Mr. Speaker, I am happy to answer a question about Phoenix. It is true that it was the Conservative government at the time that launched the project, because it would take time to change the payroll management system. However, let us recall that the Liberal government came to power in fall 2015 and that, in March 2016, it decided to activate the Phoenix system despite the fact that the deputy minister and everyone else told the government that the system was not ready and that there was still work to do. Since it was in a hurry, the government decided to activate the Phoenix system in March 2016. Consequently, we will not accept responsibility for deploying a system that was not ready. That decision was made by the Liberal government.

Mr. Speaker, after eight years under this Prime Minister, auto thefts have increased dramatically in Canada. They have gone up by more than 100% in Montreal alone. Our ports, the RCMP, the Canada Border Services Agency and the Criminal Code all fall under federal responsibility. Instead of taking action, however, the Liberal government has committed to holding a summit to discuss this further. What a a waste of time. We already know that this increase is because the Liberals are soft on crime. Does the Prime Minister acknowledge that he is responsible for the increase in auto theft?

Mr. Speaker, the Prime Minister and cabinet have never taken responsibility for their many acts committed in bad faith. For example, the Minister of Public Safety alone has misled the House no less than seven times. He even misled a judge by backdating documents. He should have been fired for that, but he is still here. The Liberals have also never showed empathy or compassion for the victims of Paul Bernardo. The Prime Minister is in Ottawa. Can he rise today and tell us whether he is going to fire his public safety minister?

Mr. Speaker, Anie Samson, the former vice-chair of the City of Montreal's executive committee and now the head of public safety, said, “There is concern about the fate of our criminals in prison, when at the same time there are hundreds of families mourning the loss of a loved one.” If the Liberals continue with their reckless strategy, even massive injections of money from the provinces to crack down on guns will be ineffective. If Bill C‑5 is passed, Canadian communities will no doubt see an increase in violence. Will the Prime Minister take responsibility for that?
