Madam Speaker, putting the SDTC issue aside, over the last 20 years, it has provided all sorts of opportunities for companies across the country. It has provided opportunities for start-ups wanting to expand, created green jobs and allowed Canadian companies to be leaders in the world in technology. We recognized it was important to dissolve the board and transfer it to the NRC. Does the member have any thoughts with regard to NRC taking over the responsibilities to ensure that we can continue to provide the funds that are necessary for our environment?

Madam Speaker, there was a time when the provinces and Ottawa got together on health care and the provinces would say they did not want more cash; they wanted a tax point transfer. They got a tax point transfer as opposed to receiving cash. That took out billions of federal dollars going to the provinces. Now we hear the Bloc saying that Ottawa should be nothing more than an ATM machine, and that when the provinces want cash, we should just give them cash. That does not recognize the history of what has taken place. Does the member believe that Ottawa should never have given the tax point transfer, and that instead of giving the tax point transfer, it should have stuck strictly to giving cash? Second, does the member not recognize that there is an obligation for the Government of Canada, through the Canada Health Act, to provide health care services, something I personally believe in?

Madam Speaker, there were wonderful references and the attempt in the speech. What the member does demonstrate is that, in the last federal election, there was a very clear indication that Canadians in all regions of our country want a higher sense of co-operation, and we can provide that. I am going to pick up on the member's last comments on the importance of health care transfers. We all recognize how important that issue is, and I have always thought maybe it is something we should have some ongoing debates on, whether it would be with an opposition motion or in a standing committee. It would be very interesting to get a better sense of exactly where we are and what the future might hold in terms of long-term investments into health care. In order to appreciate that, we also have to appreciate the history of health care transfers. Could I get the members thoughts on that aspect?
