Uqaqtittiji, I am glad the member talked about oil and gas companies. I want to ask him a question similar to one that I have asked in the House before regarding how investments could be made, especially during this time of climate change.
The Liberals have been offered a solution: Nunavut communities could help combat climate change by transitioning to not relying on diesel anymore. However, the Liberals are refusing to fund that project. Nunavummiut could contribute to combatting it.
I wonder if the member can explain to us why investing in Nunavut through the Kivalliq hydro-fibre link project could help Nunavummiut and Canada reach their targets, which, in my view, they are far from reaching.

Uqaqtittiji, I know the member thinks there are not enough investments for farmers. Whatever he thinks there is for farmers, there is far less for hunters in the north. We know that the rates of poverty are much higher in the Arctic.
I wonder if the member agrees that, whatever investments are made for farmers, there must be comparable investments for hunters so they can provide for their families, communities and Canadians as well.

Uqaqtittiji, I know the member talked about the importance of the military in other places, and I appreciate that. He might appreciate my question about how much more investment needs to be made for Canadians so that they can participate in Arctic sovereignty and Arctic security. Does the member agree that, for example, investing in Canadian Rangers would be much better for keeping Canada secure?

Uqaqtittiji, I struggle to appreciate the past investments of this government. According to the Assembly of First Nations, the infrastructure gap stands at almost $350 billion. With Inuit and Métis, this number reaches over $425 billion. Of that, $135 billion is just for housing. We urgently need to build more than 150,000 new homes, as well as repairing 55,000 existing homes. These are astronomical numbers that will require generational investments to achieve.
What has the Liberal response been? It is a commitment of just $918 million over five years in budget 2024, which is less than 1% of what is needed. That results in pennies.
It is clear that the Liberals will not come close to meeting their target of ending the infrastructure gap by 2030. When will these promises become action, so that investments become real and the infrastructure gap is addressed?

Uqaqtittiji, it is good to see the Minister of Housing here.
For the last two years, the Nunavut government has been asking for investments in housing. Understanding that the Government of Nunavut is not an indigenous government and is not eligible to apply to the urban, rural and northern housing initiative, can the minister update the House on what investments they will be providing directly to the Government of Nunavut so that they can help alleviate the housing crisis up north?

Uqaqtittiji, northerners continue to experience the worst housing crisis in the country. Overcrowding is so bad that families sleep in shifts. One home was cracking in half from the melting permafrost and was only held together by duct tape. This cannot continue. For years, the government has ignored the territories' calls for investments to housing. They need the housing funding now.
Will the Prime Minister respect the territorial governments and deliver the funding they need to build homes?

Uqaqtittiji, it is clear that the Liberal government has not been making enough investments in first nations, Métis and Inuit. The Auditor General published a report earlier this year about the lack of investments to first nations regarding emergency preparedness.
I wonder if the member can respond with stories that validate the lack of investments to first nations, and what the Liberals will do to make sure they are making changes so that first nations, Métis and Inuit are engaged in such things as emergency preparedness, as well as combatting climate change.

Uqaqtittiji. I can see some work has been done on this legislation and that there were amendments made at committee. I see an amendment to clause 7 regarding the review of proposed investments to be made by a foreign entity, and I see that this review would only happen as long as the minister had recommended it to the Governor in Council.
I wonder if the member agrees and if he could share with us whether he thinks this process is sufficient, given the great concerns he shared regarding reviews.

No amounts were provided as to how much the government would invest to ensure the Kivalliq hydro-fibre link project can proceed. Uqaqtittiji, the New Democrats agree with this bill and the necessary relief it would provide for families. Unfortunately, the amount does not address both inflation and the high cost of living for my constituents. All the figures mentioned by the member are not reaching my constituents.
In what way will the government ensure all these investments he mentioned are reaching my constituents, who I am sure he agrees are in the most vulnerable communities he talks about?

Uqaqtittiji, yesterday the government announced billions for Arctic defence. Arctic sovereignty is always colonial and patriarchal. The High Arctic relocatees who live in Grise Fiord and Resolute can attest to being sent there without the resources they needed to survive and thrive.
Investments in the north need to help northerners access safe housing, clean drinking water and fresh food. Current investments are not working. How will Nunavummiut benefit from the billions being invested in Arctic defence?

I would like to ask the member about investments in the Arctic. What importance would he place in engaging the Inuit in the Arctic and ensuring it is the Inuit who are able to invest in protecting their own lands? As we know, Arctic sovereignty has been the greatest initiative in Canada. What would he do to make improvements so that our Arctic sovereignty includes the Inuit in the Arctic?
