Ontario Bill 151

  • This is a bill called Bill 151, which is an act to amend various statutes regarding infrastructure. It includes amendments to different acts such as the Algonquin Forestry Authority Act, Centennial Centre of Science and Technology Act, Connecting Care Act, McMichael Canadian Art Collection Act, Metropolitan Toronto Convention Centre Corporation Act, Niagara Escarpment Planning and Development Act, Ontario Agency for Health Protection and Promotion Act, Ottawa Convention Centre Corporation Act, Royal Ontario Museum Act, and Science North Act. Ontario Bill 131

  • This is a summary of Bill 131, which has been enacted as Chapter 17 of the Statutes of Ontario, 2023. The bill includes amendments to the City of Toronto Act, 2006 and the enactment of the GO Transit Station Funding Act, 2023. The amendments to the City of Toronto Act, 2006 allow the TTC (Toronto Transit Commission) to enter into agreements with municipalities or local boards to operate and maintain part of a local passenger transportation system within the City of Toronto. The GO Transit Station Funding Act, 2023 allows municipalities to impose transit station charges on development to pay for the construction of new GO transit stations. The by-law for these charges must include a map of the area where charges may be imposed and rules for determining the amount of the charge. Before passing the by-law, the municipality must complete a background study, give notice and consult on the study and proposed by-law, and obtain the Minister's consent. Transit station charges are payable when a building permit is issued, and interest may be charged on unpaid charges. The charges can only be used to pay for the costs they were imposed for, interest on borrowed amounts, and other amounts provided for in the by-law. There are also provisions for the registration of by-laws, regulations, and consequential amendments to the City of Toronto Act, 2006 and the Municipal Act, 2001. The Act comes into force on the day it receives Royal Assent and is titled the Transportation for the Future Act, 2023.

Ontario Bill 69

  • This is a summary of Bill 69, which is an amendment to various Acts related to infrastructure in Ontario. The bill includes changes to the Environmental Assessment Act and the Ministry of Infrastructure Act, 2011. In the Environmental Assessment Act, there are amendments to section 15.1.1 that allow the Minister to make an order to exempt certain undertakings from a specified waiting period after the comment period ends. Transitional provisions related to notices issued in 2020 are also repealed. In the Ministry of Infrastructure Act, 2011, a new section 11.0.1 is added. This section prohibits prescribed entities from holding or acquiring interests in land, buildings, structures, fixtures, or interests in fixtures. Any such interests are deemed to vest in the Crown and be under the control of the Minister of Infrastructure. The Minister and the Lieutenant Governor in Council have regulation-making powers related to this section. Complementary amendments are made to several other statutes, including the AgriCorp Act, Arts Council Act, Building Opportunities in the Skilled Trades Act, Capital Investment Plan Act, Education Quality and Accountability Office Act, Financial Services Regulatory Authority of Ontario Act, Fire Protection and Prevention Act, Human Rights Code, and Securities Commission Act. The bill is titled the Reducing Inefficiencies Act (Infrastructure Statute Law Amendments), 2023.
