Mr. Speaker, the Conservatives over this past session have stood in this House to stand against dental care for seniors. They have stood in this House to stand against expanding child care investments in spaces. They have stood in this House to stand against the kinds of investments that are helping Canadians with diabetes and helping Canadians afford birth control. These are the choices that they are making. They are filled with slogans and bumper stickers that do not solve problems, but amplify anger, while we are focused on supporting Canadians.
Canadians can make their choice about the kind of country they want to live in.

Mr. Speaker, the Leader of the Opposition is playing politics at the expense of Canadians' rights and freedoms. He clearly will not protect women's freedom of choice on abortion.
He bragged about being able to use the notwithstanding clause to violate Canadians' rights. A woman's right to choose should not be up for debate in the House in 2024, and yet, that is what is happening because of him.
I hope that the entire Conservative caucus will be here in the House tomorrow for Canadians, rather than going to oppose reproductive health. That is what Canadian women deserve.

Mr. Speaker, this House used to be united in its unequivocal support for Ukraine, and then the Leader of the Opposition disparagingly referred to Ukraine as a faraway foreign land, something for which he has not yet apologized, and demanded that all his MPs, including MPs from the Prairies, where there are strong Ukrainian Canadian populations, vote against a free trade deal that Volodymyr Zelenskyy has deliberately and directly asked Canadians to support. When will he stand up for Ukraine?

Mr. Speaker, inflation has gone up, interest rates have gone up, food prices have gone up, energy prices have gone up, all linked to the ongoing war that Russia is waging in Ukraine. We recognize that on this side of the House and we are acting, not just to bring down prices here at home, but to stand with Ukraine in our fight against Russia. Unfortunately, the leader of the official opposition, who referred to Ukraine as a far away land refuses to stand up to deliver for Ukraine.
On this side of the House, we will always be there for Ukraine.

Mr. Speaker, the Leader of the Opposition has made several comments about how Canadians are entitled to all the facts. However, he understands very well, or he should understand, that members of the armed forces and the intelligence services are working in incredibly complex and difficult situations that make them vulnerable in foreign countries in order to keep Canadians safe. They conduct investigations to uncover the secrets of countries that would do us harm.

Mr. Speaker, the Conservative Party leader is once again demonstrating that he understands nothing about what is happening in Quebec. That is a real problem for him, but it is his problem.
We were working with the Government of Quebec on the GNL Québec project, and we know very well that the Government of Quebec was the first to reject that project. Then, the federal government did its job.
The reality is that we need to work hand in hand with the provinces rather than picking fights and refusing to understand how things work in a federation.

Mr. Speaker, I can only feel bad for the citizens of Spadina—Fort York, who elected someone they thought was going to stand up for them and deliver them supports while putting a price on pollution and returning more money to the pockets of hard-working Ontarians, and now he is just spewing Conservative talking points.
It is a real shame to see that, but on this side of the House, we will continue to stand and fight for Canadians and for the fight against climate change.

Mr. Speaker, on this side of the House, we will always stand up for minority rights.
As a Quebecker, I know how important it is to defend our beautiful French language, to defend our minority cultures, to defend our official languages and, yes, to defend religious freedom in this country.
That is why we are always going to be there to defend individual rights. That is why we oppose pre-emptive use of the notwithstanding clause, which suspends the fundamental rights of Canadians before they can even go to court to defend those rights.

Mr. Speaker, we are extremely proud of the work our team did on Bill C-13 to protect linguistic minorities across the country. We will always be there to protect official language minorities across Canada.
That is why we will continue to move forward. I would like to emphasize that it is also important, by the way, to stand up against the pre-emptive use of the notwithstanding clause, an issue on which this member has unfortunately been weaker than the communities would have liked.

Mr. Speaker, we have seen first-hand the challenges seniors in long-term care faced across the pandemic, and all Canadians know we all need to act together. That is why we welcomed the release by the Health Standards Organization and the Canadian Standards Association, which is a good start to new standards.
We have also provided $4 billion to support provinces and territories in their efforts to improve long-term care in their jurisdictions, because regardless of where they live, we will continue to ensure seniors receive the quality of care they deserve.

Mr. Speaker, with so many conspiracy theories rattling around the Conservative caucus one can understand where the member would misunderstand me. I was referring to the approach that the Conservative leader is taking against harm reduction, against science and evidence in supporting people facing the tragedies of the opioid epidemic.
We need to put a public health lens on this. We need to be grounded in science and data as we look to care for the most vulnerable, not have a criminal approach, and not be grounded in things that sound good but actually would be harming the most vulnerable people. That is what I was calling out on the Conservative side.

Mr. Speaker, the Liberal Party has always been very clear: We will stand up for our public health care system.
We will continue to defend the principles of the Canada Health Act. This is non-negotiable and over the past few years we have taken back money several times from provinces that did not abide by the Canada Health Act. We will continue to stand up for our public system.
In the current negotiations to improve health care for Canadians across the country, we will continue to be there to stand up for the public system.

Mr. Speaker, that is exactly what I am doing. I did not propose any numbers for Quebec. I acknowledged that Quebec was capable of increasing its immigration levels, if it wanted to do so, because it has those powers. We recognize the important role that Quebec plays in protecting the French language and the Quebec nation. That is why we will continue to work respectfully with the Government of Quebec.
However, we do want to point out that the pre-emptive use of the notwithstanding clause is something that the federal government should never support.

Mr. Speaker, while Conservatives continue to play rhetorical games, the reality is Canadians need a Conservative Party that stands up for them, which is something they simply are not getting. It is not stepping up on rental supports for low-income renters; it is not stepping up on dental care for kids who need it, and it is not even standing up for the fundamental rights and freedoms that the Leader of the Opposition made a full campaign out of. Now he is nowhere to be seen on standing up for Canadians' fundamental rights and freedoms.

Mr. Speaker, while the Conservatives continue to focus on me, we are going to stay focused on supporting Canadians, whether that is with measures the Conservatives oppose to deliver rental supports for low-income Canadians or whether that is to make sure all Canadians can send their kids to the dentist.
We heard the Conservative leader, for months, talking about rights and freedoms for Canadians, and now that a government is pre-emptively blocking Canadians' fundamental rights and freedoms, there is not a whisper from the so-called freedom fighter. Mr. Speaker, pre-emptive use of the notwithstanding clause to suspend workers' rights is wrong. Invoking the notwithstanding clause to deny Canadians the right to collective bargaining before negotiations have even reached an impasse is wrong.
We will always stand up to protect workers' rights. We will always be there to protect Canadians' fundamental rights.
As my NDP colleague noted, it is sad to see the Conservative Party, which professes to protect people's freedoms, not stand up to protect people's fundamental freedoms.

Mr. Speaker, using the notwithstanding clause pre-emptively to suspend workers' rights is wrong. To invoke the notwithstanding clause in a way that denies Canadians the right to collective bargaining before that bargaining has even reached an impasse is wrong. The clause must only be used in the most exceptional of circumstances.
Like the leader of the NDP, I call on the leader of the Conservative Party of Canada, who supposedly stands for rights and freedoms, to condemn the pre-emptive use of the notwithstanding clause to suspend people's fundamental rights and freedoms.

Mr. Speaker, I know we are all astonished to hear the Leader of the Opposition miss an opportunity to stand up for the rights and freedoms of workers. That is something we expect him to continue to do, alongside all of us in the House, in condemning the pre-emptive use of the notwithstanding clause.
On top of that, he is also talking about cuts to EI. When he criticizes us for being there and ensuring that EI and CPP are there for workers into the future, he calls that tax increases.
We are going to be there to support people paying for EI. We are going to be there to support people with their pensions. We are going to be there for dental and rental; he is not.

Mr. Speaker, if the Leader of the Opposition were truly concerned about the cost of living for Canadians, he would be supporting our measure to support families with the cost of dental care for their kids and help with our support for low-income renters as well.
I am also astonished that the Leader of the Opposition has been silent on the matter of the use of the notwithstanding clause pre-emptively to suspend people's fundamental rights and freedoms. I call on the Leader of the Opposition to stand up for workers' rights, to defend people's rights and freedoms, and condemn the pre-emptive use of the notwithstanding clause to suspend workers' rights.

Mr. Speaker, the Conservatives continue to point out that we were there in too large a measure for small businesses, for families and for workers who struggled through this pandemic. We disagree with them on that, because we saw our economy recover faster than just about any of our allied countries. On top of that, the Conservatives continue to say they are concerned about the issues facing Canadians in their day-to-day lives, and yet they continue not just to stand against but to attempt to block our help for Canadians on dental care and support for low-income renters.
