Mr. Speaker, this is obviously a very concerning situation. We are making sure that all the appropriate authorities are properly engaged. We know that we need to continue to invest in our national police, and we need to continue to invest in our intelligence services. That is exactly what this government has been doing and will continue to do. Unlike the previous Conservative government that cut policing and that cut intelligence services, we will continue to invest in keeping Canadians safe, in countering the rise of organized crime and in making sure that people are confident about the future we are growing into.

Mr. Speaker, as soon as we became aware that there were irregularities or that rules had not been followed when this contract was awarded by the public service, internal public service processes were triggered within the different departments. We know that other authorities, including the police, have taken interest in this case as well. We expect all of this work to be taken seriously to ensure that all the rules and consequences are applied if necessary and as needed.

Mr. Speaker, the Leader of the Opposition knows full well that it is not up to the police officers to direct the police in their operations. However, we have ensured that the RCMP is following up and investigating this foreign interference and these Chinese police stations. In the meantime, the leader of the Conservative Party chooses to remain ignorant and refuses to accept briefings on the facts in the matter of Chinese interference. He made that choice because he wants to continue to make unfounded partisan attacks.

Mr. Speaker, as Canadians well know, the government takes extremely seriously the issue of foreign interference and has done so since 2015, when we brought in significant measures to counter foreign interference. We continue to do so. The RCMP is quite rightly charged with the responsibility for investigating and following up on these reports of Beijing-funded police stations but, indeed, if the Leader of the Opposition is so— Some hon. members: Oh, oh!

Mr. Speaker, as you well know, it is completely unacceptable for a foreign government, especially the government of China or others, to interfere in the lives and concerns of Canadians, whether in relation to our citizens, our democracy, our educational establishments or our government institutions. We will continue to ensure that protecting Canadians is a priority. The RCMP is currently following up on all of these police stations.

Mr. Speaker, the Conservative Party knows full well that the police in this country operate independently. They are expected to do their job to keep Canadians safe, and they will continue to do that. The member is suggesting that we have done nothing about foreign interference. We have appointed former governor general David Johnston as an independent special rapporteur to follow up. We are establishing a foreign influence registry. We are defending the proper functioning of the House by expelling a Chinese diplomat, and we will continue to work to protect Canadians.

Mr. Speaker, the RCMP is taking action against these foreign police stations. This is something we need to see, and I have tasked the minister to make sure that it gets done.

Mr. Speaker, if Conservative Party members were serious about going after crime, they would support our freeze on handguns. They would support the fact that we have banned assault-style weapons, which is something they continue to avoid, dodge, and spread misinformation and disinformation on. The reality is that we have continued to invest in police when the Conservative government before me cut services and funding to police. They cut services to CBSA. They cut initiatives that actually kept Canadians safe, and now they are just in the pockets of the NRA.

Mr. Speaker, like all Canadians, we are deeply concerned with some of the very heinous crimes that we have seen over the past number of days, with the increase in violent attacks on innocent Canadians and on those serving the public through law enforcement. It is extremely concerning. That is why we will continue to be there to make investments in public safety. Unlike Conservatives, who cut funding for police officers, we have invested in public safety. We have invested in municipal police officers, as we have invested in community safety programs, strengthened gun control and continued to strengthen consequences for violent offenders. We will continue to be there to keep Canadians safe.

Mr. Speaker, we need to be very clear about the different issues. Obviously, we are going to appoint an independent expert to look at the matter of interference in our political systems. I think that is important. With regard to the police stations that we are seeing across the country and in Montreal, which are very worrisome, I can say that the RCMP and CSIS are already taking meaningful action and will continue to do their job to protect Canadians, particularly Canadians born outside Canada.

Mr. Speaker, when foreign agents attempt to influence, monitor, intimidate or threaten Canadians, it is unacceptable. The RCMP has said it is actively investigating these alleged police stations. As they have done in the past, they will not hesitate to act again. Everyone should feel safe in this country. We will spare no effort to protect Canadians from the unacceptable actions of hostile authoritarian states.

Mr. Speaker, if the member wants to talk about a failed record on public safety, she needs only look at the previous Conservative government, which continued to put forward a supposed tough-on-crime agenda that could not get any of those supposedly tougher laws to actually stick. The fact that they kept getting struck down time and time again by the courts indicated how wrong Conservatives were, not just in their legislation, but also in their attempts to keep Canadians safe. On this side of the aisle, we are focused on evidence-based policy. We are focused on ensuring that we are supporting communities. We are investing in police, and we are strengthening—

Mr. Speaker, we have known for many years that there are consistent engagements by representatives of the Chinese government in Canadian communities and with local media, as well as reports of illicit Chinese police stations. These are all things that we continue to be concerned about, that our officials stay active on and that we will continue to be vigilant around to keep Canadians safe.

Mr. Speaker, first, our thoughts are with the families who are still grieving. We are focusing our efforts on the assistance to give them. The commissioner and the minister have reiterated many times that it is up to the police to decide what information is to be disclosed and when. This principle was fully respected in this situation and in all other situations.

Mr. Speaker, as always, our thoughts are with the families as they continue to grieve, and my efforts are focused squarely, as they have been since day one, on supporting them. As the commissioner and the minister have clearly stated, the decision on what information is released and when is that of the police alone, and that was fully respected.

Mr. Speaker, our hearts go out to the family of Constable Yang and to the community, not just in B.C. but right across the country, as we know we have seen murdered police officers in Ontario and elsewhere across the country as well. We need to do more to step up on our mental health funding, as the hon. member before mentioned. We need to make sure that we are giving our frontline police officers the tools to be supported as they encounter difficult situations. We need to make sure they are not the only mental health workers out there accessible to so many people. Unfortunately they have been. They have been extraordinary at it, but we need to provide better support. The provinces and the federal government need to work together to fund more mental health supports.

Mr. Speaker, I have been very clear over the past weeks, and indeed through all the questions asked during this question period, that throughout the crisis in February, we were working closely with police services and with provincial and municipal authorities who were asking for more tools, which we continually delivered, whether it was more police officers, more concrete resources or ultimately in choosing to invoke the Emergencies Act, which gave proportionate and responsible tools that allowed the police services to put an end to these illegal blockades that the Conservatives were busy supporting.

Mr. Speaker, I understand my hon. colleague's indignation, but she should be asking her colleagues, who were encouraging civil disorder and supporting the people involved in the blockades, why they were backing those folks rather than law enforcement, who wanted to protect Canadians in their homes and needed additional tools. We provided police with those tools through the Emergencies Act in a responsible and proportionate manner, which is what put an end to these illegal blockades.

Mr. Speaker, every step of the way we worked with local police services and with responsible authorities to ensure that they got the resources and the tools they needed to get the situation back under control. They continually asked for more tools, and we continued to step up with extra officers, extra resources, extra finances and ultimately the Emergencies Act. Absolutely, it is only a government that can choose to invoke that, and to do so in a limited and restrained way is exactly what we did.

Mr. Speaker, while Conservative politicians were out there supporting barricaders and while they continued to support those illegal actions, we were working with law enforcement and municipal and provincial authorities across this country who were telling us they needed more tools. We delivered more tools, whether it was more police officers or more resources, until we realized we needed to take a further step. We chose to invoke the Emergencies Act to give them even further tools. We did it in a responsible and proportional way, and it worked.
