Madam Speaker, the Conservative Party of Canada is asking the RCMP ultimately to investigate criminality surrounding the misuse of taxpayer funds. To the member's question, hearkening back on my career, if I were approached by any detective or chief of police from any police service and asked what I think about a particular allegation and if I think there is any criminality involved, I would absolutely say to that chief or detective that, at the very least, we have fraud over $5,000, we have breach of trust and we have bribery allegations. These are serious, indictable criminal offences that, if convicted, would land an accused, or several accused in relation to SDTC, in prison for several years.

Mr. Speaker, Mr. Firth's actions further constituted a fraud on the Government of Canada. Section 380 of the Criminal Code stipulates fraud is “Every one who, by deceit, falsehood or other fraudulent means” defrauds the public “of any property, money or valuable security”. Both offences are punishable by indictment and, upon conviction, he could face a maximum prison sentence of 10 to 14 years. Is he aware of that?

Mr. Speaker, this government's track record in following rules is not just disappointing; it is downright disgusting. After a 16-month study at the government operations committee, today the government announced new measures to identify fraudulent billing cases. Five million dollars so far has been identified involving three subcontractors billing 36 different federal departments. This dates back to 2018. New ways of fraudulent billing will soon be uncovered. The RCMP have received referrals. What took this government so long, and when will Canadian taxpayers get their money back?

Mr. Speaker, what a completely insincere answer. It is a fraud on Canadians. Since the Prime Minister took office, over $250 million has been given to GC Strategies, two guys working in their basement, $20 million alone for the arrive scam. Criminality is rampant with evidence the committee has recently heard. The arrive scam is just like the Prime Minister, not worth the cost, not worth the corruption. Fleeced taxpayers want an honest answer. Will the Prime Minister finally call on the RCMP to expand the investigation? Yes or no.

Mr. Speaker, the Prime Minister stated that his arrive scam app would cost taxpayers $80,000, but in fact it is 750 times more, over $60 million and climbing. Now, the committee studying this scam has heard evidence of forgery, fraud, obstruction of justice and breach of trust by government officials. The arrive scam is just like the Prime Minister, not worth the cost, not worth the corruption. Will the Prime Minister finally stop the cover-up and join us to call on the RCMP to expand the investigation?

Mr. Speaker, section 19 of the Criminal Code says that, “Ignorance of the law by a person who commits an offence”, which includes our Prime Minister, “is not an excuse for committing that offence.” Section 121 of the Code indicates that, “Everyone is guilty of fraud on the government if they, being an official, accept from anyone who has dealings with the government a reward”, such as a luxury illegal vacation, unless they have consent in writing from the head of the department. If the Prime Minister did not give himself consent, will he admit that he is guilty of fraud?
