Mr. Speaker, yesterday, the Minister of Mental Health and Addictions doubled down and said that her deadly experiment of legalizing hard drugs in British Columbia was a success. For the minister, success means a 380% increase in the number of drug-related deaths.
In 2023, the mayor of Montreal reiterated her radical request to legalize hard drugs like heroin and crack. This morning in committee, Montreal's regional director of public health very clearly said “yes” to replicating the B.C. model, even though it has been a dismal failure.
Can the minister reassure Quebeckers and tell them that she will never replicate her hard drug experiment in Montreal?

Mr. Speaker, the Journal de Montréal reported that there are people doing drugs next to an elementary school in the Saint‑Henri neighbourhood of Montreal. Parents have to step over people who are shooting up in the street. They are traumatized. They are worried for their children.
Can the Prime Minister confirm that he will not accept the City of Montreal's request to legalize the use of hard drugs in public spaces?

Mr. Speaker, July 1 is shaping up to be a disaster for people looking for housing in Quebec. According to the Canada Mortgage and Housing Corporation, new housing construction in Montreal has decreased compared to last year for both multi-unit dwellings and detached homes. Clearly, this Prime Minister's strategy is just one more in a long list of failures.
Will the Prime Minister remove the barriers to building instead of wasting Quebeckers' money?

Mr. Speaker, the use of hard drugs has become a common occurrence on the Montreal metro. Assaults, drug use and homelessness are a scourge. Metro riders do not feel safe. It is as though everything happening up above, the housing crisis, inflation and the opioid crisis, is having an impact underground in Montreal.
Can the Prime Minister assure us that he will ignore the calls from the Bloc Québécois and not legalize hard drugs in Quebec?

Madam Speaker, as I said in my speech, the Bloc Québécois members initially voted in favour of Bill C-5, but then realized that it was creating problems. They changed their minds and supported my bill, Bill C-325, and I thank them once again.
As far as resources are concerned, the Leader of the Opposition made our case in Montreal this morning. I was with him. We went to the port of Montreal to make a clear, costed announcement that really showed how we could invest properly in equipping the ports and the Canada Border Services Agency. One part of the announcement was about purchasing equipment to scan containers, while at the same time, saving money by eliminating wasteful spending on consultants and things like ArriveCAN. Basically, all these kinds of expenses are completely useless.

Mr. Speaker, what does the minister have to say to Montrealers who have to earn $116,000 a year if they are thinking of buying a property? Elsewhere in Canada, in Toronto for example, a house hunter would need an income of $235,000, and in Vancouver, they would need an income of $250,000.
It is easy to understand why young people have lost hope of ever becoming homeowners. This government has abandoned our middle class and abandoned young people.
After eight years of catastrophic mismanagement, will the government commit to immediately putting an end to its inflationary spending so that our young people can one day hope to become homeowners?

Mr. Speaker, the Liberal-NDP coalition is clearly starting to crumble, because yesterday in the House, all opposition parties voted together in favour of the Conservative Party motion calling for a national, independent public inquiry into foreign interference and the closure of the illegal police stations in Canada. The Liberals do not seem to be in a hurry, and we know that has helped them in the past.
Can the Prime Minister tell us why no effort is being made to close the illegal police stations in the Montreal area?

Mr. Speaker, on our side, we are simply talking about the facts.
Fact one: Two months ago, the RCMP announced that there were two police stations being run by Beijing, one in Brossard and one in Montreal.
Fact two: The Prime Minister has already clearly stated that he would take any action possible to stop hostile operations in Canada.
Fact three: Last Thursday, the Minister of Public Safety stated in committee that the police stations run by Beijing were closed.
Why is the Minister of Public Safety misleading Canadians?

Mr. Speaker, not only are Canadians worried about foreign interference in our elections, but they are also shocked at the Liberal government's inability to take this crisis seriously. It is clear that this Prime Minister is more concerned about polling numbers than about Canadians' safety.
For example, instead of agreeing to the proposal put forward by all the opposition parties to launch an independent public inquiry, he opted for a secret process involving a secret committee and secret hearings, where the evidence will be kept secret and the truth of what happened will never be revealed to Canadians.
Furthermore, we learned this morning that the RCMP is actively investigating two Chinese-run police stations in Brossard and Montreal. This is not a partisan game. This is about Canada's public safety. We want to make sure Canadians continue to have confidence in our democratic electoral system and that communities across Canada are not being harassed by the communist regime in Beijing.
The Prime Minister needs to be honest. Canadians deserve answers and an independent public inquiry. If the Liberal government does not agree to our requests, Canadians will be happy to get themselves a new prime minister.

Mr. Speaker, according to a survey, 84% of Quebeckers are concerned about the growing violence on the streets of greater Montreal.
The Montreal police's annual report from 2021 confirms that crimes against the person have increased by more than 17% compared to the past five-year average. Crimes are committed with illegal firearms by criminals, not hunters.
Will the Liberals finally do the right thing, deal with violent criminals, protect Canadians and leave our hunters alone?

Mr. Speaker, Anie Samson, the former vice-chair of the City of Montreal's executive committee and now the head of public safety, said, “There is concern about the fate of our criminals in prison, when at the same time there are hundreds of families mourning the loss of a loved one.”
If the Liberals continue with their reckless strategy, even massive injections of money from the provinces to crack down on guns will be ineffective. If Bill C‑5 is passed, Canadian communities will no doubt see an increase in violence.
Will the Prime Minister take responsibility for that?

Mr. Speaker, we are seeing more and more shootings by street gangs. There were three in Laval last week.
The Quebec association of police chiefs does not support Bill C‑5, and for good reasons. In addition, the Montreal police service reports that there has been an incident involving a firearm every two days since the beginning of 2022.
Does this mean that the Prime Minister follows expert advice only when it suits him?
