Mr. Speaker, we absolutely agree that the culture at the Royal Military College needs to change. That is why we took action. We appointed the Canadian Military Colleges Review Board last year to enable meaningful culture change at these institutions. No RMC cadet and no CAF member should ever be subject to harassment, discrimination or misconduct. The Minister of National Defence will not hesitate to implement the necessary changes to protect cadets and all officers.

Mr. Speaker, while Conservatives cut frontline border services officers, along with cuts to the RCMP and cuts to police forces across the country, we invested in them. We are going to continue to do that, with $121 million for Ontario and more investments for port and border security.

Mr. Speaker, this would perhaps be a little more credible from the Conservative Party if it had not cut 1,000 CBSA officers when it was last in government. Conservatives proposed to cut 400 more, if they had the 2015 election.

Mr. Speaker, the Leader of the Opposition knows full well that it is not up to the police officers to direct the police in their operations. However, we have ensured that the RCMP is following up and investigating this foreign interference and these Chinese police stations.
In the meantime, the leader of the Conservative Party chooses to remain ignorant and refuses to accept briefings on the facts in the matter of Chinese interference. He made that choice because he wants to continue to make unfounded partisan attacks.

Mr. Speaker, our hearts go out to the family of Constable Yang and to the community, not just in B.C. but right across the country, as we know we have seen murdered police officers in Ontario and elsewhere across the country as well.
We need to do more to step up on our mental health funding, as the hon. member before mentioned. We need to make sure that we are giving our frontline police officers the tools to be supported as they encounter difficult situations. We need to make sure they are not the only mental health workers out there accessible to so many people. Unfortunately they have been. They have been extraordinary at it, but we need to provide better support. The provinces and the federal government need to work together to fund more mental health supports.

Mr. Speaker, I have been very clear over the past weeks, and indeed through all the questions asked during this question period, that throughout the crisis in February, we were working closely with police services and with provincial and municipal authorities who were asking for more tools, which we continually delivered, whether it was more police officers, more concrete resources or ultimately in choosing to invoke the Emergencies Act, which gave proportionate and responsible tools that allowed the police services to put an end to these illegal blockades that the Conservatives were busy supporting.

Mr. Speaker, it is amazing, the lengths to which Conservative politicians will go to try to deflect from the fact that they were standing with blockaders and continue to support the illegal protests. We worked with police and local authorities every step of the way, who asked for more resources, which we delivered, whether it was more police officers, whether it was more financial resources or, ultimately, the Emergencies Act, which we chose to bring in to give people the tools necessary to put an end to these illegal protests.

Mr. Speaker, every step of the way we worked with local police services and with responsible authorities to ensure that they got the resources and the tools they needed to get the situation back under control. They continually asked for more tools, and we continued to step up with extra officers, extra resources, extra finances and ultimately the Emergencies Act. Absolutely, it is only a government that can choose to invoke that, and to do so in a limited and restrained way is exactly what we did.

Mr. Speaker, while Conservative politicians were out there supporting barricaders and while they continued to support those illegal actions, we were working with law enforcement and municipal and provincial authorities across this country who were telling us they needed more tools. We delivered more tools, whether it was more police officers or more resources, until we realized we needed to take a further step. We chose to invoke the Emergencies Act to give them even further tools. We did it in a responsible and proportional way, and it worked.

Mr. Speaker, I can understand if perhaps Conservative politicians' recollections of what happened in April are a little bit fuzzy. They were out celebrating and supporting the people barricading our streets here in Ottawa and preventing goods from flowing across the border.
What we were doing was talking to police who continually were asking for more support and more tools, whether it was more resources, more money or more RCMP officers. We were there to respond to their need for more tools and we finally did that with the invocation of the Emergencies Act, which was the government's decision and not police officers' decision.

Mr. Speaker, Canadians continue to have the right to free expression and to protest peacefully, but occupying the downtown cores of our major cities, protesting and blocking border crossings, is unacceptable. That is why we have given more tools, in a proportional way, to police officers.

Mr. Speaker, I appreciate the opportunity to reiterate that from day one of these barricades, blockages and occupations, the federal government has been supplying resources and working closely with local police officers of jurisdiction to ensure they had the tools they needed. Obviously, the situation has evolved. The situation has escalated, but every step of the way the federal government has been there to support the law enforcement of jurisdiction. Here in Ottawa it is the Ottawa Police Service and the OPP, and we will continue to be there with the RCMP as necessary.
