Madam Chair, in my comments tonight around Indigenous Services Canada, I do not think I complained even once about the amount that was being spent. What members heard me challenge was how the money is being spent and the outcomes we are getting as a country for that investment. I and the Conservative Party are all for lifting up indigenous people and improving the quality of life of indigenous people across our country. I support that, 100%. My colleague knows that I support that. For four years, I have stood up for that in the House. My point is not the amount of spending; my point is the quality of the spending. We actually need to invest in the right things. We need to hold a failing department accountable so it actually achieves the outcomes and targets it sets for itself. There has to be some accountability. Somebody has to hold these people to account. The minister and the government are not doing that.

Madam Chair, I did not know I was going to get a second opportunity. In four years, the department has grown from 4,200 full-time employees to 7,070. In 2021-22, despite only reaching 17% of the departmental targets it set for itself, 94.6 of the employees at the executive level or above at ISC received performance pay. Would the minister agree that the significant disconnect between individual performance and organizational outcomes is a big reason we are having these conversations today? We need to hold somebody accountable and I wonder if he agrees.

Mr. Chair, I voted no confidence in all the government measures, because I do not believe the NDP-Liberal coalition is capable of running this country in an effective way that can be accountable to indigenous people today. Indeed, there were certain aspects of that fall economic statement, such as emergency management, that are worthy. However, overall, I cannot give confidence anymore to the government in good faith. That said, I question the ability of the government to even administer large sums of money. The disaster financial assistance program, which was over $5 billion, largely targeted at my riding and a few surrounding regions of British Columbia, has not been allocated two years later. People are still waiting for their homes and have lost hope.
