Madam Speaker, the leader of the Conservative Party is trying to give the impression that the average Canadian will benefit by $670 because of this particular policy. That is just not true. I would suggest that it would be lucky if 5% of Canada's population would get the maximum benefit of $670. Does the member have any evidence whatsoever to clearly show I am wrong in my estimation of 5% of the population, if that?

Madam Speaker, this is a quote I pulled up from Statistics Canada: There were over 2 million police-reported Criminal Code incidents (excluding traffic) in 2021, about 25,500 more incidents than in 2020. At 5,375 incidents per 100,000 population, the police-reported crime rate—which measures the volume of crime—increased 1% in 2021, following a 9% decrease in 2020. In 2021, the violent crime rate increased 5%, while the property crime rate decreased 1%. The quote ends with the part I want to emphasize: “Following a large decrease in 2020, the property crime rate was the lowest it has been dating back to 1965.” I am wondering why it is the Conservatives are trying to give a false impression. When I get an opportunity to speak, I will expand on the misinformation and what is on the borderline of a word I cannot use so I will not. Why are the Conservatives doing it? I think they are more concerned about fundraising—

Madam Speaker, I appreciated the comments made by the member with regard to the differentiation between urban and rural, because there is a significant difference in the type of representation there. I am wondering if the member can expand on this. Is he trying to say between the lines that it should be a smaller percentage of population in rural areas than in the bigger urban areas? Is that what he is trying to indirectly imply?

Madam Speaker, we have had a lot of discussion from this member and the previous member about the importance of immigration as a factor. When we take a look at what we are doing today and population shifts, the future in good part, in terms of our population growth, is going to be through immigration. Today, with what is happening in Ukraine, we are anticipating that there could be thousands and thousands of refugees. If it was up to me, it would be a rather high number. Does the member feel that the Province of Quebec would be open to receiving people from Ukraine as refugees, as other provinces have indicated an interest to?

Madam Speaker, one of the things I indicated earlier was that, according to Canada's census, if we take a look at the last decade, we see that Canada's future growth will be very much dependent on immigration to Canada. If we look at our democratic country and the principles within it, there is no doubt that the population does matter. I wonder if the hon. member could provide his thoughts with regard to whether the ongoing growth in Canada's population is going to be in good part sustained through immigration. Does he have any thoughts with respect to that?

Madam Speaker, one of the things we have learned through the census released by Statistics Canada was that, in good part, our future population growth is going to be through immigration. Can the member provide his thoughts on using the immigration policy as one of those tools to enable our provinces to be able to continue to promote culture and heritage?
