I would like to thank the member from Algoma–Manitoulin for this bill. It’s a very important bill, and it certainly matters to people in Thunder Bay–Superior North, where I am. I think the problems with the inadequacy of the Northern Health Travel Grant keep the people in my office very, very busy.

The amount for kilometres is 41 cents a kilometre. It hasn’t been adjusted since 2007. I think the hotel amount was adjusted in 2017, but there are very few places—I believe the hotel amount is a $100 a night but only to a maximum of $500. We know it costs an awful lot more than that to stay in a hotel these days.

I’ve got a few specific examples. For seniors in Greenstone—Greenstone is 250 kilometres, I think, from Thunder Bay, and the cost of travelling to Thunder Bay for seniors is something that they worry about quite a bit.

I was actually just up in Greenstone and met with a group of seniors, and the Northern Health Travel Grant was the top of the list for their concerns. People can take a van from Greenstone or from Geraldton to Thunder Bay for $350, but the Northern Health Travel Grant only covers $184, not including hotel accommodation. Imagine if you have to travel regularly to Thunder Bay for dialysis; the cost is going to be in the thousands of dollars. In fact, a couple from Kenora—this was an issue a few months ago—had to stay in Thunder Bay over an extended period of time. Well, it was cheaper to actually rent an apartment than stay in a hotel, but it still cost them $9,000 to cover their dialysis treatments.

I recently heard from a constituent in my riding who is now out $20,000 because they had to travel from Thunder Bay to Toronto for a kidney transplant at the Toronto General Hospital. This required staying in a hotel from November 21 until checkout on January 6. They’re actually only eligible for $555 for accommodations. Then, there was of course the travel and so on, which was very high, partly because of the medical condition and having to sit in first class and so on to accommodate that condition.

The thing is that we are supposed to have equal access to the health care that we need where we live, and if we have to travel to get it, then the support needs to be there so that we can have equitable access to health care. The set-up of the Northern Health Travel Grant doesn’t meet those needs at this time, so I think the recommendation to have a table to actually really work out what’s going on and how people can be supported is important. I support the motion, and I would like to pass things over to my colleague from Sudbury to add.

I’d like to ask a question to the member from Algoma–Manitoulin. I’m just wondering if you have any concerns about access to service. We know the objective of the bill, but in practice, in northern communities, it doesn’t always look that way. I wonder if you could speak to that.

There are provisions in the bill that suggest that the province is not planning on funding the building of all GO stations. Rather, they’re looking for already-strapped municipalities to come up with the money.

My question is, would there not be more than enough provincial dollars available to build GO stations without pressuring municipalities if the government reined in the gravy train currently being ridden by the 59 VPs of Metrolinx?

What was that? Framework. Thank you very much—to establish a framework so that business had security and First Nations had security, knowing that they would be able to work together and come to an agreement that everybody could live with.

I want to talk a little bit about—jeez, I’m going to run out of time, and I had so much I wanted to share. Biigtigong Nishnaabeg, also known as Pic River First Nation, is just east of Marathon on Lake Superior. They recently signed an agreement with Generation Mining. The town of Marathon and Biigtigong Nishnaabeg worked very closely together. That’s a relationship they’ve been working on for years. And the relationship with Generation Mining has also been worked on for years. The entire community voted on whether they would go ahead with this agreement, and that actually was a very beautiful ceremony in which that agreement, in principle, was signed.

It’s possible to do this right. It’s possible to build these relationships. If we really wanted to, we could get clean water in every one of those communities at the snap of our fingers, but instead, that doesn’t get done and, in fact, it’s kind of used as a bit of a—the nice way to call it would be a bargaining chip. “If you do what we want, maybe we’ll give you your water.” Instead, we have a bill—Bill 71—that overrides the wishes of First Nations and tramples on, compromises on environmental protections for mine remediation. We know that these things can work if they’re done properly, with respect. We also know that pushing through Bill 71 was not an act of respect and that it will not provide the business security that people are looking for and it will lead to more court cases.

Malheureusement, le gouvernement de M. Ford ne répond pas aux besoins des Franco-Ontariens. Le budget provincial de cette année est un exemple clair de cet échec. Par exemple, le seul collège qui ne reçoit pas le programme « learn and stay » est le seul collège pour les francophones. C’est vraiment incroyable.

Le gouvernement manque également une véritable vision pour les Franco-Ontariens. Nous avons besoin d’un gouvernement qui investit dans des communautés fortes et solidaires; qui offre des soins de santé publics de qualité, un soutien à la santé mentale, une éducation de qualité, des logements abordables et des transports publics fiables.

Encore une chose : il arrive souvent que les autoroutes 11 et 17 soient fermées à cause des accidents de poids lourd. D’abord, il faut embaucher les contrôleurs pour les stations d’inspection. Aussi, nous devons contrôler les permis de conduire des chauffeurs de poids lourd parce que, trop souvent, les chauffeurs nouveaux ne sont pas préparés à conduire dans les conditions du Nord.

Le gouvernement doit agir maintenant, avant qu’il ne soit trop tard. Les Franco-Ontariens méritent mieux que cela.

I’m very much in support of mining when done with all the necessary checks and balances. But the Ford government, including the member from Durham, talks about the Ring of Fire as if it were a done deal. But every time the Conservative government makes one of these announcements, we hear from First Nations that they have not been consulted and that the province has not obtained their free, prior and informed consent. Premier Ford has talked about bulldozing his way into the Ring of Fire, and I worry that that also includes bulldozing over the legal and moral responsibilities that we have as Canadians to respect Indigenous rights.

Given that this bill skips over sureties for land remediation and gives the impression that haste is more important than careful negotiations, can you tell me how free, prior and informed consent is protected in this bill?
