Hon. Raymonde Saint-Germain: I think that, to support you, Madam Speaker, in your role of maintaining order and decorum in this chamber of sober second thought, first of all, I agree with the point of order raised by my colleague, Senator Cordy.

I also think that we should take a constructive look at the experiences of Canada’s provincial parliaments that adopted codes, rules and lists of non-parliamentary terms. I would even add that we could follow the example of the House of Commons in that regard.

Hon. Raymonde Saint-Germain: Senator Gold, would you agree with me that confusion has been brought to this debate with regard to the fact that Internal Economy has no say in the way the chamber will function, and that the chamber’s function is within the chamber’s purview?

Second, your main motion is clearly stating that the extension of hybrid sittings will go by the end of June — that is June 30, not “at least” June 30 — and also that there is a redundancy in Senator Seidman’s subamendment with regard to the fact that, on Senator Plett’s amendment, all opinions and guidelines from public health officials from the federal government would include, first and foremost, the advice of Dr. Theresa Tam?

Senator Saint-Germain: Senator Gold, I have listened to the questions and comments of colleagues on all sides in this chamber. I would like to know if you think we should have more time to study the amendments and give sober second thought to an issue that seems complex and on which the constitutional experts in this chamber have raised some aspects that concern me personally.
