Mr. Speaker, the extent of foreign interference in Canada has been denied, covered up and downplayed. Now, a report by the National Security and Intelligence Committee of Parliamentarians has lifted the veil on the culpable indifference of this Prime Minister.
This report discloses that parliamentarians, including members of this House, willingly helped hostile foreign countries interfere in this Parliament and in elections, thus working against the interests of Canadians and Canada. This is shocking and unacceptable. Will the Prime Minister, who has the power and, above all, the duty to do this, reveal today the names of his MPs and the facts about their involvement?

Mr. Speaker, we learned this morning that the RCMP has opened more than 100 investigations into foreign interference. The RCMP is conducting investigations involving more than 100 Canadians who were influenced by a foreign state.
A real leader makes real decisions. A real leader takes responsibility for his decisions. The Prime Minister does neither. He has no backbone. He is incapable of making important decisions. That is why he chose a special rapporteur and gave his friend, the Minister of Intergovernmental Affairs, the option of trying to waltz around the issue and not have an independent public inquiry.
Will he stop waltzing around and finally launch an independent public inquiry?

Mr. Speaker, it turns out that the Prime Minister's special rapporteur was not that special after all, except maybe for his ties to the Prime Minister's family and his attachment to Communist China.
What other reason could there be for Mr. Johnston to reject an independent public inquiry into Beijing's interference despite a majority vote in the House, the recommendations of national security experts, and the wishes of the majority of Canadians?
The Prime Minister picked the title, the mandate and the findings of the possibly special, but definitely not independent, rapporteur. Will the Prime Minister end this circus and order an independent public inquiry today?

Mr. Speaker, the government is saying that it is taking action. Taking action gets results, but to date, the government's score on foreign interference is 25%. That would not be a very good mark to get on a report card. Why?
The Liberals finally expelled a diplomat after two years, but they have done nothing to create a foreign agent registry, to conduct a independent national inquiry or to shut down the Chinese police stations.
Every time we ask them questions, they fail miserably at protecting Canadians. Our question to them is, why?

Mr. Speaker, CSIS said that the Prime Minister was briefed several times on Beijing's interference in our elections.
I will again quote the whistle-blower: “Months passed, and then years. The threat grew in urgency; serious action remained unforthcoming. I endeavoured, alone and with others, to raise concerns about this threat directly to those in a position to hold our top officials to account. Regrettably, those individuals were unable to do so”.
Why did the Prime Minister ignore these warnings?

Mr. Speaker, for the Prime Minister, foreign interference is more about Liberal security than national security.
Let us be serious. The Prime Minister wants a secret committee with secret hearings to report back to him on things that it has repeatedly told him and that he has always kept secret. However, a special rapporteur, a yes-man on the foreign interference file, is not the way to restore Canadians' confidence in our democracy.
The Prime Minister just said he trusts parliamentarians. Does he trust parliamentarians enough to let Katie Telford testify this afternoon?

Reports have been coming out since 2015. The Prime Minister would have been briefed several times. CSIS warned about the risk of foreign interference by China. Public servants, and the government who is responsible for them, awarded contracts to companies with nearly direct ties to the communist Chinese regime. What the minister is proposing today is a lens.

Mr. Speaker, not answering questions is not going to make Canadians feel as confident as they should be about the elections. We are asking a very simple question. We have been asking the government the same question for two weeks.
Was the Prime Minister briefed on foreign interference by the Chinese communist regime in the 2019 election? We are asking a very simple question. He stated that he was not briefed on funding for 11 candidates. Was he briefed at all about the Beijing regime's interference in Canada's election?
