Mr. Speaker, it is amazing to watch the former speaker, the former leader of the opposition, talk about how the Conservative Party tries to play a positive role inside the chamber when, in fact, we have witnessed a destructive force coming from the Conservative Party on the institution of the House of Commons. I do not quite understand why the Conservative Party does not want to work late into the evenings. Millions of Canadians across every region of the country recognize that, at times, one needs to work a little past 6:30 p.m.. The Conservative Party does not want to work late into the evenings. The Conservative Party wants to be able to continue to filibuster. Will the member commit to not bringing forward, let us say, silly motions, like “the House now adjourn for the day” or “so and so now be heard to speak”, even though another Conservative was trying to speak, so that there is a competition between Conservatives, or like concurrence report after concurrence report to prevent government legislation from passing? Will he commit to getting serious and to starting to debate issues here in the House of Commons?

Mr. Speaker, I would pick up on the point that we have an infrastructure, and part of that infrastructure in Parliament is the special committees. I am an optimist in the sense that I hope we will see the special committee, at some point in time in the future, continue to do a lot of the fine work it has already done to date. Hopefully it would be of a depoliticized nature, where members, no matter where they are from, the Senate or the chamber, and from any political party, would be able to entertain a very healthy discussion. I believe, in the long run, given the very nature and importance of the legislation, that this is by far the best way to go. It is because of the deadline of March 17 that we are having to push it through as quickly as we are today.

Patience. Mr. Speaker, I know it is getting a little late for some, but members should have patience. If someone is voting inside the chamber, they take their seat and listen to the vote; they have to stay in their seat until after the vote total has been given. If someone is voting virtually, the expectation is that they will be outside the chamber. Yes, they can come in 30 seconds or a minute or so after and take their seat. They are not to wander around like the opposition House leader and other members were doing. It is expected that people would not abuse the opportunity to exercise their vote on the voting app.

Mr. Speaker, I rise on a point of order. Earlier today, during question period, it was very clear when the member for Battle River—Crowfoot used unparliamentary language, and it was very much appreciated that he was asked to leave the chamber. However, upon reflection, I would ask that you listen to all of the proceedings that took place during that commotion. I think you will find that some very outrageous things were said. We ask that you consider not acknowledging the member's right to speak until he formally apologizes to the House.

Madam Speaker, there has been dialogue among the parties inside the chamber and I suspect that if you were to canvass the House that you would find unanimous consent at this point in time, to see the message passed as the minister had proposed.

Madam Speaker, I want to pick up on the member's thoughts when he commented with regard to the passing of legislation. He gave a very clear indication that the Conservative Party does not appear to want to see this legislation ultimately pass without some form of closure or time allocation. I believe that takes away from the process of enabling other legislation to be debated, because there is a finite amount of time to debate government legislation. Could the member expand on how dysfunctional the chamber can be when we have an opposition party that persists in wanting to prevent legislation from passing?

Mr. Speaker, I rise on a point of order. At times the issue of decorum inside the chamber is raised, but I have also found that there has been quite a bit of noise outside of the chamber. For example, as the government House leader was providing a response, clapping was taking place. There seems to be, at times, a constant level of noise. I just want to reinforce the importance of trying to keep it quiet outside of the chamber too.

Mr. Speaker, from the moment the member stood up, I have not said a word. I have sat in my chair and I have been listening respectfully to the member opposite. I do not think it is appropriate to be accusing members of drinking inside the chamber. I think she should withdraw that particular comment, and continue on with her speech.

Madam Speaker, on a point of order, I do not believe it is appropriate for a member of the chamber to give such a verbal attack on another member. All members in the House are hon. members, and I do request that the member reflect on what he said, do the honourable thing and apologize.
