Mr. Speaker, workers across Canada and Quebec continue to be left out in the cold on picket lines, while their bosses replace them with non-contract scab workers. New Democrats fought to end these union-busting tactics. The member for Rosemont—La Petite-Patrie has already introduced anti-scab legislation. The minister just has to pass it. There is no need to delay things any longer. Why is this minister delaying the rights for workers to have the ability to collectively bargain? Why?

Madam Speaker, there is a fundamental principle that justice delayed is justice denied. We have heard all the various ways in which our legal system is falling apart with backlogs. This bill addresses one administrative part, but I think about those who are awaiting trial in custody, being held on remand, and the great delay in the government's bringing this legislation back. In particular, as a means of addressing court backlogs, why did the government oppose recommendation 1 of the House of Commons Standing Committee on Justice and Human Rights 2017 report on access to justice? Legal aid called on the government to remove legal aid funding currently included in the Canada social transfers in favour of a specific earmarked civil legal aid fund for provinces, to be administered under the Department of Justice.

Madam Speaker, people with disabilities have been suffering from higher bills, but big corporations are making gross profits on the backs of vulnerable people. Since 2015, the Liberals have wanted to look like they care about people with disability, but these empty bills will offer no concrete help and risk delaying help to people desperately in need of it for another three years. They promised to deliver this without delay, yet here we are. Instead of helping people now, why are the Liberals delaying this support for people with disabilities?
