I would like to draw attention to some feedback that the Ontario Association of Children’s Aid Societies gave on this bill. While the overall intent of the bill is certainly supportable and there are some wise changes here, the society raised the issue of how we stop children from ending up in this situation in the first place.

What steps is this government looking at taking to ensure that children don’t need to end up in care?

I have a question that has come in from staff at the city of Peel and the city of Toronto. They’re very worried about the COHB payments that go out to people who live in private market housing who get a rent top-up so that they can afford the rent. It’s a very effective way to keep low-income and moderate-income people housed. They’re worried that the spat between Minister Calandra and Minister Fraser, and the refusal of this government to make a deal with the federal government to ensure money flows from the federal government, will put all these families at risk.

Can you tell us if municipalities are going to get their COHB funding when it expires in May?

I have a question about the government’s proposed plan to upzone and increase density near transit stations, and also allow municipalities to move forward with inclusionary zoning. It’s a measure that was introduced in Bill 23; it will be affected by this bill. Cities have been waiting for upwards of two years for these proposals to be permitted by the provincial government.

My question is to the Minister of Municipal Affairs and Housing. When are you looking at approving inclusionary zoning laws?
