Madam Speaker, I appreciate many of the words that the member put on the record this afternoon.
NSICOP, which I commented on in my opening remarks as being a creation of the Liberal government, ultimately provided us with the report that we are tabling. Now we know that this is going to be reviewed by the Hogue commission.
The Hogue commission was put together in co-operation with all political parties. There will be a report, and through that report I hope to find all sorts of good pieces of information that will better equip leaders and others to deal with building confidence in the system in terms of minimizing indirect foreign interference.
I am wondering if the member could provide additional thoughts in regard to the public confidence and all political parties working together, in particular once that whole report comes out.

Madam Speaker, I look at the legislation as enabling additional public confidence in an institution that plays such an important role in many different ways. Our Canada border control officers, in general, do an outstanding job, and there has been a great deal of work, through the minister and the minister's staff, to bring it to the point where it is today. Unfortunately, with the legislative agenda, what we find is that the Conservative Party of Canada, better known as the “Reformers” inside the House, really do not want to have legislation that is good for Canadians ultimately passed, and that is really quite unfortunate.
I am wondering if the minister can provide his thoughts in regards to how this legislation, once passed, would really add value in terms of public confidence in the system.

Madam Speaker, I am wondering if the member could expand on the issue of the importance of public confidence in the system. For me personally, that is one of the driving forces in terms of why Bill C-9 is of the utmost importance, among other things, and I hope to be able to expand on that shortly.

Madam Speaker, David Christopherson talked about David Johnston as an individual who had incredible credentials. Taking the issue seriously, the Prime Minister appointed David Johnston as the special rapporteur and agreed that, if the report said there should be a public inquiry, the Prime Minister would call a public inquiry. David Johnston got the security clearances, looked at all the facts and made some conclusions. This did not meet what the opposition party wanted to be able to see.
Does the NDP still have personal confidence in David Johnston?

Madam Speaker, I have a tremendous amount of respect for our civil service, which is why I listed off the many agencies and groups that are there to ensure Canadians can have confidence. They can have confidence because it is very clear that nothing ultimately impacted the outcome of the elections.

Madam Speaker, one of the issues I have raised is confidence in the judicial system, in particular the public's confidence. I think it adds value to public confidence when we get legislation like this that is supported unanimously in the House.
My understanding is that the Conservative Party will be voting in favour of the legislation. Can the member provide his thoughts on the importance of having legislation of this nature, which reinforces public confidence in the independence of the judiciary?

Madam Speaker, I would like to get back to the issue of public confidence in the judicial system. The minister made reference to those high-profile cases where a judge is being judged by the public, if I can put it that way, because of a particular ruling and questions of doubt are planted.

Mr. Speaker, we recognize that Bill C-20 is a piece of legislation that really does make a difference. We are taking a look at the RCMP and ensuring there is an independent commission to reinforce public confidence in our RCMP when we get bad apples, but it also extends out to Canada's border control. Again, a vast majority, whether they are RCMP officers or border control officers, do a fantastic job seven days a week, 24 hours a day for Canadians, but we need to recognize that there are bad apples and within that group, there is a need for this legislation and for the independent commission.
Can I get the member's thoughts on the importance of enforcing public confidence in our institutions?

Madam Speaker, I have made reference to this before, how great it is to see that the Bloc and, in fact, all members who have spoken to the legislation thus far are going to be supporting it. That is great. It includes members from all political entities in the House.
I guess what I would ask is related to the importance of establishing and reinforcing public confidence. When I think of the commission that is being created here to deal with both the Canada border control and the RCMP, its independence and the ability of the chairperson to be able to come up with a disposition in situations where it is warranted, where inappropriate behaviour, for example, has taken place, I see that as a very strong thing, because it reinforces public confidence in the system.
I am wondering if the member could provide her thoughts with regard to how important it is to have a public that is confident in the system itself.

Madam Speaker, one of my colleagues asked what the Conservatives did when they were in government. At the end of the day, our law enforcement agencies from coast to coast to coast have the confidence of the government of the day. When I say confidence, that means additional supports and resources that I would argue are probably more plentiful than what the Harper regime provided. What we are talking about today is how we ensure we can weed out or recognize more accountability, because there are bad apples that exist in both agencies.

Madam Speaker, I would like the hon. member's comment with regard to the importance of legislation of this nature, which puts into place, I believe, a process that assists us in building confidence among the public.
That is a very critical point, when we think of justice and policing in general. The public needs to have confidence in those authorities. With the passage of this legislation, what we would do, at least in part, is ensure that this level of confidence continues to be there for our border control officers and the RCMP. In fact, for border control officers this would be for the first time.
