Madam Speaker, I want to recognize that the hon. member is the co-chair of the committee studying human trafficking and smuggling. I compliment her for the tremendous work she does there. Specifically in regard to the Uyghurs in China, this is an issue that has been raised in the House many times before. One of my constituents has worked very closely with the Uyghurs in China and has seen, first-hand, how they have been rounded up and put into re-education plants, how their children have been forced into slavery in factories in China, and how we, as Canadians, have been buying some of those products. I think the media has done a pretty job of identifying some of the products that have been subsidized by forced labour. We, as a country, need to take a hard look at that, and, where necessary, we need to sanction the individuals responsible for enslaving people.

Mr. Speaker, I am presenting a petition signed by dozens of petitioners who are concerned about the international trafficking in human organs that are being removed from victims without their consent. Senate Bill S-223 is currently being studied by the House of Commons standing committee, and petitioners are urging Parliament to move quickly on the bill, which would prohibit Canadians from travelling abroad to acquire or receive such an organ. International investigations conclude that the Chinese communist regime has been committing mass killings of Falun Gong prisoners of conscience for their organs, which are sold for profit, many to international organ tourists. Legal experts say crimes against humanity have occurred, and they would generally encourage support for Bill S-223. They would like Parliament to move quickly on that.

Mr. Speaker, I want to thank the member for Peace River—Westlock for the work he does on human trafficking. He did not talk a lot about how perhaps the Uighurs have been subjected to that. He talked a lot about organ harvesting, and we know about that through the work of David Kilgour. We know it is happening and how atrocious it is. I wonder if the member could expand a bit on any elements of human trafficking that there may be with the Uighurs in China.

Mr. Speaker, yes, I said during my speech that I absolutely agree that people with addictions should be treated more from a health concern perspective than from a criminal justice perspective. I also made it very clear that of the folks who are being incarcerated right now under various drug charges, 89% of them are in there for trafficking. They are the ones providing this poison to individuals who are addicted. Absolutely, if people need help, I think we need to turn the conversation to how we can provide help and initiate actions in this House that will give people the help they need to be freed from those various addictions.
