It’s my pleasure to rise to table a petition entitled “To Raise Social Assistance Rates,” with signatures collected by the tireless Dr. Sally Palmer, who actually gave me these sheets personally when I had the opportunity to meet her in person recently.

“To the Legislative Assembly of Ontario:

“Whereas Ontario’s social assistance rates are well below Canada’s official Market Basket Measure poverty line and far from adequate to cover the rising costs of food and rent: $733 for individuals on OW and $1,308 for ODSP;

“Whereas an open letter to the Premier and two cabinet ministers, signed by over 230 organizations, recommends that social assistance rates be doubled for both Ontario Works (OW) and the Ontario Disability Support Program (ODSP);

“Whereas small increases to ODSP have still left these citizens below the poverty line. Both they and those receiving the frozen OW rates are struggling to survive at this time of alarming inflation;

“Whereas the government of Canada recognized in its CERB program that a ‘basic income’ of $2,000 per month was the standard support required by individuals who lost their employment during the pandemic;

“We, the undersigned citizens of Ontario, petition the Legislative Assembly to double social assistance rates for OW and ODSP.”

What is clear, Speaker, is that legislating Ontarians into deep poverty is having profoundly negative effects on their physical health, their mental health and their emotional well-being. Tracey has to live on egg salad sandwiches or spaghetti for weeks on end because that’s all she can afford on $80 a month. Jordan has to skip meals to provide for his daughter and can no longer afford to pay for her swimming lessons.

The minister can throw around the word “historic” all she wants. What’s clear are the results. People are suffering. Will the government listen to their voices and double the rates?

By the government’s own admission, the change to the employment clawback for ODSP helps only the 6.5% of ODSP recipients who are working, and it does nothing for the vast majority of people on ODSP who are unable to work—which is why they are on ODSP in the first place. The other 356,700 recipients are left on their own to try to make ends meet on a benefit that is lower than the average cost of rent across the province.

Why is the Premier continuing to legislate poverty for hundreds of thousands of Ontarians instead of doubling social assistance rates?

This government has also left people on Ontario Works living in deep poverty with no help. In fact, this government has left these Ontarians triply behind—no rate increase, no indexation, no change to the employment threshold despite the fact that it has remained unchanged for nine years.

Speaker, $733 a month doesn’t even go halfway to paying the rent, let alone food and other essentials.

How does the Premier expect people to get off of Ontario Works when his policies are driving people into crushing levels of poverty and ill health?

Since the Premier thinks his historic increase is so great, I invite him to try living on it. Today, my colleagues and I are beginning a two-week advocacy effort, living on an approximate social assistance grocery budget of $95.21. We are undertaking this effort in solidarity with the thousands of social assistance recipients and community organizations that have been imploring this government for years to raise the rates.

Will the Premier and the Minister of Community and Social Services join us in this solidarity effort with social assistance recipients?

An extra $50 a month isn’t going to get anyone housing in this market, Speaker.

Denise is not alone. Tracey Thompson, who contracted long COVID in March 2020, has recently applied for medical assistance in dying as well. Tracey, who is not even able to get ODSP because long COVID is not recognized by the program, has been clear that her application is exclusively a financial consideration. She wants to live, but she can’t afford to.

Speaker, we have reached a point in Ontario where people are being forced to choose between a quick death before the money runs out and a long, painful, slow death without financial support. Why is the Premier not taking action to address poverty?

Denise, a 31-year-old Toronto woman, is in need of a home that can accommodate her wheelchair and is free of chemicals and strong smells because she has multiple chemical sensitivities. However, Denise can’t afford any apartment that meets these criteria because she is on ODSP. Unable to afford housing that can accommodate her disabilities, Denise has applied for medical assistance in dying. It is absolutely horrifying that anyone in Ontario should be forced to choose death because they can’t afford to live.

Will the Premier commit to doubling Ontario Works and ODSP immediately so that everyone in Ontario can afford to live?
