Mr. Speaker, the problem with the Conservative leader's approach on crime is that it consistently gets struck down by the courts. That is what we saw through eight years of Stephen Harper, which actually left Canadians worse off than before. The reality is, our approach is cracking down on criminals while at the same time making sure our communities are safer by strengthening the gun laws the Conservatives are continually voting against in the pocket of the gun lobby, which is not keeping Canadians safe. That is why we worked with the provinces on bail reforms that are going to make sure we are keeping Canadians safe while making sure we are charter-compliant.

Mr. Speaker, the last Conservative government, of which its leader was a key part, slashed nearly a billion dollars from our police and our borders. We are building back that capacity. We have invested nearly a billion dollars to end gun violence and keep guns out of the hands of criminals since 2018 alone. That includes another $137 million for the CBSA in the fall economic statement to fight gun smuggling and trafficking, and it is working. We doubled the number of guns interdicted at the border last year, as compared to the year before.

Mr. Speaker, our Bill C‑5, which the Conservatives voted against, gave judges the ability to increase maximum sentences for hardened criminals. This provides the flexibility to ensure that criminals are punished and put in prison while respecting the legal principles that apply to everyone. We will continue to introduce measures that will keep our communities safe while the Conservatives will continue to want to bring assault weapons back to Canada.

Mr. Speaker, we have now passed legislation to address the overrepresentation of Black Canadians and indigenous people in the criminal justice system. What Canadians deserve is legislation that goes after criminals while protecting our communities and that holds up in court, which is where the Conservative Party's tough-on-crime approach consistently failed to protect Canadians. If it is being struck down by the courts, it is not protecting communities. We will not follow the Conservatives' failed approach, which does not protect Canadians and violates people's fundamental rights.

Mr. Speaker, what Canadians need is legislation that goes after criminals, that protects our communities and that holds up in court. It is crystal clear that the Conservative Party's supposed tough-on-crime legislation over 10 years failed to do just that. It has been struck down in court and it is not protecting our communities. We will not take advice or lessons from this failed Conservative Party's failed approaches. Canadians deserve real solutions that will deliver to protect our communities, protect our kids, stay the course and hold up in court.

Mr. Speaker, the legislative measures set out in Bill C-5 do nothing to stop police from charging people or prosecutors from pursuing convictions. What these measures do is ensure that criminals face serious penalties while addressing the overrepresentation of Black Canadians and indigenous peoples in the criminal justice system. I know Anie Samson, the former mayor of my borough, very well, and I can safely say that she is also concerned about the plight of Black and indigenous youth who find themselves unfairly caught up in our criminal justice system.

Mr. Speaker, what our communities need is a justice system that punishes criminals. What we do not need is a system that targets racialized people because of systemic discrimination. Our reforms turned the page on failed Conservative Party policies that contributed to the overrepresentation of Black and indigenous people in our criminal justice system. At the same time, through our new legislation, we are increasing maximum penalties from 10 to 14 years for firearms-related offences, including smuggling and trafficking. We are there to support Canadians and to keep Canadians safe.

Mr. Speaker, our criminal justice reform legislation turns the page on failed Conservative policies that ignored systemic racism and discrimination. What our communities need is a justice system that punishes criminals. What we do not need is a system that targets racialized people because of systemic discrimination or sends people to prison because they struggle with addiction. This bill is another step forward to create a system that is fair and effective and keeps Canadians safe.

Mr. Speaker, it is absolutely true that we moved forward to present legislation that, once passed, will make it no longer legal to buy, sell, transfer or import handguns anywhere in Canada. At the same time, Bill C-5 would not stop police from charging people with gun offences or prosecutors from pursuing convictions. What it would do is make sure that criminals face serious penalties, while addressing the overrepresentation of Black Canadians and indigenous people in the criminal justice system.
