Madam Speaker, I would like to thank the minister for his speech. I would also like to thank the member for Trois-Rivières and the Bloc Québécois for their proposal today that focused on this theme. Unfortunately, foreign powers have already won. Foreign powers made sure that there are people here in the House who got elected with their support and assistance. I am not the one saying it. It is the judge. We know that this is a very sensitive issue for everyone, because nobody knows who is involved. That said, does the minister understand and accept the fact that, in order to lift the cloud of suspicion that is hanging over the 337 people sitting in the House, these individuals who were elected with the help and support of foreign powers hostile to our country must be clearly identified?

The foreign influence affair is very serious. The report released by the National Security and Intelligence Committee of Parliamentarians is clear. Members of the House of Commons were elected to this place with the support and assistance of a foreign power that is hostile to Canadian interests. People need to know who these individuals are, so it is important to identify them. Until they are identified, a cloud of suspicion will hang over the House. Ultimately it is the Prime Minister who has the power to tell us. When will he do that?

Madam Speaker, I would like to begin by thanking my colleague and congratulating him on his impeccable French on this International Day of La Francophonie. However, that is as far as I will go with my thanks and congratulations, because I have some thoughts I want to share with him. He is quite right in saying that we need to do our best to put partisanship aside when it comes to matters of integrity and ethics, and especially when it comes to our electoral system and the confidence we must have in it. The facts speak for themselves. When the first rumours began to circulate about the Beijing regime's possible interference in the federal election, the Prime Minister always said that there was never any interference. When The Globe and Mail ran a first-page story saying that there had been interference, he asked how that information had been leaked to the media. That is a classic example of shooting the messenger rather than listening to the message. Finally, after changing his mind three times, the Prime Minister decided to appoint a special rapporteur, which confirmed that there had indeed been unacceptable foreign interference. It makes no difference whether there was foreign interference affecting just one vote or an entire government. Can the member acknowledge that his leader failed to lead by example and assume the responsibilities and authority of the office he holds, which is to be the Prime Minister of all Canadians?

Madam Speaker, yes, of course. The mere fact that legislation is being introduced to address this issue is a step forward. Increasing oversight of foreign investments with respect to national security, specifically those from communist China, is a good thing. However, this step forward does not go far enough. We need to make our experts even more effective. Cabinet and the minister responsible will indeed have a little more power. However, we have sadly been able to demonstrate, as have several colleagues, that over the past four or five years, there have been shortcomings in this regard. We must therefore better equip our intelligence services and our police services, those who ensure our security on a national and international level. In our view, this bill does not go far enough. Fortunately, we will be able to improve it when it is studied in parliamentary committee.
