Mr. Speaker, the situation is obviously unacceptable, which is why authorities are looking into the procurement process. Anyone who took advantage of our COVID responses to save Canadian lives should face consequences. All federal contracts with these companies have been suspended as the investigations continue.

Mr. Speaker, obviously the taxpayers deserve to get value for money, which is why we have continued to strengthen our oversight and the measures whereby public servants grant contracts, including to outside consultants.
We have reduced those numbers. We are making sure that we are able to both grow the economy and fight climate change at the same time as we ensure value for money. We will, of course, continue to work with the Auditor General and her recommendations as we move forward.
At the same time, we are committed to delivering more money into the pockets of eight out of 10 Canadians as we fight climate change with the Canada carbon rebate.

Mr. Speaker, the minister has already taken measures to ensure that these programs are properly spent and that the processes are properly followed in terms of contracts. We know we need to continue to ensure value for money for taxpayers while at the same time continuing to step up on the fight against climate change and on the creation of a green economy. That is why we continue to deliver a Canada carbon rebate that puts more money in eight out of 10 Canadians' pockets in regions where it is in place, at the same time as we fight climate change effectively right across the country.

Mr. Speaker, the Leader of the Opposition is digging into the past to try to bring up things that were settled many years ago.
If he really wants to talk about the past, he should talk about the fact that the Conservative leader was at Transport Canada, working hand in hand with the minister, as the founders of the company involved in ArriveCAN were getting millions of dollars in contracts from the department he was working for.
We are taking seriously any concerns around procurement. The authorities are looking into it. There will be consequences for anyone who took advantage of our COVID protection efforts to get rich.

Mr. Speaker, in answer to a previous question, I mentioned that internal processes and investigations began months ago to look into this contract, which was improperly awarded and for which the rules were not followed.
This has been under way for several months and we have been taking this situation seriously. Although there was a pandemic and we had to react quickly and creatively, that does not excuse the fact that contracts were improperly awarded or the fact that the rules were not followed. That is why we are conducting investigations, and there will be consequences.

Mr. Speaker, while the pandemic raged, our government tried to find as many ways as we could to help Canadians protect people's health and safety.
That said, there are clear and precise rules that must be followed when it comes to awarding contracts, even during a pandemic. We expect the investigators and appropriate authorities to do their work to find out exactly how this unacceptable situation came about.

Mr. Speaker, like the Auditor General, Canadians have questions about whether the rules were followed and how such a company could get all these contracts. We expect the authorities to conduct the appropriate investigations to find out who exactly was involved, how these processes were uncovered and which rules were broken.

Mr. Speaker, as I said, the two ministers involved are following up to make sure that Canadians got value for their money, that these contracts followed all the rules, and that they followed the parameters that are set up to ensure that contracts awarded by the public service are the right ones.
We are going to continue being transparent with the public and investing in the middle class.
Given that they oppose help for dental care and low-income renters, the question is why the Conservatives have abandoned the middle class.

Mr. Speaker, over our time in office, I have been touched by seeing how many Canadians of extraordinary backgrounds have put their hands up and offered to serve their country, to contribute to Canadian success and contribute to government. Dominic Barton has certainly served his country in many ways, including by being an outstanding ambassador to China.
In regard to contracts assigned to McKinsey by the public service, as I said, we are following up on how those contracts were chosen, allocated and fulfilled.

Mr. Speaker, as these contracts were, for the large part, signed and negotiated by the public service, it is important that we actually be able to have clarity on the answers, which is why I have asked the Minister of Public Services and the President of the Treasury Board to look in carefully to make sure Canadians did get value for money and that all the rules and procedures were appropriately followed. The ministers of course will be sharing that information with committees and with all parliamentarians. It is important Canadians see exactly how government is investing their money.

Mr. Speaker, our eyes are always open when it comes to threats from hostile actors. We are very concerned about what happened with these contracts with Sinclair Technologies, and our government is looking at them carefully. We will take all necessary steps to ensure the integrity of our national security, and we will put measures in place to ensure that nothing like this happens in the future.

Mr. Speaker, as we heard in committee yesterday, it was the Canada Border Services Agency that contacted the owner and negotiated the contracts. This included the only land available given the circumstances, and the CBSA was already using it to intercept people crossing the border irregularly. The lease agreements were negotiated to reflect current prices, and this was done independently, by civil servants.

Mr. Speaker, we are ensuring that our immigration and refugee systems remain robust and humane. That is why we invested in the necessary facilities.
The decisions regarding contracts were made by public servants, as was mentioned yesterday in committee. The Canada Border Services Agency, or CBSA, is the one that contacted the property owner. The contract involved the only property possible under the circumstances, and the CBSA was already using it to intercept and process irregular border crossers. The rental agreements were negotiated based on fair market value to arrive at a competitive price.
