year and a half, as well as to the government officials, who have listened to that feedback to make our pandemic supports stronger to support more individuals and businesses. As we continue to see the evolution of the pandemic, we will continue to adapt our approach to address it. That is what our government is doing with Bill C-2. Our strategy to support Canadians is evolving with the situation, and we are now shifting our focus from blanket support measures to a more targeted approach. By taking a more targeted approach, we will reduce our spending on COVID support while continuing to support those who have been hit hardest by the health and economic impacts of the virus. I would like to take this opportunity to talk about the proposed support and extension of support in this bill for individuals and businesses. They will be essential to Canadians as we move forward through pandemic recovery. The bill proposes extending some existing COVID support benefits, including the Canada recovery hiring program; the Canada recovery sickness benefit, which has given income support to employed and self-employed individuals who are unable to work because they are sick or need to self-isolate because of COVID-19; and the Canada recovery caregiving benefit, which has given income support to individuals who are unable to work because they must care for a child or family member who needs supervised care. This applies if their school or care facility is closed or unavailable to them because of COVID-19, or if they are sick, self-isolating or at risk of serious health complications because of COVID-19. These three benefits will be extended until May of next year when this legislation is passed. This bill also proposes the creation of new benefits, including the Canada worker lockdown benefit, a measure that will support workers who are unable to work because of a government-imposed public health lockdown; the tourism and hospitality recovery program; and the hardest-hit business recovery program. We all know that the tourism and hospitality industry, in particular, has been extremely hard hit by the pandemic. With most of world shutting their doors to non-residents in the early months of the pandemic, the tourism industry faced a sharp decline. Canadian cities and towns across the country rely heavily on the tourism industry to support their local economies. According to Statistics Canada, in March 2020, Canada saw a nearly 55% decrease in international arrivals. With travel and movement restrictions across the country, hotels were at less than 20% occupancy levels. Restaurants and bars were also hard hit during this time, when real GDP dropped by 39.5%. I met with many constituents and local stakeholders to hear about their concerns, especially restaurant, hotel and banquet hall owners and operators in Surrey. The hotels, restaurants and banquet halls in my riding were particularly hard hit by the lockdown, with local lockdown restrictions forcing many establishments to close their doors completely for a few months, which meant cancelling weddings and other events, and requiring them to switch their service operations to provide takeout and delivery options. Similarly, restaurants had to shut down dining rooms and have takeout only, therefore having to let go of the servers and staff who normally worked there. Surrey's hotels, like the Civic Hotel, rely on business travel, most of which had come to a virtual halt. That made it very difficult for them to survive. Surrey has a large banquet and wedding industry that was also hard hit due to severe restrictions on the size of weddings. Therefore, many venues and vendors were completely shut down, leaving hundreds out of jobs. Things have begun to look up for these industries. In the second quarter of 2021, there was an increase of employment generated by the tourism industry with 453,200 jobs added. This time also saw an increase in tourism spending in Canada by over $10.6 billion. We may not have the international travellers coming and going as we are accustomed to, but Canadians have been stepping up and increasing local travel within the country. With winter coming, though, we know that many businesses and workers will need support as tourism winds down for the season. I am confident that the travel and tourism industry will come back after these hard times. They have shown their resilience and the support offered through these proposed benefits will help this industry though the end of the pandemic. Our government is committed to working with our international partners to ensure that countries around the world have fair and equitable access to vaccines. As we continue to see the rates of vaccination increase, we will be able to continue to reopen our beautiful country to the world once again, with the knowledge that our families, friends and neighbours will be protected. We know that winter will most likely bring more challenging times related to the pandemic in different regions across the country. I am very pleased to see that this bill addresses the possibility of local lockdowns, with the Canada workers lockdown benefit. Anticipating these events now will ensure that Canadians have the support they need to get through these challenging times, whether it be to support an ill relative, care for their children or ensure that they can continue to put food on the table should they become ill and need to take a few days off work. Our health care providers have done a phenomenal job of getting Canadians vaccinated well ahead of our original schedule. We now have 76.3% of the population who have received the full dose of vaccines and the numbers continue to grow. As vaccine manufacturers continue their clinical trials for younger children and with the approval of the Pfizer vaccine for children ages five to 11 by Health Canada, we are well on our way to ensuring that all Canadians who are able to receive the vaccine have access. As we continue to move through the changing circumstances of this pandemic, our government will continue to be there for Canadians and Canadian businesses.
