Mr. Speaker, I am pleased to have an opportunity to talk about our plan, which ensures fairness for every generation.
Our housing plan will build 3.87 million new housing units across the country by cutting red tape, reforming zoning, lowering construction costs and using public lands and vacant government offices.
We are going to put the dream of home ownership back within reach of young Canadians by helping them to save up, tax-free, for a down payment and by allowing renters to use their monthly payment history when they apply for a mortgage. Mr. Speaker, we just announced two more housing accelerator agreements today in Whitehorse and in Saskatoon, adding to the dozens of agreements we have signed across the country to fast-track the construction of housing, over 600,000 homes. The Conservative Party's plan, which he is talking about, is to insult mayors and to cut critical infrastructure funding. It will not get any more homes built.
Cities understand that we need to change the rules to get more homes built faster. Indeed, the only one gatekeeping this progress is the Conservative leader himself.

Mr. Speaker, the only tool that the Leader of the Conservative Party has put forward is cutting: cutting programs in order to somehow create more homes. What we are actually doing is investing, in partnership with municipalities, to eliminate red tape, to accelerate the construction of homes, to increase densification and to change zoning so that more houses can be built.
If he wants to talk about a number, half a million new homes are being facilitated by the housing accelerator fund right across the country. We have signed these over the past months. Construction is already under way across the country.

Mr. Speaker, once again, we have the clear proof that the Leader of the Opposition does not even understand the proposals that he is counting on cutting, that he is promising to cut, from Canadians.
The housing accelerator fund is about investing in municipalities across the country to change the frame around which they build homes faster. It involves eliminating red tape, increasing densification, changing zoning and making sure we can unlock far more house construction than any federal government could build on its own. This is the approach that we are taking, and it is working.

Mr. Speaker, Canadians know that cuts from the Conservative leader would not get more homes built. If he were really concerned about rents, he would line up behind us and support the removal of the GST on new apartment construction. That is something they actually voted against. We know that unlocking a greater supply of housing, including with purpose-built apartment buildings across the country, is a way of bringing down rents for people. That is a concrete solution we put forward that the Conservatives chose to vote against for political gain and for political reasons.
We are going to continue to be there to do the hard work of delivering for Canadians, while he relies on catchy slogans and misunderstanding of what it is he is choosing to cut.

Mr. Speaker, on the contrary, we will continue to listen to community organizations and municipal and provincial partners. We will continue to work hand in hand.
We have signed agreements to speed up housing construction with Quebec, Nunavut and cities across the country to make it possible to build over 500,000 houses. We have taken a series of measures to build over 600,000 apartments. We have taken measures to crack down on short-term rentals.
We are investing to fight homelessness and to help people in vulnerable positions. We still have work to do.

Mr. Speaker, the Conservative leader's housing plan mainly consists of accusing Quebec's elected representatives of being incompetent. The reality is that we are going to work with provincial and municipal elected officials in Quebec to make investments.
I also want to point out that the Government of Quebec doubled the $900 million that we put toward accelerating the construction of housing in Quebec to ensure that municipalities can do even more to address this housing crisis. That is a real plan, not insults.

Mr. Speaker, when we said we would use every tool at our disposal to address housing affordability, we meant it. The Minister of Housing recently announced that post-secondary institutions can now access the apartment construction loan program for low-interest financing to build student housing. This builds on our work to find innovative and bold ideas to accelerate construction, including unlocking over 500,000 new homes through the housing accelerator agreement. These are more examples of the federal government in action.

Mr. Speaker, the Conservative leader is resorting to personal insults to derail the debate on housing and prevent people from recognizing that he has no plan. Canadians know that shouting slogans does not build housing.
The leader tried unsuccessfully to delay removing the GST from rental construction and he voted against the housing accelerator fund, which is contributing to the construction of over half a million new homes.
We have made a great deal of progress and we will continue to do so.

This week, Minister Fraser announced that we will be bringing back a concept established in wartime and holding consultations to create a home design catalogue that will speed up home construction.
This initiative is one of our bold, innovative ideas to modernize and accelerate home construction in Canada. It is another example of how the federal government can take the lead to ensure that all Canadians have a place to call home.

We have been announcing projects completed that we started years ago. We are announcing projects that are starting today, which will be completed in the coming years.
We understand the efforts involved in solving this housing crisis. It requires us all to roll up our sleeves, which is why we put forward $4 billion in the housing accelerator to make sure that municipalities could build more homes. We are putting forward $15 billion to accelerate the construction of rental units.
We are going to continue to be there for low-income and homeless people as well.

Mr. Speaker, that underscores the importance of being able to work constructively with municipalities to build housing. Those numbers from the City of Ottawa are something we are concerned with, and we are going to be working to make sure they accelerate the construction of housing on federal lands.
We are there for investing in more housing. We are there to release federal lands for the construction of housing. However, instead of doing what the Leader of the Opposition says and picking fights with municipalities, we will work with them to ensure they are building faster. That is what our housing accelerator is all about: unlocking hundreds of thousands of new homes over the coming years.

Mr. Speaker, we have seen this movie before. The Conservative politicians' approach to facing challenges is always cuts and austerity. He recognizes, as we all do, that Canadians are facing difficult times, and his solution is for the federal government to do less, to invest less in Canadians and to be there less to support Canadians.
That is not what we are going to do. Over the past number of months, we have announced the construction of over 200,000 homes across the country. We are delivering supports for people, for buying groceries, with greater competition, and we are moving forward with clean jobs into the future.
Whether it is manufacturing with Stellantis or Volkswagen, or whether it is resources, we are moving forward to support workers.

Mr. Speaker, Canadians know we need more supply on the housing crisis. That is why we are there investing with municipalities to deliver more housing.
In Brampton, our housing agreement was for the construction of more than 24,000 homes over the next decade. That is an investment that the Leader of the Opposition would cut. In other cities, such as Richmond Hill, Moncton and Ajax, just this week, they are passing more ambitious housing plans at their local councils in response to the federal housing accelerator.
While the Leader of the Opposition would rip up these agreements, we are focused on building solutions that will work for communities right across the country.

Mr. Speaker, as the Leader of the Opposition has put forward no plan for housing, he lacks credibility on this issue. We are taking bold action to get more affordable homes built. Indeed, just today, the Minister of Housing is in British Columbia, in Kelowna, for our most recent housing accelerator announcement. This will streamline building permits and allow for high-density housing near public transit, spurring the construction of up to 20,000 new housing units over the next decade in Kelowna. We are also working with Kelowna to make city-owned lands available for housing, in partnership with non-profits, and we look forward to signing more agreements right across the country, delivering for Canadians on housing.
