Mr. Speaker, part of the concern I have on this is that there is the official Hansard record when a member is standing up and speaking. Then there are individuals heckling, and there are mics that are around that often pick up the heckling. From my understanding, there is no issue with regard to members who have been recognized and are speaking. What we are talking about is off-to-the-side comments. Hansard does not record all the offside comments, nor do I believe we would want to mandate it to do that, because we would need another whole team, plus, at times, to record all of the statements that are said off the record. What the member said was completely off the record. I never even heard it.

Mr. Speaker, I rise on the same point of order. I was able to witness the whole process, in terms of what had taken place. There was no “heated exchange” between the two members; the minister was giving a response to a question, and he was constantly being heckled. The Speaker at the time gave not one or two, but several warnings. They were not warnings about unparliamentary language; they were because the member continued to heckle, and she was warned to stop heckling. The unparliamentary language was only one part of it. She was actually told that if she did not stop heckling, then she would not be recognized. It had nothing to do with the unparliamentary language. In fact, while the Speaker was making that ruling, I focused my attention on the member for Lethbridge, who did not stop talking. Reflecting on what took place, I do not think what the opposition whip has put on the record is fully accurate.

Madam Speaker, I find that it is unfortunate that the Conservative Party is taking the tactic to try to bully or intimidate me in being able to address the House. I would ask that you, Madam Speaker, take it under advisement and review the number of points of order and the heckling that I get when I stand up to speak. I do not believe it is appropriate. As you can see, Madam Speaker, the heckling is going on right now.

Mr. Speaker, it is highly irregular for a member to be able to stand up and then, an hour or two hours later, try to reflect what I might have said from my seat. I would suggest that the member needs to look at what the leader of the Conservative Party was heckling at the Speaker yesterday or at the Prime Minister the day before. If they want to talk about behaviour and inappropriate language in Parliament, they can look at what the leader of the Conservative Party does on an ongoing basis. That is what one should be ashamed of. If anyone owes an apology, it is the leader of the Conservative Party who owes an apology to the Prime Minister of Canada.
