Madam Speaker, I would not want to attempt to marginalize the serious issues that the Auditor General has brought forward, and this is why I provided comments regarding the appointment of board members. There are many boards that are appointed. Whether the government appoints Liberals, Conservatives, New Democrats or people who are really and truly independent to boards, I expect, as I like to think every member should, that they would behave in an appropriate fashion and respect conflict of interest and so forth. When that does not happen, I expect the government to take action, and the current government has done so. It demonstrated that as far back as two years ago in freezing new funding.

Mr. Speaker, there have been discussions among the parties, and if you seek it, I believe you will find unanimous consent to adopt the following motion. I move: That, (a) the Special Joint Committee on Medical Assistance in Dying be re-appointed, in accordance with Recommendation 13 in the second report of the Special Joint Committee on Medical Assistance in Dying; (b) five members of the Senate and 10 members of the House of Commons be members of the committee, including five members of the House of Commons from the governing party, three members of the House of Commons from the official opposition, and two members of the House of Commons from the opposition who are not members of the official opposition, with two Chairs of which the House Co-Chair shall be from the governing party and the Senate Co-Chair shall be determined by the Senate; (c) in addition to the Co-Chairs, the committee shall elect three vice-chairs from the House, of whom the first vice-chair shall be from the Conservative Party of Canada, the second vice-chair shall be from the Bloc Québécois and the third vice-chair shall be from the New Democratic Party; (d) the quorum of the committee be eight members whenever a vote, resolution or other decision is taken, so long as both Houses and one member of the governing party in the House, one from the opposition in the House and one member of the Senate are represented, and that the Joint Chairs be authorized to hold meetings, to receive evidence and authorize the printing thereof, whenever six members are present, so long as both Houses and one member of the governing party in the House, one member from the opposition in the House and one member of the Senate are represented; (e) the House of Commons members be named by their respective whip by depositing with the Clerk of the House the list of their members to serve on the committee no later than five sitting days after the adoption of this motion; (f) changes to the membership of the committee, on the part of the House of Commons, be effective immediately after notification by the relevant whip has been filed with the Clerk of the House; (g) membership substitutions, on the part of the House of Commons, be permitted, if required, in the manner provided for in Standing Order 114(2); (h) where applicable to a special joint committee, the provisions relating to hybrid committee proceedings contained in the Standing Orders of the House of Commons shall also apply to the committee; (i) the committee have the power to: (i) sit during sittings and adjournments of the House, (ii) report from time to time, to send for persons, papers and records, and to print such papers and evidence as may be ordered by the committee, (iii) retain the services of expert, professional, technical and clerical staff, including legal counsel, (iv) appoint, from among its members such subcommittees as may be deemed appropriate and to delegate to such subcommittees, all or any of its powers, except the power to report to the Senate and House of Commons, (v) authorize video and audio broadcasting of any or all of its proceedings and that public proceedings be made available to the public via the Parliament of Canada's websites; (j) the committee submit a final report of its review, including any recommendations, to Parliament no later than January 31, 2024; and (k) following the presentation of the final report in both Houses, the committee shall expire; and that a message be sent to the Senate requesting that House to unite with this House for the above purpose and to select, if the Senate deems advisable, members to act on the proposed special joint committee.

Madam Speaker, since the Supreme Court decision in 2015 and going into 2016, the government has been working very closely with members on all sides of the House, even today, in passing legislation. It takes more than just government members to pass legislation. I suspect that virtually all members will be supporting and voting in favour of this legislation because they see the value in what the government is proposing, which is to put off and ultimately delay things for a year so we can feel more comfortable in making sure we are getting things right. Does the member acknowledge that the Government of Canada has appointed a task group of experts to develop MAID practice standards in collaboration with provincial and territorial governments, regulatory bodies and clinicians across Canada? Does the member feel that those organizations and stakeholders should have any say in the future of MAID legislation?

Mr. Speaker, when individuals reflect negatively on the system, that in itself feeds the answer the member provided to me the last time around. In other words, if we have a system to which other countries look to see how Canada manages things, then I think we set a very good example. I challenge the member to indicate which members of the judiciary, any judges, she believes this government appointed as political partisan decisions.

Mr. Speaker, I want to talk about the importance of the passage of the legislation. It is encouraging to see the type of unanimous support the legislation is receiving. That speaks well of the legislation itself. It also adds value to what I have made reference to in the past, which is public confidence in our judicial system and its independence. Then the member started to talk about the appointment process, which has always been of keen interest to me. Where I disagree with the member is that she seems to think the appointments are political appointments when in fact they are not. I truly believe that about the judicial appointments that have been made to date. The member mentioned that there are some other countries looking at it, and I expect there are a lot of countries looking at it. Can she cite a country with which she feels comfortable in the way a judge is appointed?

First of all, Madam Speaker, I can assure the member that judges today who are appointed are not appointed on a political basis. There is a process that has been in place, and the government is very careful in terms of the manner in which judicial judges are appointed. I believe one of the changes was put in place back in 2015, when the Prime Minister was elected and instructed with the Minister of Justice at the time. I see that as a very strong positive. In fact, with respect to the judicial appointments and judges who have been appointed to the different chambers, there is a better cross-section and reflection of what our society looks like. I would suggest that the government of the day has done a first-class job in terms of judicial appointments. I am anticipating that we will continue to see that, as we are very aware of the importance of ensuring that, as much as possible, we are getting justice as quickly as possible.
