Mr. Speaker, part of the concern I have on this is that there is the official Hansard record when a member is standing up and speaking. Then there are individuals heckling, and there are mics that are around that often pick up the heckling. From my understanding, there is no issue with regard to members who have been recognized and are speaking. What we are talking about is off-to-the-side comments. Hansard does not record all the offside comments, nor do I believe we would want to mandate it to do that, because we would need another whole team, plus, at times, to record all of the statements that are said off the record. What the member said was completely off the record. I never even heard it.

Madam Speaker, one issue I want to pick up on is that there are some environmental concerns, there is no doubt about that, but there is also the economics of ensuring that our ports are efficient and effective. The legislation does some modernization of sorts, which will help facilitate a better system. Canada is very much dependent on our ports. Could the member comment on the economics of this and why it is so important that we deal with this legislation?

Madam Speaker, let us go to some very basic economic theory. The leader talks about economics and productivity. One of the ways we can increase productivity for a nation is by increasing the size of the workforce. The national child care program is going to increase the size of Canada's workforce. Why would the Conservative Party of Canada oppose a national child care program, when we know for a fact that it will contribute to increasing the productivity of our nation? Why would you want to get rid of it if you form government?

Madam Speaker, I wonder if the member could provide her thoughts in regard to the importance of reflection, whether it is on our health care professionals or on children in our schools, and of having an opportunity to focus on the issues related to pandemics. Could she just share her thoughts on that?
